The newly created Fresno Safety Commission late yesterday launched plans for a community education campaign as its initial activity move in an effort to decrease Fresno's annual accident cost of $800000 At an organization meeting in the city hall the commission discussed the city's accident record declared to be one of the worst in the country among municipalities of its size and agreed that community education in safety is one of the principal needs Smythe Is Secretary Police Patrolman Paul Smythe was nominated by the commission to serve as its secretary and his appointment was confirmed by Mayor Frank A Homan Public Works Commissioner Jean Vin-cenz was named city traffic engineer The police traffic division represented by Chief Wallace and Captain Brady reported that only one of the sixteen traffic fatalities of last year was prevent- able by enforcement of driving rules The remainder they said were due principally to carelessness lack of courtesy and failure' to observe commen the wheel of hit truck He lived at 1160 West Seventh Street Los Angeles He was pinned within the crushed cab of his overturned truck while escaping butane gas swirled about him and prevented rescuers Burglar Hides On Store Roof Is Captured A 16 year old boy from Boise Idaho who said he spent a night and a day in a roof vent without food or water hiding from the police today is held in Jail on a charge of burglarizing the Penney atore 926 Fulton Street Assistant District Attorney James Thuesen said Thornton Scoggins caught by the police last night as he was climbing from the Penney store roof had concealed himself in the store until after closing time the previous evening and then packed a suitcase of stolen clothing Heard By Workers The police said Scoggins climbed from a third story window of the store and was walking arross the roof of thq adjoining Wool-worth store Monday night when Woolworth employes heard him and called the police He eluded search that night however by Program Sponsorship of a proposed big brother movement backed by the Fresno Police Department in an effort to decrease juvenile delinquency was voted yesterday by the Fresno 20-30 Club At the weekly luncheon meeting in the Commercial Club the mem her heard talks by Police Chief Ray Wallace and Rev James Dowling on the proposed movement and suggestions for the club's part in the drive Wallace said the four commissioners and the city attorney by Gibbs Justice of the Peace Earl Church was judge of a second department of police court for two years beginning in 1929 before the position was Ball Bankin Not Invited Commissioner James Rankirf aid although he was not aware the other rommlssloneri had discussed the matter at a meeting today he had an appointment with Gibbs later today and thought Gibbs might have made the appointment for the purpose of discussing the matter with him didn't know anything about any meeting today" said Rankin wasn't asked to attend but they have many March of Dimes campaign designed to raise funds to finance infantile paralysis treatment and research was stimulated here today with the announcement that Thomas Breneman conductor of the CBS Spelling Beeliner each Sunday afternoon will broadcast his regular program from the Fresno Memorial Auditorium February 4th Milton Possons chairman of the Fresno County chapter of the National Foundation for Infantile Paralysis Inc announced he has received word from the Hollywood studios of CBS Brenemsn will originate his program in Fresno to aid the local March of Dimes campaign Decide On Price Possons said the admission price for the program and the method of distributing tickets will be discussed at a general meeting of the county infantile paralysis committee probably Monday He said the receipts of the broadcast will add materially to the county Infantile paralysis' fund Receipts from this show like the March of Dimes will be divided equally between the local organization and the national foundation for infantile paralysis research Breneman la a veteran in Pacific Coast radio circles He formerly was production manager in the San Francisco offices of the Columbia Broadcasting System Ia Weekly Fes ure His Spelling Beeliner is released from 2 to 2:30 o'clock each Sunday afternoon and features an old time spelling bee with the words being provided by persons writing to the program managers It is sponsored by a Pacific Coast soap company While the program is broadcast for only one half hour Possons said the complete show will cover approximately one and one half hours Breneman holds a half hour rehearsal period with the audience prior to the actual broadcast and in addition a musical program will be arranged to open and close the show Possons said returns from the March of Dimes to date total more than $1000 and Indications are the current sale will far surpass that of last year Motorists Get Day Of Grace In Obtaining New License Plates Fresno motorists have a day of grace to obtain their 1940 automobile license plates Mrs Ethel Kay Collins manager of the local office said she has been advised that Attorney General Earl Warren has ruled the department of motor vehicles may continue to accept applications up to midnight February 5th 4th" Mrs Collins said deadline for registering motor vehicles falls on Sunday Howard Philbrlck director of the department has informed us the law Is specific and will not permit any further extension" Mrs Collins urged all who can obtain their licenses before the deadline in order to avoid an expected rush of applicants Fees
