preference to other purrhasere Frank Hlg-gin a ion of the head testified warehouses were with steel and that It could be obtained from warehouses more promptly than from mills themselves A Higgins contract with the maritime commission to build a shipyard and 200 cargo ships was canceled July 18th when the yard was already under construction Frank Higgins testified before house merchant marine subcommittee at New Orleans August 4th snd 5th that there existed a market" for Iron and steel products that the warehouses were bulging with types of steel" obtainable at above ceiling prices and
