ARRIVAL OF STEAMER EMPIRE CITY. The steamship Empire City, Capt. Gray, from New York, via Havana, arrived last eTemnsr. The Empire City left New York on the 17th with a heavy freight for this city, and 141 passengers, of whom fifty four were fof Havana. She arrived at that port at daylight on the 24th, aud was followed in by the steamship Quaker City, from Mobile.

The steamship Granada, from Aspinwall, was in the harbor at anchor awaiting the arrival of the Em pire City. The Grauada had the California mails, aad fifty four passengers for this city. These left San Francisco on the iith on the steamship Golden Age, which had onboard CfO passengers, and about two millions treasure, and arrived at Panama on the evening of the lsth. The Illinois, Capt. Bogg3, was to leave Aspinwall on the lith, for New York, with the treasure and passengers for that city.

Among the passengers by the Empire City, are Col. Mancoaos and secretary. The colonel made the passage from Greytown to Aspin wall, in an open boat, (CSO milej) in order to take the first steamship, and succeeded in getting on board the Granada. He brings im portant despatches from the U. S.

The Empire City left Havana at 2 o'clock on the 21th, made the light at Southwest Pa33 at 12 o'clock, en Friday night, and having laid off until sunrise, came up to the Quarantine Station at about 10 o'clock, yesterday morning. On being' boarded by the proper officer, and it appearing that she had received no passengers or freight at Havana, off which she had only stopped to leave and receive the mails, she was permitted to come up to the city, where she arrived at half past o'clock last evening. The Empire City has made an excellent passage from port to port, in a little over nine days. By this arriral we have received our full files of Havana papers to the 2 1th instant and letter from our correspondent, which the crowded state of our columns prevent our inserting. The loss of the British mail steamer Tay on Lobos Island, while on her way to Havana, as we have pre viously stated, is confirmed.

The public health of the city was improvine. and the yellow fever had disappeared aimon on the occurrence of the late hurricane. The examination of the ichoiarf of the Cuban Normal School of Agriculture, Commerce and Me chanic Arts, look place on the 21st inst. The scholars are slated to have exhibited great proficiency in their several branches, and rewards were distributed by Gen. Concha In person. Theae consisted of silver gill medals, which the Captain General attached the breasts of the successful competitors for the prize9, by a ribbon woven with the national colors of Spain. The examinations at the Nautical School bad also taken place with great credit to the students.

By the arrival of an English merchant named Glen ton, we have at last some definite intelligence from Leon, and I am happy to state that Dr. Livingston is safe and well. When the news of Salazar's death was first received there, the leading men were clamorous for the immediate execution of Livingston, but the reception of the energetic letters of the American Minister, and the interference of Mr. Manning, changed their note, and they simply banished Dr. L.

from the country, giving him passports to San Salvador. This they had no right to do. Dr. L. being an American citizen, aud totally disconnected with the present troubles in the country, but there was no American vessel in the Bay of Fonseca, and before the Cnited States Oovernment can act, the miserable faction of Rivas will be scattered to the winds.

The Governments of San Salvador and Honduras might be made responsible, but Uncle Sam will have to move Willi more than his accustomed celerity, other wise they may nol be in existence. The tioops at Leon appear to be in, the same mise rable condition aa when last heard from. They number about thirteen or fourteen hundred, and are daily expecting reinforcements, which never come. The armed sloop Granada, has returned from another cruise in the Gulf of Fonseca, where she haa done considerable damage, besides intercepting some mportant letters, which fully corroborate the intelli ence above elated. The writers from Leon urge pon the Governments of Guatemala and Honduras, the necessity of sending men and means at once, as they cannot maintain a stand should Walker attack them.

Honduras has promised to send five hundred men, but it is thought that Guardiola is merely musing the other Governments with promises which he has no intention of fulfilling. Carrera, the President, or rather the Dictator of Guatemala, also promises to take the held in person, at the head uf all his forces, but as he has never even sent the small number of men he originally agreed to, not much re ance is placed on what he says. In the meantime the soldiers al Leon are becoming more and more dissatisfied, and the most energetic means scarcely suffice to prevent a wholesale desertion. VeL it should not be forgotten that the rainy season as operated to prevent the marching of reinforce ments on the part of the enemy, and it may be that on Uie opening of the dry season they will come own In force, with the hope of ending tbe struggle at a single blow. But tor this the Government are nol altogether unprepared, and as each aieamer brings more or less reinforcements, the longer the enemy delay, the worse it will be for them.

Beiiosa, the leader of the combined forces, is said to be both brave and popular with his troops, but Paredes, who commands the Guatemalans, is not much thought of. The Knglish creditors of this Government are be ginning to stir themselves in the matter of their claims, and it is not a little significant that it is to the Walker and not to the Rivas Government they look for indemnification. Mr. Glenion, who claims about $00,000, has had an interview with the President, since his arrival here, the resmt of which I have not heard but in a conversation with him, be stated to me that Gen. Walker was undoubtedly the choice of the people of Nicaragua, and that in him he aud his co creditors had confidence.

Mr. Manning, the late British Consul at Leon, another creditor of the Gov ernment, has been ordered to Guatemala by his supe riors. He says that Uie letter which he wrote to San Salvador, which was intercepted and caused the withdrawal of his exequatur, did not express his real sentiments, which are strong; in favor of Walker, and waa only written as a blind for the people of Saa Salvador. He adds that his only hopes of getUng his money from the Government of Nicaragua lay in the success of Gen. abater, and tne infusion of a new and energetic element in this imbecile race Pretty strong language that, if it is sincere.

I learn, unofficially, that an arrangement haa been eu'ered into with Messrs. Garrison Morgan for a loan of $400,000, and that the Government will give the latter parties possession of the lake and river steamers used by the Transit Company, as collateral security for the loan. 1 have not learned the terms of the contract, but presume that Messrs. Garrison i. Morgaa are to be paid out of the tumf accruing to the State from the receipts of the Transit Company.

This will be a seasonable relief to the Government Mr. Pierre Soule haa been sojourning for some time in our midst, visiting the various haciendas and towns in the vicinity of the city. He expresses himself highly gratified with the country, which he de scribes in the most glowing terms. He has bad several interviews with Gen. Walker, of whose sa gacity, far seeing views, and clear, practical sense, he speaks in the highest terms.

Indeed, so well pleased is he with all that he has seen and heard, that he baa more than half made up hi miad to bring his family out and settle permanently in the country. 1 sincerely hope he may, for such men as Mr. Soule must be considered an acquisition to any country, and to such a one aa this particularly. The mortgage to Messrs. Garrison it Morgan turns out to be a veritable sale of all tbe property seized by the State for $400,000. CoL Thoa.

F. Fisher, tie Quartermaster General of the Army, and Capt. Mancoaos, return home by this steamer. The former goes to Washington on some private business, and his return will be anxiously expected by all here. He is one of the most capable and energetic officers in the army, and has conducted the manifold duties of his office, uuder the most embarrassing and vexatious circumstanc in a manner to elicit repeated encomiums from the Commander in Chief.

His department, during his absence, will be under the charge of Major B. F. Craue, also from New Orleans, who ia Assistant Commissary General, and also Acting Postmaster General. By decree of the 16th of August, Don Jose de Mar coieta is declared to have betrayed the confidence reposed in him by the people of Nicaragua as Minister Plenipotentiary, and to be still misrepresenting himself as her representative, and to be a traitor, and unworthy of consideration the decree granting him five hundred acres of land is revoked. A decree of the 21 ih of August modifies several ar ticles of the grant to Morgan and his associates of the exclusiva right and privilege of transporting by a single route through the territory of the Republic, passengers and freight from the Atlantic to the Pa cific, aad the exclusive right and privilege of navi gating by steam, all the rivers, lake and inland waters of the Republic They are to pay to the Government one dollar for every passenger carried by them through the territory; their steamers are to enter and depart from and through all coast and inland ports of the Republic free of all dues and imposts, and all waste land in the immediate vicinity of the ports, rivers and lakes on the transit, which may be needed by them for the purpose of establishing workshops, stations. ffices, ice.

Tbe grantee agree to establish within six months from the date of this agreement, a monthly line of steamers between the city of New York and the port of San Juan del Norte in Nicaragua, or any other port which they may choose on the Atlantic coast. and also between the city of San Francisco and the port of San Juan del Sur, or any other which they may select on the Pacific coast; they likewise agree to maintain the said line for the term of this contract. always excepting the ordinary danger of the aea and of navigation, and in the event of any interrup tion of the lines by some unforeseen disaster, the gran tees shall reorganize the same as soon as may be practicable, and if the said lines should be successful, the grantee agree to run semi monthly line of steamers within one year from the dale of the execu tion of this contract. The exclusive right to navigate the waters of the republic by steam is not to interfere with the native of the country, or other persons to whom the Government may please to concede the privilege of navi gating the inland waters of the republic by mean of sailing or other vessels, excepting steam.
