Cook, R-Delhi, established a gifted and talented program to give high school students college-level courses; the rural physicians program which offers incentives to students who begin medical careers at Delhi; and a distance learning network connecting the college to local high schools and Boards of Cooperative Educational Services. Duncan, head of University Colleges of Technology, an alliance of two-year technical colleges in the state university system, beat out 66 candidates to become president of the 18-year-old college near Baltimore that serves more than 5,000 students. "I am honored to be chosen to lead Howard into the next millennium," Duncan said in a prepared statement released Wednesday. She said the move will allow her to be closer to her family.

And that has to change because, to land jobs in the 2 1st century, these students are going to have to perform at a higher level and get some form of academic training after high school, even if it's not a four-year degree, she said. Coyne-Horton was one of 160 Southern Tier educators who attended a regional conference at the Binghamton Regency on Wednesday to exchange tips and ideas on programs aimed at reaching these students, notably the new Tech Prep program. Tech Prep replaces the unfocused general track in high school with a planned sequence of "applied academics" courses. Applied academics teaches Regents level work in math, science and English through different instruction techniques, such as group learning and hands-on activities, said Ginny Amato, coordinator of Broome County's Tech Prep program, one of 30 across the state.

The Tech Prep idea is becoming increasingly popular in local schools, Amato said. In 1994-95, A TECH PREP PROGRAMi Links high school education to a community college. Uses applied academics, like group projects, to teach courses. Replaces the traditional general track in high school. 965 students were enrolled in applied academics courses.

In 1998, the number is up to some 3.500 students in 11 Broome, Tioga and Chenango County high schools. Tlie regional conference Wednesday was a chance for teachers and school officials to trade ideas on what works in their classrooms. The conference is one of three the state Education Department has scheduled across the state to publicize what works in Tech Prep programs. "I'm looking for tips and techniques for making my program better," said Joan Ferranti. who teaches two Tech Prep applied communications classes at Binghamton High School.

Tech Prep is going to be a valuable approach to help some students meet the new state requirement of passing a series of five Regents exams in four core academic subjects English, math, social studies and science, said Bernard H.
