"ILGO had their day in court," said Kevin Marrinan, an attorney for the Ancient Order of Hibernians, which runs the parade. "We would hope that they'd abide by the judges' decisions and not try to ruin the parade." ILGO spokeswoman Eileen Clancy said Monday members plan something "visual and symbolic" during their demonstration. Two people were arrested last year for throwing beer cans at Mayor David Dinkins as he marched alongside ILGO members, who were invited to march minus banners with another contingent. On Monday, a federal judge closed ILGO's last legal avenue for getting into this year's parade.

U.S. District Judge Pierre Leval refused to order the Hibernians to let ILGO in. He said ILGO could not be bumped ahead of others on the parade waiting list, regardless of any alleged discrimination. The Hibernians, a Catholic fra ternal group, had threatened to call off the 231st annual parade rather than allow ILGO to march. To let ILGO march under its own banner would be an affront to the Catholic Church's stance against homosexuality, they said.

ILGO says the parade is a public forum and their free speech rights are being violated. A similar controversy in Boston was settled last week after a judge ruled a gay Irish group had a right to march, mainly because the $8,000 in city money organizers received made it a public parade. HEW YORK Police planned to have 300 to 400 more officers on duty than last year more than 3,000 all, said Chief of Department David Scott. "If in fact they want to demonstrate, we will attempt to accommodate them," he said of the gay group. "We have contingency plans depending on what transpires." Senate Majority Leader Ralph Marino accused Gov. Mario M. Cuomo and Assembly Speaker Saul Weprin of stalling in budget talks. "I'm being pushed to the wall closer and closer to April I in the hopes that I will accept less in Medicaid reform than I want," Marino said. "That strategy is not going to work." Cuomo and Weprin denied Monday they were stalling.

"The notion that the governor is stalling is about as far from the truth as you can get," Cuomo said. All three sides are working toward adopting a budget by the April 1 start of New York's fiscal year. That deadline hasn't been met since 1984. For many years, he owned and operated Inscho's Electronics, located in Owego. Bob was a member of St Patrick's Church, Owego.

During WWII, in the European Theater, he served as 1st Lt. and a B-17 pilot in the Army Air where he completed 27 missions. He was a member of the VFW and the American Legion, Owego Posts and was a memb- er of the 8th Air Force Historical Society, and the 381 Bomb Group. He was also a member of the BPOE 1039. A Mass of Christian burial will be celebrated at 10 a.m.

He was a member of Retired Police and Fireman's Retired Federal Employees Ancient Order of Hibernians, American Legion Post 80, and also an Army veteran of WWII. He was former owner of 108 Tavern on Liberty St. in Binghamton.

Funeral services will be held at the J.A. McCoramack Sons Funeral Home, 141 Main Binghamton, Wednesday at 8:30 a.m. and 9 a.m. at St. Thomas Aquinas Church, where a Funeral Mass will be offered.

Sherwood, 45, of West Creek RD 2, Newark Valley, died unexpectedly on Sunday, March 15, 1992. Kathy was bom on June 25, 1946 in Elmira, NY, a daughter of Leon J. and Jeanne (Doyle) Pabis. She was a graduate of Owego Free Academy, Class of '65 and an employee of Hadco Owego. She was also a member of the Women of the Moose, Chapter 280, Owego, and the Ladies Auxiliary, American Legion Post 401, Owego.

In addition to her parents, Leon and Jeanne Pabis, of Coral Springs, she is survived by her husband, John Arthur "Buzz" Sherwood, at home; daughters, Melissa Callear, Owego, Tracy Sherwood, Owego, Tammy Sherwood, Pueblo, three sisters and brothers-in-law, Sharon McDonald, Coral Springs, Judy and David Peters, Live Oak. Mary Lou and James Hinkey, Owego; her grandson, Charles William Kohler, Owego, whom she dearly loved and several aunts, uncles, nieces, nephews and cousins. She was predeceased by her husband, Frank Kosick. He is predeceased by his wife, Margaret Nichols in 1988 and a brother Robert Brozaitis. He is survived by two daughters and sons-in-law, Nanette and Michael Lane, Holliston, Judy and John Szelkowski, Binghamton; three sons and daughters-in-law, David and Janet Nichols, Vestal, Sgt.

1st Class Craig and Jennifer Nichols, Okanowa, Paul and Kathy Nichols, Endicott; five grandchildren, Jason Lane, Derek and Megan Nichols, Patrick Szelkowski, Christopher Nichols; one sister, Mrs. Marge Seaver, Endicott; one brother, Dean Brozaitis, Vestal; and a special friend, Grace Fancher, Carry, North Carolina; several nieces, nephews and cousins. James T. Ambrose, 55, of Chenango Forks, died Saturday, March 14, 1992 at Wilson Memorial Hospital. He is survived by his wife, Donna M. Ambrose, Chenango Forks; four children and a son-in-law, Mark T. Ambrose, Centreville, Theresa M.

and William T. Mayweather, Princeton, N.J., Michael P. Ambrose, and David J. Ambrose, Centreville, Va. He was a member of St.

Rita's Church, where he was a lector and Eucharistic Minister. He was a member and past president of St. Rita's Men's Club, a member and past president of the Triple Cities Traffic Club, a member and past president of Chapter 8 Delta Nu Alpha, and former vice-president of the Eastern Region of Delta Nu Alpha. Amey, 74, of Deposit, formerly of Bainbridge, died Sunday, March 15, 1992 at Binghamton General Hospital. She was predeceased by her husband, Douglas J. Amey, in 1974. She is survived by four children, Betty L. Callaghan, Salamanca, N.Y., Donna M.

Asbrock, St. Charles, Donald J. Amey, Steelton, and Linda J. Tharp, Binghamton; eight grandchildren; six great-grandchildren; two sisters, Betty Huston, Palmyra, and Dorothy Eberhardt, Marshall, also several nieces, nephews and cousins. She was a retired employee of the Bainbridge-Guilford Central School District.

and Catherine E. Crimmins, two sisters, Mrs. Catherine Osborn and Mrs. Isabelle Crowe. He was a member of St.

Paul's Church, Binghamton. A retiree of the IBM Corp. with 29 years of service. A member of the IBM Quarter Century Club and a member of the Ancient Order of Hibernians. Funeral services will be held Thursday at 9 a.m.

at the Thomas J. Shea Funeral Home, 137 Robinson St, Binghamton and at 9:30 a.m. at St. Paul's Church where a Funeral Mass will be offered. Burial will be in Calvary Cemetery.
