THE FRESNO THE REPUBLICAN BEE 1 1953 City School Chief Cites Additional Building Needs FRESNO CALIFORNIA THURSDAY EVENING Commission Will Study Move To Tighten Zoning Amendments to tne zoning ordinance to provide stricter con-trol over the granting of variances will be before the city commission lor action tomorrow Under the proposed revision any appeal from a decision of the planning board on a variance application would have to be made In writing within 10 days of the planning decision The city commission would be established officially as a board of appeal Now Report Each Action At present each action of the planning board is reported to the commission in lengthy sessions City Planning Director Boris Stahm declared: "In effect this means that each report really constitutes a new public hearing if there are those in the audience who want to be heard "If the recommended revised procedure is followed the time consumed by the commission on these matters will be reduced greatly "The experience in other cities that has been there are very lew Streets which approximately doubles the I available working space Bee Photos An exterior view of the addition to the Fresno Municipal Shop at Eldorado and nlssion appeals to the city comm! board would be upheld The revision also would require a four fifths vote of the commission to reverse a decision of the board Under another major provision a variance application after being denied in whole or in part could not be refiled within a year Under the current rules an application can be refiled immediately -after denial The revision also would levy a $35 filing fee rather than the current charge of $20 for each rezoning or variance application The proposed measure also would Incorporate recent rulings of the city attorney that a disapproval of zone changes does not constitute a recommendation and thus is not a proper matter to be taken before the commission A case in point would be the present petition now on file by several citizens to rezone all of North Van Ness Avenue between Divisadero Street and Olive Avenue to light commercial from residential -Should the planning board deny the petition under the proposed procedure the action would be final without appeal to the com mission Beer Sale To Minor Costs Grocer- Jail Fine Municipal Judge James Crichton sentenced Aslan Gogjian to two days in the county jail and fined him $100 after he was found guilty of selling beer to a minor The judge earlier had sentenced Gogjian to serve five days in jail Gogjian the operator of the Oriental Grocery at 440 North Street was fined $50 on similar charge last April City Schools Superintendent Edwin Kratt today declared Fresno has set an enviable record in her school construction program during the past year but building facilities are likely to show a slight lag behind increased enrolment in the new year He said 103 new classrooms were put Into use for elementary children at the beginning of the current school terms 'Added facilities in the way of new shops and classrooms also were built at the Fresno and Roosevelt High Schools and the Yosemite and Alexander Hamilton Junior High Schools New Schools Are Opened Four new elementary schools have been opened during the past year and another will be opened after the Christmas vacation -The four are the Frank Lane eight rooms the Frank A Homan 14 rooms the Alice Bir-ney 20 and the George Washington Carver eight The A Ewing School with 14 rooms will be ready for use at the end of the current vacation In the secondary field the new Sequoia Junior High School ahich will provide accommoda-Dns for 1000 children is under construction on Hamilton Avenue near Cedar Avenue and bids have been received and are under study for the Fort Miller Junior High School to be constructed at Dakota and College Avenues One of the largest recent additions in the secondary program was the completion last year of 15 new classrooms and a gymnasium at the Yosemite Junidor High School Continuation Of Program "Last achievements were a continuation of 1 the building program made possible by the bond election of 1950 providing $4140000 for elementary units and $5785000 for secondary Kratt said "Had it not been lor the foresight of the voters and the citizens who helped plan the school bond drive our schools would be woefully Inadequate "The steady increase in our school population however is keeping just ahead of our building efforts All Indications are this enrolment increase will continue for Kratt based his estimates on an extensive study prepared by Charles Carpenter an administrative assistant lor the schools which indicates an enrolment of 33511 in Fresno schools by 1959-60 an increase of almost 10000 over the present registration The official said a previous study of a similar nature by Carpenter proved to be almost 100 per cent accurate City Turns Site For Armory Over To Army The army corps of engineers has been granted immediate possession by the city pf a live acre site at the southwest section of the Chandler Field Municipal Ah port for the start of construction of an Organized Reserve Corps armory Previously the grant had been contingent on the completion of the harvest of the cotton crop on the acreage a letter to Public Works Commissioner James Snedeker the San Francisco office of the engineers said construction is expected to start the latter part of this month or early in February The Nomellini Construction Company of Stockton recently submitted a low bid of $322813 for the project Three Thugs Attack Rob Laton Man Of $40 Virgil Hicks 37 of Laton reported he was robbed of $40 by three men who attacked him late last night as he was walking on Elm Avenue near Florence Avenue Hicks said two of the men held him while the third struck him knocking him down As he fell Hicks said one of the other men struck him again Hicks was treated in the Fresno County General Hospital for cuts on the head which he suffered in the attack Fresnart Loses Chance To Wear 150 Yule Neckties Bennie Joe Sanchez 34 of 1419 Street probably re-' ceived more Christmas neckties than any other man In California but he would be hard pressed to find an opportunity to wear them for a while He was found guilty by Municipal Judge James Crichton of stealing 150 neck- ties from Cleaners at 1863 Van Ness Avenue Inmates of the Fresno County Industrial Road Camp where Sanchez must serve 60 days for the crime wear no neckties This complete machine shop unit was made possible JANUARY Bee Photo Preparations For Chest Ray Drive The final week of preparations to ray 195000 persons in Fresno County in a check for chest diseases was begun today by the Fresno County Chest Ray tieadquartersr Inc 1550 Van Ness Avenue Last minute schedules and posters are being readied a luncheon and parade are planned and United States Public Health Service personnel are on -the scene to assist in the survey The countywide effort to detect diseases with emphasis on tuberculosis will begin Wednesday and will continue through February 28th 1 Preview Is Scheduled A preview performance of the ray operation will be given at a kickoff luncheon Tuesday In the Fresno Memorial Auditorium Four ray units will be on hand two in the building and two outside to make the free rays The Fresno Junior Chamber of Commerce is sponsoring the luncheon -A survey official said the preview rays will give those who have them made a chance to tell their friends "how easy it is" The public is invited to the luncheon Set Toisl At 195000 It is estimated 195000 persons must have rays if the program is to achieve 100 per cent success' The figure is based on the 1950 census report on the number of persons 15 years old or older in the county Those under 15 years are not being urged to have rays made The survey will begin Wednesday also in three other county communities They are' Coalinga Mendota and Firebaugh It will begin in Piedra January 8th Dunlap January 10th Madison School District and Mira-raonte January 13th Squaw Valley January 14th and Tranquility January 15th The dates rays first will be made in other communities will be announced Schedule District Visit Units will move to District-No 1 in Fresno the area north of Clinton Avenue and west of Blackstone Avenue to begin the survey in the city Wednesday Bert DeLotto is the chairman of the district Survey officials said more volunteer workers will be needed in the variuos city areas and hosts and hostesses will be needed In the downtown district Previous survey experience has shown the use of hosts and hostesses increases the number ofX rays taken from 50 to 70 per cent Their duties are to urge people to have rays and and to hold children and pets Volunteers may call ray headquarters 6-0741 to offer their services A county jail sentence he previously had been given lor drunk driving -Judge Meyers found Bechtel guilty of violating his probation terms by drinking He has 90 days of his original sentence to serve Bechtel previously was convicted of drunk driving -Frank Ivy Doake 50 of 337 North Fresno Street was sentenced by Judge Meyers to serve five days in jail in lieu of a $100 fine Doake was found guilty of drunk driving Reserve School Will Begin Second Instruction Phase Prospective students in the Fresno Army Reserve School which will begin its second phase of instruction Tuesday will apply for active participation in the army reserve program when they register for school work Colonel- Philip Wilson the school commandant said they may register and make their applications when the school opens at 8 PM in the Fresno Army Reserve Center He explained most men who will enter the school now are on an inactive basis Wilson said only men who are in the active reserve take Summer training and
