I'd like to mention the Ventura Fair I went to Ventura this summer I saw it and it's beautiful I also went downtown Downtown the city is leasing buildings for its departments so they don't have too many empty ones They have taken all the parking meters out of downtown they're giving everybody free parking and they are having problems Involving the City Council the city planning staff and the City Planning Commission Cutting back the total area zoned for commercial development and increasing the allocation for multiple-residential use are among the primary unresolved issues in amending the College Community Plan The community plan amendments were the subject of the morning portion of the lengthy hearing yesterday by the City Council in the auditorium of the County Schools Administration Building on the college plan and the shopping center application The adoption of the routine clarifications was by a 5-2 vote of the council with Councilmen James Mandella and Paul Wasemiller voting no MacDonald said: honestly feel that the future will prove that both the City of Fresno and I lost last I night say this without the slightest trace of bitterness I have made it a practice to accept the consequences resulting from my own acts am however very disappointed by the lack of judgment and foresight in my part that resulted in my becoming Involved with the City of Fresno shall make an announcement of my plans as they concern this area at a future date TED I believe as (Asst Planning Director) George Kerber said if we could roll back all the mistakes we've made (in granting previous commercial zoning) and grant this particular shopping center everything would be all right I'm wondering if this council would have enough or if they could or if they approve this 58 acres Fashion Fair because convinced myself that this is an excellent development Everyone who has seen it I think would agree it is an excellent development and would an asset to Fresno or any community where it might go We've been told there's about 150 acres too much commercial in this area already If you take 150 and add 58 more to it you then have 208 acres too much Now I'd be willing to consider granting this 58 acres letting them develop the shopping center as they want it and as they have outlined it on one condition: That is that this council immediately and simultaneously roll back In this vicinity 158 acres which is already commercial to begin to balance this community in that particular area Unless you do that I couldn't possibly support it city council hearing on the proposed amendments to the College Community Plan and the location of a 58-acre shopping center at North First Street and Shaw Avenue was (me of the lengthiest sessions in council history A total of 42 persons testified on the college plan amendments and on the center during the session which ran from 9 am to nearly 11 pm with some breaks Because the amendments and the rezoning request for the center were so intertwined the council heard the full testimony before taking up either for decision Some veteran observers cannot recall any hearing on a single issue running as long either under the old city fact that if this (College Community) plan is continued this trend will continue and the tax rate will be reduced There are many people in the City of Fresno who have planned shopping center developments which are now on the drawing boards 1 wonder how long it would be before any of them would develop and how much integrity would be left to the dry-having provided a plan they putting their investments an dthen having the rules change I think you (to the developers) woul serve as a real asset to the community I would hope that if this (rezoning) were denied to protect the integrity
