baby conferences this week for which appointments must be made In advance The schedule is as follows: Tomorrow Five Points Cal-flax Huron Road O'Neil Ranch 9 AM to 3 PM telephone Mrs -Evelyn Rohde Five Points 15-F-13 Tuesday Orange Cove American Legion Hall 1 to 4 PM Mrs Warren SEQUOIA SAY water is available in July and August in just as adequate quan titles as in March and April We want to have water earmarked for the Delta-Mendota Canal stored within the San Joaquin Valley where it can be delivered during seasons of drouth with-out the possibility of its disappearance in transit We also wish insofar as possible to promote recreation areas on the west side "We have the present Central Valleys Project reservoir system with storage space for water behind the Shasta and Folsom dams Early this month authorization by the secretary of Interior was obtained for the Trinity Project If appropriations follow this reservoir also may be added to our resources Second we have the Central Valleys Project system for power production with generating units either constructed or under construction at the Shasta Dam the Keswick Dam the Folsom Dam and the Nimbus Dam We have a steam plant authorized but not constructed 'near the Tracy pumps We also have the possibility of the addition of Trinity' power plants Uncontrolled Water "Finally we have large quantities of uncontrolled water flowing through the Delta into the ocean at certain seasons of the year from such streams as the Feather Bear Yuba Cache Creek and spills from various reservoirs and -water released at power dams "We have therefore all the water resources needed for the San Luis project and much of the power resources needed Our problem is to utilize and coordinate these resources when they are available and to deliver them when they are needed and to supply convyance capacity for their distribution The problem is one of timing and construction "We have on the one hand lots of water in the Winter when it is not needed and lots of need in the Summer when water is not available The same picture is to some extent true of power To lick this problem we may harness the unused capacity in the Delta-Mendota Canal the Tracy pumps and the Delta Cross Channel during the Winter season when little use of these facilities is made by the Delta-Mendota Canal service area Surplus water will be pumped from the Delta in the Winter time transported via these facilities to San Luis Creek At San Luis Creek a storage reservoir will be constructed Its capacity will be in the neighborhood of 1500000 acre feet Water will be pumped into this reservoir and held until its use is required during the irrigation season Certain other advantages also are possible by adjusting releases at Shasta and Folsom for increasing the efficiency of the San Luis system both from the standpoint of water supply and power After outlining the way the bureau intends to bring water to the San Luis area Carson pointed out how the water will be distributed "First our San Luis Dam and pumping plant will he located in a valley along San Luis Creek near Pacheco Pass about eight miles west of Los he said Water from the San Luis reservoir will be delivered through the San Luis Canal whose capacity is about 5000 cubic feet a second This canal will extend to Kettleman City A highline canal will serve the upper portion of Pleasant Valley Along this Pleasant Valley canal a conduit may be 'connected to serve the city of Coal-inga Since the main San Luis Canal crosses the present A venal system a connection for Avenal may be made at the point of crossing Similar connections may be made for industrial uses At the San Luis Reservoir a lake with about 11000 surface acres will be available for Thomas Benton the chairman of
