1 HE FRESNO BEE THURSDAY FEBRUARY 12 1953 EDITORIAL PAGE Letters From The People Enshrined' In The Hearts Of His People Lincoln Still Inspires Us To Be Better Americans One hundred and forty four years ago today a young mother held in her arms her first bom son and tenderly called him Abraham There was nothing about him or the character of his ancestry or the circumstances of his environment to suggest even faintly the man he was to become But in the brief 56 years of his life Abraham Lincoln was to tower over all his contemporaries like a great mountain peak over the surrounding plain Out of the log cabin as out of a stable in an earlier day came one whose name will last as long as history itself and one whom all humanity will love and honor through all ages to come No ope can set the bounds of the ultimate influence of what he did and what he said News Behind The News Avoiding World War III Editor of The Bee Sir: I would like to reply to SaTah letter which appeared recently In The Bee We can avoid World War III by keeping the Korean War front line where it is and by giving the United Nations forces a better chance to hit the enemy and destroy bases and equipment in Korea without going into Manchuria Our men in Korea have an advantage over the veterans of the last war with the rotation system The soldier of World War II was in the light to the finish Do not let a looks deceive you His clothing may be covering an artificial limbi a bullet hole a deep scar from shrapnel or he may have war nerves or concussion none of which is visible to the eye The unnecessary loss of lives is due partly to the inconipetenry ol leaders who have received their leadership from military schools and know nothing of actual combat experience Yes President Elsenhower will clean house just like the houses were cleanel from 1929 to 1932 The veteran cannot sit back on his government income Those who have purchased GI homes and farms stand to lose them through this house cleaning because the average earnings of ilc veteran will not enable him to continue hU payments I went through the depression years and know what the Republicans can do I also fought in Europe during World War II and know from experience what an allout war ran do to women and children Let us pray unselfishly A VETERAN Coalings Liquor Law Violators Editor of The Bee Sir: As to the recent light cast on the incompetence of the state board of equalization in handling liquor control it seems it is not so much to blame as the liquor control officers It is they who investigate the saloons and make reports to the state board accordingly The equalization board's duty primarily is to administer taxes However since it now controls the liquor administration it is its duty to see that the liquor control officers do their work in a responsible manner Did you ever enter a bar and try to get a meal as the law requires? Probably all it had to offer was a moldy wiener or soup This in itself is a flagrant violation of the law Who protects these law violators? It is time to make a complete change and get rid of everyone who is responsible for the black market in liquor licenses Why should anybody be able to sell a license? DON WILKE Red Bluff Successful March Editor of The Bee Sir: The success of the 1953 Mothers March on Polio was due to a great degree to the outstand-lg coverage given it by The Fresno Bee On Thursday January 29th $2876670 was collected in the City of Fresno alone Combined with all the surrounding communities in Fresno County we reached our goal Of course first we must thank the thousands of Fresnans who gav from their hearts Secondly deserving of a great deal of appreciation are the section lieutenants and district captains who gave of their time to -make the collection possible But without the wholehearted support of the newspaper and radio stations in Fresno it would have been difficult indeed to make our march so successful GORDEN IIEWSOX Chairman Fresno Mothers March Sales Tax Is Opposed Editor of The Sir: I deem it the duty of the wage earners and people with low incomes to write their congressmen opposing any national sales tax Wo the people who labor are carrying more now than our just share of the tax burden Give the people who suoport feed and clothe the nation a break for once LOUIE BULLINGTON Wheatland Four Hour Work Day Editor of The Sir: An industrial engineer in Berkeley says that a four hour work day is inevitable Get rid of the military budget costs and everybody can have more things for a better life and go fishing every afternoon JAMES CADDLE Santa Rosa Farm Policy Delay Editor of The Sir: There Is a lot of talk of making studies and working out formulas by the new administration that time will be needed to set up some long time farm policies However it must be said in all honesty that men like Senator George Aiken of Vermont and Congressman Clifford Hope of Kansas are not newcomers to the business of making farm policy They have been in the minority for lo these many years but they have had much to say about what policies should be followed So a good deal of the talk about the need for time to work out new farm policies is little more- than stalling for time The fact is the policies set up by Secretary Brannan and enacted by a Democratic congress have worked very well The truth is farmers never have been in better shape in the history of the country than they are today What we have in the new setup are two groups fighting for two different farm policies One group- are headed by Allan Kline president of the Farm Bureau Federation and backed by the United States Chamber of Commerce and the National Association of Manufacturers This group are against price supports They would even wipe out the "sliding formula They favor letting the price be set by the law of supply and demand that is what a farmer can get in the open market The other group led by Senator Aiken and Congressman Hope have in the past favored a middle of the road policy It Is safe to assume most Republican members of both houses will line up with the latter The position of Kline and the United States Chamber of Commerce would be all right If the same treatment were given all other parts of the economy But when the government gives back through lax refunds to the industrial companies huge sums to cover cost of plants to manufacture goods for the military then it is not fair to refuse to support those whose farm products equally are needed by the government A WALTERS Isleton California's Weather Editor of The Bee Sir: Californians expect good weather all the time and we look forward to it continually Our viewpoint is similar to that of many people in the United States who think California is a land of perpetual sunshine balmy weather and flowers But unless you know your state entirely you will be sui prised at how many different kinds of weather are dished up The freakish weather plays no favorites Each part of the state has had unusual weather Can it be the large dams have changed the atmospheric conditions and brought colder weather to certain portions of the state? Has the All American Canal changed the warmer winds which used to blow into Southern California? Will the completion of the Pine Flat Dam have a modifying effect on the warm air currents which revail in the San Joaquin Val-ey during our Summer months? We complain about the cold during the Winter months yet we must have heavy snows with a decent water content to give us our much needed water for other times in the year We complain about the heat yet this natural warmth is necessary for our fruits and cotton California must not be looked upon as a sort of paradise any more We slowly are changing from a vacation land to an industrial state With regarding the Dick Tracy comic strip There is nothing elevating or amusing in it Aipaugh RILLING Democratic quarters as to what it may mean eventually in the extent of our participation But there seems considerable doubt about going alone and abandoning the collective security principle under the UN in any further Asian moves That was expressed by one of the most respected Democrats and one of long experience Senator Russell of Georgia who cautioned that a blockade of the China coast should be attempted only as a joint UN enterprise Under such conditions he would go along He speaks for many other Democrats and also for a number of Republicans with experience in foreign affairs Going alone on a blockade courts open war along the wide Chinese front SHIFT It would appear the logical course now is through Real Attempt To Enforce Liquor Law Is In Order The plaint usually voiced by some board of equalization of flcials when it is revealed that liquor laws are not being enforced is that the laws are unenforceable This has become a fairly familiar theme in respect to the operations of girls the sale of liquor to minors and now the failure of many bars to comply with the constitutional requirement that liquor can be sold in California only in bona lide public eating places and bona fide clubs which have been in operation for at least a year To say a law is unenforceable is a pretty broad statement which could be applied to almost any statute including those against burglary if the authorities lacked the will and the determination to enforce them And by reverse reasoning it can be said any law ran be enforced if the officers give enforcement a reasonable and earnest try Paul Leake of Woodland a recently named member of the board of equalization has set a good example by pledging himself to do his utmost in seeing that the constitutional requirement for serving food in bars is lived up to This is in refreshing contrast to the defeatist attitude of member James II Quinn who says enforcement is impossible and the law is in fact ridiculous The people of California did not regard this constitutional clause as ridiculous when they voted it in with the purpose of preventing the return of the old time saloon And no matter what Quinn's personal views may be on the soundness of the law it is his duty to do everything within his power to see that It is observed Reporters for The Fresno Bee experienced no difficulty In finding bars in Fresno which made no honest attempt to serve meals In fact four out of 30 bars they visited had no facilities whatever to serve meals and surely an officer of the equalization board should not find It an insurmountable problem to discover like violations of the law One way to find out if a law is' enforceable is to try to enforce It Some question as to whether that has been done is raised by Arthur Sjhcrry chief assistant attorney general who said state liquor control officers have not been using the powers they have and by Governor Earl Warren who said existing laws are adequate to stop the pernicious girl racket if they were enforced Moreover the board could do a great deal to discourage infractions of the law such as failing to serve meals by revoking the licenses of a few violators Only one or two flat revocations' would bring the rest into line by convincing them the board meant business Suspensions of five 10 or IS nays will not stop violations but actually encourage them More Light Is Needed Fired Aandahl acting commissioner of reclamation and President nominee for assistant secretary of the interior needs to be more explicit before the country understands fully his views on many phases of natural resources conservation In Washington he said he favors more local participation in developing water projects but emphasized he believes the federal government must have a continuing responsibility in the huge multiple purpose dams Since all of the great Western water developments are multiple purpose projects and will continue to be his statement indicates he would keep the federal government definitely in the picture but leaves undefined the extent of the respective participation of the federal and local Interests Aandahl one term congressman from North Dakota and a former governor of his state said he supports the present policies regarding public power with possibly some limitation on the scope of federal transmission systems His endorsement of existing policies seems to include continuation of the power preference clause and in that his views are not in accord with those of Secretary of the Interior Douglas McKay who wants the clause modified Aandahl was not specific as to government owned transmission lines but the record reveals he did vote against the Keating amendment prohibiting the government construction of lines to carry public power where private companies agree to do so which was pushed through the eighty second congress Possi- Questions foreign relations committee and chairman of the house armed sendees committee Their every pronouncement now goes beyond the limited confines of the Congressional Record and brief notice in netvspaper Their words now go hurtling about the world where they are recognized as spokesmen for the party in power to alarm and conlusc our allies and accomplish nothing so far as our foes are concerned STRATEGY As far as we know up to this time neither is speaking for President Eisenhower He has kept his counsel about plans lor Asia other than withdrawal of the 7th Fleet from Formosa which he the UN and that shifts emphasis away from the Capitol to Secretary Dulles and our UN representative former Senator Henry Cabot Lodge of Massachusetts That is the path of collective security which is also our own long range security and that of the free nations That President Eisenhower himself shares this view was indicated by his stress on preservation and strengthening of the UN which he said in his positions in the huge defense department divest themselves of all stock interest in companies doing business with the government But the discussion lingers on due largely to the reluctance of many of those involved to conform to the law a course insisted upon by the senate as a condition to confirming their nominations Senator Douglas has made the latest contribution to this discussion by pointing out some of the subtle dangers of the situation It is not he says a question of the integrity of the men appointed Secretary of Defense Charles Wilson former General Motors head Undersecretary of Defense Roger Kyes former vice president of the same company Secretary of the Army Robert Stevens and Secretary of the Air Force Harold Talbott He conceded all- are men of the' highest character and
