6B Press Sun-Bulletin COMMUNITY Council calls special meeting on grants Vote on teen agency's funding expected By ERIKA STUTZMAN Staff Writer The Binghamton City Council has scheduled a special meeting tonight to vote on how to spend about $3 million in Community funds Development Block for the next fiscal year. The council discussed the proposal at its regular meeting Monday, but delayed approval because $9,000 of the funds had not been allocated. At issue was $9,000 recommended for the Center for Adolescent Services in Binghamton. The 3-year-old center, across from Binghamton High School, provides many services to teens, including a care center so that teen-age mothers can continue to attend school. Fourteen teen-agers who use the center's services graduated from high school last year.

Though the Community Development Advisory Committee recommended awarding the money the center, the city council did not approve the funding for that program on Monday night. The council did, however, approve the funding for every other human service agency that the committee recommended. At least two council members, Eric S. Denk, D-3rd District, and Dorinda R. Noll, R-2nd District, said they hope the council will approve the funding for that program.

A vote on funding for the center will take place at tonight's meeting before the entire plan is approved. Blaze destroys former trucking terminal Binghamton firefighters from four stations spent about 45 minutes on Tuesday evening extin-guishing a blaze that destroyed a vacant building that once housed a trucking terminal. Fourteen firefighters responded to the 7:51 p.m. blaze at 12 Karlada Drive, said Capt. Brian O'Loughlin.

There were no injuries. The fire began in the front of the wood-frame building where Mary E. Douglas of Conklin Mary E. Douglas, 83, of Conklin, died at Sullivan Park Health Care Center, Endicott, Monday, July 21, 1997. She is predeceased by her husband, Ronald Douglas in 1985, and a son Richard.

She is survived by two daughters and sons-in-law, Helen and Donald Anderson, Fresno, Rosemary and Gary, Whistle, Conklin; one son and daughter-in-law, David and Karen Douglas, Flushing, N.Y.; seven grandchildren; two great grandchildren; also several nieces, nephews, and cousins. She was a member of Conklin Presbyterian Church and the Burton United Methodist Church, Key Largo, Fla. Funeral services will be held Friday at 11 a.m. from the Conklin Presbyterian Church, 1175 Conklin Conklin, N.Y., with the Rev. Dr.

Stephen W. Starzer, 1 pastor of her church officiating. Burial will be in Vestal Hills Memorial Park Cemetery. The family will receive friends at the Allen Memorial Home, 511-513 E. Main Endicott, Thursday evening from 7 to 9 p.m.

Ann Bove Crowley, 86, of Boynton Beach, Fla. and Johnson City, N.Y., passed peacefully into the Arms of Jesus, Tuesday July 22, 1997 at Elizabeth Church Manor.

She joined her daughter, Jane who predeceased her in July 1965 and her sister, Mildred Marcel, formerly of Peekskill, N.Y. Ann was born in Yonkers, N. Y. the daughter of the late Mary and Joseph Bove. She is survived by her husband, Francis E.

Crowley; one daughter and son-in-law, Mary and Allen Williams of Deposit, N.Y.; two grandchildren, Jennifer and Stephen Cottrell of Norwood, N.J. and Gregory Williams of Vestal, N.Y.; two great great granddaughters, Shannon and Kayleigh Cottrell of Norwich, N.J.; also two brothers, Dr. Joseph and Eileen Bove, Boynton Beach, Fla. and Daniel and Anne Bove, Newark, also several nieces and nephews. Ann was a devoted wife for 53 years, a loving mother and grandmother.

Her home was one of a kind hospitality and friendship. her Her courage of and strength through months illness be carried in our hearts. Despite his law practice and community commitments, Mr. Meagher always found time to listen to music, a appreciate art, collect books and read. "He read all the time, especially classical English literature," Castro said.

died Mr. Meagher, of Binghamton, Saturday of a pancreatic tumor at Lourdes Hospital, Binghamton. He was 88. A member of the Binghamton law firm of Meagher Meagher founded by his father in 1909, Mr. Meagher joined the practice in 1935 after graduating from Yale Law School.

"He was a lawyer's lawyer who loved knotty legal problems and loved solving them," recalled Darwin Wales, a longtime friend of Mr. Meagher and a Binghamtonlawyer. Mr. Meagher's wife of 57 years, Mary, remembers her husband's caring attitude toward people. "He always liked to see what he could do for people," she said.

Mr. Meagher's caring reached extensively into the community. His involvement included presi- Thomas J. Cooney of Binghamton Thomas J. Cooney, 81, of Binghamton, died Monday afternoon, July 21, 1997 at Our Lady of Lourdes Hospital.

He is survived by his wife of 53 years, Julia Cooney, Binghamton; two daughters and son Mary and Gary Lanpher, Minoa, Ann and Kenneth Abramczyk, Sauquoit; three sons and daughters-in-law, Thomas and Eileen Cooney, John Cooney, all of Binghamton, Daniel Cooney, Brooklyn; four Dawn grandchildren, Lanpher, Julie Susan and Ellen and Donald Cooney, Voutinas; two brothers, Joseph and Martha Cooney, Edward Cooney; sisters, Katherine Kincer, Alice Cross, all of Binghamton; several nieces and nephews. He was a member of St. Thomas Aquinas Church, Binghamton and its Holy Name Society, a retired 34 year employee of the I.B.M. Corporation and a member of the I.B.M. Quarter Century Club.

Marcia A. Seeley Horan, R.N. of Horseheads Marcia A. Seeley Horan, R.N., 50, of Horseheads, N.Y. died Thursday, July 17, 1997 after an extended illness.

She is survived by her husband, Timothy Horseheads; a son, Michael at home; parents, Robert and Virginia Seeley, Elmira; brother, Robert J. Seeley, Huber Heights, Ohio; sister and brother-in-law, Vicki and George Milunich, Binghamton; sisters-in-law and brothers-in-law, Lucille and Donald Tchir, Tehachapi, Christine and John Kinnan, Geneva, N.Y.; eight nephews and one niece. She was predeceased by a sister, Sharon Seeley. Marcia received her AS in nursing from CCC. She graduated from SUNY Oswego with a degree in Nursing and Occupational Education.

She worked at Arnot Ogden Medical Center for several years. Currently she was employed at SCT Boces as an Occupational Education Teacher. She was active in creating new. programs and writing new curriculum to help her students achieve their best. She was chosen by the BOCES students in 1994 as Teacher the Year, an honor she felt was one of her greatest accomplishments.

She was a member of the First United Methodist Church, Horseheads, active in Bible Study, Sunday School, and missionary projects. Her faith and ability to instill faith in others was ever present. It was Marcia's request that there be no prior calling hours. A Celebration of Marcia's life will take place July 28, 1997 at 10 a.m. at The First United Methodist Church of Horseheads, 1034 West Broad Horseheads, with graveside ceremony immediately after that at Maple Grove Cemetery.

Caroline Dydynski McNeal of Montrose Caroline Dydynski McNeal, 32, formerly of Poughkeepsie, N.Y. died Monday, July 21, 1997 at the Robert Packer Hospital, Sayre, Pa. Caroline was a loving wife, and devoted mother of two beautiful children. She was a hobbyist, gardener, and loved the outdoors. Caroline was a 1984 graduate of Montrose High School.

She was predeceased by her husband. William McNeal. She is survived by her children, Holly Marie McNeal, age 9, and Kayla Ann O'Brien, age her parents, Robert and Mary Susan Dydynski; her brothers, Robert, Jr. and Theodore Dydynski and his fiancee, Jody Cooley; her sister, Sarah Dydynski; her mother-in-law and father-inlaw, Norma and George McNeal; her companion, Donald O'Brien, many aunts, uncles, a niece, a nephew, several cousins, and many friends. Y. 13812. Jack Snel of Sidney Mr. Jack Snel, a resident at the Countryside Care Center, Delhi, N.Y. and formerly of the Sidney, N.Y.

area passed away Tuesday morning, July 22, 1997 at his residence in Delhi. Mr. Snel was born September 4, 1906 in Amsterdam, Holland. Jack was the son of the late Jacobus and Grietje Snel. On February 22, 1935 he married Elizabeth Czap in Staten Island, N.Y.

She predeceased him in 1966. Mr. Snel later married E. Pearl Lyon on September 4, 1976 in Rockdale, N. Y.

For several years, Jack and Betty Snel owed and operated Snel's Pastry Shop in Sidney. After Mrs. Snel's death, Jack, worked as a pastry chef for SUCO at Oneonta, N. Y. He retired in 1977.

Before his illness, Mr. Snel was an active member of the Community Church, Rockdale, N.Y. He is survived by his wife, Pearl Snel, Delhi; four daughters and sons-inlaw, Elizabeth and Robert Lowery, Wilmington, N. Carolina, Jacqueline Backus, Long Lake, N.Y., Gretchen and Robert Peterson, Vestal, Dianne and Earl Hendee, Sidney; two stepsons, James Lyon, Afton, David Lyon, step-daughter, Jean Armstrong, Walton; nine grandchildren; 13 greatgrandchildren; several nieces and nephews. He was predeceased by three brothers, Johannes, Henry and Jan Snel and three sisters, Katherine, Margaret and Anna.

Funeral services will be held at 1 p.m. Friday, July 25, 1997 from the C.H. Landers Funeral Chapel, 21 Main Street, Sidney, N.Y. John Snel of Ninevah, N.Y., nephew of Mr. Snel, officiating.

Burial will follow in the North Sanford Cemetery, North Sanford, N.Y. Friends are invited to call at their convenience Thursday at the funeral chapel. The family will be in attendance from 11 a.m. Friday until service time at 1 p.m. at the chapel.
