Cooper's Parachute By BOB BAUM Associated Press Writer VANCOUVER, Wash. A diver seeking clues to the fate of D.B. Cooper, the legendary hijacker who disappeared 17 years ago, says he found a small parachute in the Columbia River about a mile upstream from where $5,800 of Cooper's ransom washed up in 1980.

The diver, 33-year-old Curtis Rainey of Portland, was working for Richard Tosaw, a lawyer from Ceres, who has spent each Thanksgiving season for seven years searching for Cooper's remains. The nylon "pilot" parachute, used for deploying the main canopy of a parachute such as the one Cooper had, was found Monday about 5 miles west of Vancouver on the Washington side of the river, Rainey and Tosaw said. Mr. Tosaw said Tuesday. "He said he couldn't say without looking at it.

We're going to show it to him Thursday. He said he could tell in five seconds if it's part of the 'chute." Mr. Tosaw, who has written a book titled "D.B. Cooper, Dead or Alive," said he has decided Cooper drowned and his remains became hung up on one of the rows of pilings that extend into the river about every half-mile to prevent erosion. The parachute was found snagged among such pilings in 20 feet of water about a mile upstream from the beach where 8-year-old Brian Ingram found $5,800 of Cooper's loot in 1980, Mr.

Tosaw said. Cooper got his ransom and parachutes during a Seattle stopover after hijacking a flight by displaying what appeared to be dynamite. HAYES. Mr. Murphy, a resident of Rt.

"I am pained and ashamed of my past. I have no intention at all to make an excuse," Chun said in a nationally televised address. He concluded his 30-minute address, "My dear people, I am really sorry." Chun said he would not try to defend or explain his past actions and deeply regretted the abuses under his government. Many Koreans have been demanding Chun be arrested and tried for abuses and corruption public indignation against Chun while distancing his government from past abuses.

Some opposition groups have called for Roh's resignation or overthrow, contending the government is a front for military ruleand part of the system erected by Chun. To atone, the 57-year-old Chun said Wednesday that he was surrendering all his personal property, including his house and land, about $3.3 million in cash and membership in two golf clubs. Chun also said he was returning about $20 million in surplus political funds left over at the end of his term. Except for the waterlogged bills that washed up on the banks of the Columbia nine years later, no trace of him has ever turned up. Mr. Tosaw admitted there could be many explanations for the discovery, but he noted it was the most interesting piece of evidence he's found since he made the Cooper search his hobby.

"The interesting thing is it was found in a place where he pretty much has to be, give or take a mile or so," Mr. Tosaw said. Mr. Rainey plans to take the parachute on Thanksgiving to Woodinville, where it will be examined by Earl Cossey, who packed Cooper's parachute. "We talked to him last night," during his seven-year term that ended in February.

Opposition groups staged violent protests as anger over Chun mounted. President Roh Tae-woo, another former general and associate of Chun, is trying to defuse the crisis without damaging his government's position. Chun left his home immediately after the speech to go into rural exile at an undisclosed location. Thousands of riot police surrounded Chun's house in western Seoul to prevent possible attacks by radical students. Soviet students will come to the United States in January, and the Americans will go to the Soviet Union in March in the first round of a program rooted in agreements signed by President Reagan and General Secretary Mikhail Gorbachev at the Moscow summit last May. The youngsters will live with one another's families and trade classroom visits during normal vacation periods at their home schools. Similar exchanges are planned for at least two additional years.
