4B Press Sun-Bulletin Monday, March 7, 1994 TENURED TEACHERS BRIEFLY esepsiv process ALBANY (AP) School districts paid an average of $149,445 every time they tried to rAtnmrA In4s4 taaliAf tkrminli tlia etntA'v stunt Shopping cart makers to add child restraints NEW YORK Four of the nation's largest manufacturers of shopping carts have agreed to install child seat belts on all carts sold in New York, the state attorney general announced Sunday. The agreement also requires the companies to place warnings bn each cart about proper use of child seats, Attorney General G. Oliver Koppell. "Tens of thousands of children are injured every year as a result of shopping cart falls," Koppell said. More than 20,000 children are injured annually by falls from shopping carts, the leading cause of injuries for children under age 5, according to the U.S.

Consumer Product Safety Commission. From wire system reports charges. Most of the $149,445 average cost involves paying a suspended teacher while the charges are pending and paying for a replacement teacher, the school boards group said. Legal costs and traveling expenses to hearings are also included. For districts outside of New York City, the average cost is $176,870 per case, the school boards group said.

Similar surveys in the past found the average cost for cases outside of New York City to be $102,487 in 1990 and $55,992 in 1984, the report said. Superintendents from 531 school districts responded to the survey on disciplinary cases between April 1990 and October 1993. There were 306 individual cases reported. Of those disciplinary cases, 1 17 are still pending and 115 were settled before the hearing panel could reach a decision, the association said. There were 41 cases where a panel reached a decision resulting in 15 dismissals, two acquittals and a variety of other forms of punishment.

In the remainder of cases, results were not reported or they were in some stage of appeal. The 476-day average for a case to be resolved is actually an improvement, due to new rules put in by the state Board of Regents to speed the process, Grumet said. In the 1990 survey, it took an average of 513 days. Superintendents say informally that there would be three to four times as many disciplinary cases brought if the system was not so costly and time- consuming, Grumet said. The school boards group want districts to be able to fire a teacher upon conviction of a crime, speed up time requirements for the hearing process and require only one person hear the case, not three.

Grumet said state legislators don't want to buck the powerful teachers union political action committee to pass the bill. bersome disciplinary process, according to a survey released Sunday. The New York State School Boards Association, in lobbying for changes to the law, said it takes an average of 476 days for a three-member panel to rule on disciplinary charges against teachers. i "Enough is enough," said Louis Grumet, executive director of the school boards group. "Let's fix this problem.

Everyone knows this is a problem." Representatives of New York State United Teachers, the teachers' union that has fought changes to the law on the grounds that they could take away teachers' due process rights, were not immediately available for comment. Debate over changing these rules has dragged on for years. When a school district wants to remove or discipline a tenured teacher, a three-member hearing panel is appointed to hear the The obituaries, In Memoriams Bnd Cards of Thanks that appear below are paid announcements.
