The bill would also contain a provision for the arrangement of the registration of life annuities, rendered necessary by the Usury Repeal Law of last session. On the motion for adjournment being subsequently put, Mr. BENTINCK said, it was now mora than the vote of the house had compelled the resignation of the ministry on the ground of incompetency for the duties which devolve upon them, that incomvetencv havinir hpn admitted by a portion of the ministry itself. Since that vote much time had elapsed, every hour of which was invaluable, and upon the proper employment of which might depend the lives of thousands of our fellow-countrymen. Was it right that they should be listening night after night to the personal recriminations of noble lords in one house or the other? or was it right that public men should be employed in securing the preponderance of their own party, while the affairs of the country were in such a disastrous stater It was impossible to conceive anything more discreditable or more disadvantageous to tho country than the delay which had occurred in the formation of a ministry. He bad made these few remarks in the hone of inducing some nnn of greater weight than himself to take up the subject, and in order to elicit from the house an expression of opinion which would conduce to the onward progress of the negotia tions ac present pending, anu put an end to the shameful waste of time which had been going on for the last eight or nine days.

Sir C. WOOD said it was most inconvenient to ask for an explanation in the pesent state of the government, and when no responsible person was present to give such an explanation. When the proper time came, no doubt, a full account would be given of all that had taken place, but at the present moment it was not fair to call for it. Mr. "WHITESIDE said, it struck him that, as they were about to import a foreign army, the best thing they could do would be to import a foreign ministry as well.

Mr SCOTT thought it would be proper for the country to express its opinion upon the very inconvenient position of uuairs, ana upon tue manner in which a small section of statesmenstood out, opposing their importance to tha welfare the kingdom and the safety of their fellow-countrymen. Mr. LABOUCHERE was of opinion that the character of the house would uot be raised, nor would the public business promoted, nor would a termination to the present difficulties bo accelerated by discursive conversations of this description. If the house was to interfere, let it be with dignity with effect that was, by motion with notice duly given. He would not s.ty that if the present state of affairs were protracted for a few dajB it might not become their duty interfere; but, while such was not the case, he implored the house and he addressed himself to members on all sideB without distinction not, by discussing rumours which they might see in the newspapers or might bear in the Btreet, nor waking speeches in favour of any set of candidates for office, to present a spectacle to the country which would exhibit the house in a humiliating and desparaging picture without attaining any public object.

Mr. MUNTZ said, the country considered the time which had been lost, especially under the circumstances in which were placed, as an injury and a disgrace, which, if continued much longer, would end in grave disasters both to the government and to the country. Mr. MAlIKS agreed that the present posture of affairs was anything but satisfactory to the after eight clear days bad elapsed since tho government had been destroyed, by what it chose to consider a vote of censure, aud which he (Mr. Malins) for one intended as a direct vote censure.

He feared the time had arrived when it would necessary for the people to take the matter into their OrVn hands, and to show that England no longer depended on a few aristocratic families; and if those aristocratic families refused to settle their differences among themselves, and could not in eight days form a government, some other bands should be tried. The house had, by a majority of 205 to 148, yesterday week decided to appoint a committee of inquiry into the late disasters in the Crimea. If they were not to have a government, there was no reason why they should not proceed with that matter. Mr. S.

WORTLEY said the country, wkh one voice, had pointed to one member of that bouse, as the most fitting person to form a government which would command the confidence of the nation. The house was informed that that noble lerd was now engaged in the task of forming a government. He (Mr. S. Wortley) believed there wa no doubt would succeed in that object; but surely this was not a convenient moment to enter upon discussions which could only embarrrsa his course.

Mr. KOESUCK said thero was no government, aud he was, therefore, unable to nominate bis committee, because did not know what members of the bous might form a part of the administration. He was therefore justified in npt proceeding with the committee until the administration was formed. It had devolved upon the noble lord, the late secretary for the home department, to form an administration, and it was mud that the noble lord had encountered some difficulties in the undertaking; but if he knew anything the bouse or of the country, the noble lord would find no difficulty in the matter. If any difficulties were thrown in his way in any quarter, he might say, Stand aside; I will put into office those who, although they may not have the confidence of the bouse, will, through me, obtain the confidence of the country; and I will form an administration at once, regardless of party and personal considerations.

(Loud cries of Hear, hear." If the noble lord acted upon this principle, be would have the confidence of the house and the thanks of the country. Mr. BENTINCK was understood to say that be had only asked for an expression of opinion upon the part of the house, with the view of expediting the public service. WOOD said, it was not intended to bind any one by the vote, which was to meet the pressing demands of the public service. Ihe proceeding was quite regular, and in conformity with practice. The daily deaths were, on an average, 40, and 500 sick arrived weekly.

He urged that if some signal mark of approbation and confidence were not bestowed upon Dr. M'Grigor, much would be done to perpetuate the system of routine. The CHANCELLOR of the EXCHEQUER observed that there were two modea of proceeding open to the right hon. member, one upon receiving the statement he had mentioned, to carry it to the properdepartment, thegovernment-the other, if the matter were neglected, to call to account the member of the government in that house who was responsible. The right honourable member had, however, brought the subject forward in the absence of any member connected with the war department, and without notice, so that if was impossible for any member of the government to bo prepared with a satisfactory explanation.

He could say nevertheless, that arrangements had been made, and were making, for supplying the deficiencies at the hospitals, and the government would receive any communications upon the auhioct from the ivht h. THE MINISTRY. Earl GRANVILLE In rising to move that your lordships should adjourn to a future day I have to begvour lordships' attention while I make a few remarks on aaub-ject personal to myself. During the last two administration-the prime minister has had a seat in this house. During the administration of my noble friend opposite, who from his position is so undoubtedly the leader of the party he represents both in parliament and out of parliament, his presence here gave great interest and importance to our debates. Smce then we have had the udminstration of the noble eaxi below me (the Earl of Aberdeen) who.

being a. peer, was the mouthpiece of tho government in this bouae. I do not know whether I may be allowed to take this opportunity of saying that during these two years aa one of his colleagues, and I believe in this I speak the sentiment of those who sit behind me, can say that we have had the gratification of acting with one of the most generous mind, one of the most liberal, just and courageous men with whom we bad ever the good fortune to be associated. (Cheers). His past services and great experience gave great weight to what fell from him.

We have now arrived at a time still more eventful and critical, and there seems something incongruous that I should be the mouthpiece of the government, even as a matter of form owing to the precedence which is accidentally attached to the office I hold. And I can only say that I should consider unfair to myself, and certainly unfair to those able men both in the uoverumeut and out of it, who sit on this Side of the house, and I should consider it almost dUregpectful to the house itself, if I undeitook even this formal duty, if I were not able to go for support, advice, and guidance to that noblo marquis whose pre-eminent abilities as the leader of this house have not only secured to him the devoted attachment his own friends, but even ir his lifetime have become proverbial on both sides of this assembly. (Cheers.) With regard to what has passed since tbe resignation of the Earl Aberdeen, all that I can say is that from what I have gathered with respect to tbe proceedings of public men and. political parties I do not think that any of them have laid, themselvss open to the charge of want of self-abnejtation os want of public principle on this occasion. Lord Palmerstca was commissioned by the Queen three days ago to form aa administration, and was successful in submitting to her majesty a list which met with her gracious approval.

With, respect to the principles of that government, I have very observations to make. With regard to the principles that will govern the administration of internal affairs I may briefly state that they will be identically the same as those upon which her majesty's late government acted, aad which I believe have received the generaUpproval of tb country. Whenever a leasonable opportunity occu.3 for effecting an improvement in internnl affairs, most assuredly will not neglect it; but we do feel that the paramount object to which the energy of the government and th wisdom parliament must now be applied, the active and energetic prosecution of the great war in rbicli we are engaged. lords, I believe that that is the feeling which actuates the most ardent lovers of peaceeven those who. thought the war was unnecessarily entered into, and most ardently desire immediate conclusion.

They must feel that it is for the honour of tbii country absolutely neaessaryk that while the war does last it should be carried on with all tbe energy and strength possible. We do feel that while, to a certain degree, all clissea in this country, erhapa, including ourselves, gave way to some exaggerated feelings of exultation one moment, there is now rather a danger of their giving way to too much despondency. In sajiug this I am sure that there is no member of her majesty's government who to deny the great calamities to which the army has been exposed, nor to diminish the ardent weouirht feel for the fortitude with which that army has met these evils. It would clearly be wrong in me, and out of placa this eveum, to discu, in the slightest degree how far thosa calamities may be attributed to natural caU3eg, or to tha ruatineSS Of a system which baa become worn out in time of pece. There i3 no doubt that sickness and death prevail to great extent that army.

What we do feel ia, that it ia not becoming in the government and the people of this country to indulge i feelings of despondency which that army, amidst death and sickness, does not feel itself.
