and what are the ostensible causes. The authors of the emeute which has so surprised this country, are the London journalists; although it is not to be derided that tbere is reason to believe that some differences of opinion between the two Governments have been brought to a pom, at which It be comes a serious question to determine what shall be the proper policy hereafter, for the preservation of peace. Still there is nfthing to justify the sudden clamor of the leading London presses, or tbe apprehensions of the London merchants of immediate hostilities. The occasion of the excitement appears to have been the sudden dispatching of a large naval force for the American station to rendezvous at Bermuda, with the ultimate destination, as is supposed, of the Gulf of Mexico. Several large line of battle screw ships just arrived from the Baltic, have been repaired, and suddenly sent out to the American sta tions.

This hot haste created an uneasy feel, ing, and the fear among the capitalists and business men of London that something criti cal had occurred in the relations between tbe two countries and stimulated alarmed con jecture as to the motives and the conse quences of these warlike demonstrations. The London Times, with its customary as sumption of superior knowledge of the designs of the Government, and its habitual tone of burly and brutal insolence towards the United States, Immediately connected these preparations with a new state of relations towards America, and commenced a series of abusive attacks upon our country and Go vernment. It declared bluntly that the fleet was sent out for the purpose of checking piratical expeditions from this country, and to be in readiness to meet the consequences of American resentment, and to prosecute the British policy of restraining and punishing what is termed American ambition and ag gression, ihe otner journals, not to be behind in the reputation of understanding the policy of the Government, or of vindicating tbe national cause in time of war, followed with discussions, which seemed to admit the exis tence of a political crisis, and thus encouraged an unreasonable panic. On the first notice that this naval force was despatched, the Times proclaimed that its purpose was to interpose a powerful fleet between England and the American conti nent, to be the first movement in a policy which may possibly lead still further" in a direction in which England is unwillingly" taking and we are told that this policy is a reasonable precaution against that spirit of unbridled license which the present Uovemment of tbe United states Bee ma in clined to tolerate." And upon this follows a fierce tirade in the most audacious terms against the filibustering propensities of the American people, and tbe deplorable weakness of tbe American Government, it is boldly affirmed that there are at this moment fitting out in our ports pirat ical filibustering expeditions destined to carry war and bloodshed into tne dominions of an unoffending neighbor," and it is insinu ated that some of these enterprises, encour aged by the people of this country and not restrained by our Government, partly from imbecility, have in view a descent upon the coast of Ireland. It is became (says the Timet) we see no hope of finding in the United States a Government capable of preventing Its citizens from waging private war on their own account against the beat friend and truest allies of the great Republic that we are meat unwillingly compelled, even in the midst of the great European struggle in which we are engaged to aasume a dofenaive attitude, in order to trample out the first aparka of this fire ana prevent conflagration whicn, once ai lowed to spread, may cause incalculable misery to IhebumAn race.

That which she cannot do we are compelled, at least so far as the lswle enterprises directed against ourselves go, to do for her. This alarm about a pretended invasion of Ireland, as an explanation of the armaments destined for' the Gulf of Mexico, ia the most sheer affectation. It is a very silly public that can be gulled by such a bold pretence, at a time when Ireland is more deoidedly loyal than it has been for many years when Irish grievances have become a dull story even in Irish ears in the United States, and there does not exist the elements of an invading force here or the nucleus of a support there. Only a brazen libeler like the Times could make out of such' scanty material such fierce provocation to national animosity.

If the subject had rested only on these declamatory records of the Times, there would have been little excitement in London, for the shallowness of the pretence is too conspicuous to frighten even the most nervous of stock brokers with the notion of a war with America about an Irish invasion in 1855. But the Morning Post, which is Lord Palmerston'e special organ, without endorsing this Irish story, took up the report of serious differences with the United States, and gave it a semi official sanction, by recapitulating the causes of difference between the two countries in regard to Ilsyti and Cuba, and something which has not been explained in rearard to the insulting, menacing tone7' of the American Government we suppose in relation to the Crampton affair and to the Moequito protectorate. The Liverpool Times calls the article of its London namesake an intemperate diatribe which haa been generally condemned in England, and meets with no response from the people.

This may be very true. It met with no fa vorable response, but on the contrary, produced that state of uneasiness in the money and commercial circles which shews how deep is the feeling among the substantial middle classes of England of the danger and policy of a war between the two countries. All the while, it appears, on the face of later official declarations that there has been no real basis for these discussions that the Times thundered without authority, and the others echoed from emptiness. There has been no unusual force sent, for any special purpose, only tbe regular reinforcement to supply the place of relieving vessels. The alarm was, therefore, premature, at least, but the sedulous care with which it was got np and encouraged from headquarters, and the fact that oar relations with England have assumed a more decided aspect by recent events, are contemporaneous occurrences which are not without a signification, which it is important for our people to take more seriously than they do the blustering denunciations of the Times.
