Louis Wein, a New York City consultant, said he was the victim of fraud and asked a state judge to order a Sept. 1 1 primary for him against Republican candidate Pierre Rinfret for the GOP's November ballot spot. State Assemblyman John Faso, Rinfret's campaign manager, called Wein's allegations "total nonsense." "This is the reason we need strict frivolous lawsuit sanctions in New York state," said Faso. "Once they stop laughing at the courthouse, I'm sure that it will be unceremoniously dismissed." Wein, Rinfret and Conservative Party candidate Herbert London are attempting to stop Democratic Gov.

Mario Cuomo from winning a third term. taxes. A second round of funding will be completed in November. Whitfield said that during his visit, and during an earlier visit in March, he met with city officials to explain his program. Denise Balkus, Bingham-ton's director of Community Development Services, said "We always will look," but added that at this time she has not had a chance to assess whether the Home Loan Bank's programs are applicable to projects with which her office is involved.

Joseph Farrell, the Rotary Club's program chairman, said he formerly taught school with Whitfield. "Bing-hamton lost something when he left the area," Farrell said. Before joining the Home Loan Bank two years ago, Whitfield was president of the National Minority Supplier Development Council Inc. Previously he was vice president for cocial investments at The Prudential Inusurance Co. CitySpire, his most famous building, with Citibank and European American Bank.

Larry Silverstein, one of Manhattan's best-known developers, had to turn to Teachers Insurance Annuity Association for $65 million on top of its original $300 million loan to finance his troubled 7 World Trade Center Building. It has been open a year and a half and is only 80-percent leased. He felt more inside work was needed to attract tenants. And to get the new loan, he was forced to cede an undisclosed percentage of his profits from the project. Part of the reason for the bleak picture is the slump in the financial services industry after the stock market crash of October 1987.

Since the crash, Wall Street layoffs have trimmed 32,000 financial services jobs in New York City. Moreover, bank regulators, bent on avoiding a savings-and-loan-type debacle, have been pressing banks to lend more conservatively and rein in potentially troublesome loans especially real estate loans. That has credit officers taking a harder line, much to the chagrin of developers. Still, some builders are forging ahead with ambitious plans for ever-bigger projects, betting that the New York market will have turned up by the time their projects are finished. Mort Zuckerman and Edward Linde are determined to erect a $1 billion complex at Columbus Circle near Central Park.

Developer George Klein still plans to put up a grand complex in historic Times Square. And Olym-pia York, perhaps the largest Manhattan real estate owner, is considering projects that would be completed in the mid-1990s. "You have to be a nutty optimist to be a builder," says Stern, who is pondering what to do with his idle land in Soho. "Everyone knows that at the end of every boom, the developers get hit. But this city always survives." hotel and office building in the fashionable Soho district.

By the time he overcame bureaucratic hurdles, the market had softened. Stern simply scrapped the project. He also shelved plans to build a $500 million condominium building in nearby Long Island City. "Just time," Stern says. Ian Bruce Eichner started leasing space a year and a half ago in One Broadway Space, his $400 million, 39-floor office and retail complex near historic Times Square. It's only 25 percent full. He's busy renegotiating the loans he took to build that and bank's share of this money amounts to $7.4 million to be distributed this year. The law calls for the Federal Home Loan Bank to use up to 5 percent of its profits from lending member banks' money, but not less than $50 million, to finance the affordable housing projects.

In 1994, the percentage will climb to at least 6 percent or a minimum of $75 million, and in 1995 it will rise again to 10 percent or a minimum of $100 million. The money is awarded on the basis of competitive bidding. Six New York projects received money during the first round of funding. Notwithstanding the foregoing provisions and subject to leg islative approval of the tracts to be exchanged prior to the actual transfer of title, the state, in order to consolidate its lend holdings for better management, may convey to International Paper Company approximately eight thousand five hundred acres of forest preserve land located in townships two and three of Totten end Crossfield Purchase and township nine of the Moose River Tract, Hamilton county, and in exchange therefore International Paper Company shall convey to the state for incorporation into the forest preserve approximately the same number of acres of land located within such townships and such County on condition that the legislature snail determine tnat the lands to be received by the state are at least equal in value to the lands to be conveyed by the stete.
