Of Lower Courts Is Aim Of Solon (MeClatehjr Newspapers Service) SACRAMENTO Jan 26 A series if 10 bills and one constitutional amendment to accomplish the long discussed reorganization of the inferior courts system today were introduced by Assemblyman Ralph Brown of Stanislaus County Brown heads the assembly judiciary committee and a special interim group which have had the Inferior courts problem under study Outline Program In a statement outlining the new plan Brown said that where there now are 767 crurts of six different types exercising jurisdiction below that of the superior court the new plan calls for only the municipal and justice courts Brown added the plan has the support of the state judicial council and its application in Modesto and FTesno for example would depend on a determination by that agency Each county would be divided into judicial districts similar to existing townships and one of the proposed courts either a municipal or justice court would be established in each such district Depends On Population Whether it would be a municipal or a justice court would depend upon the population of the district There would be no other kind of court exercising jurisdiction below that of the superior court These matters usually Involve litigation up to 81000 reorganization plan Is geared to the varying conditions found throughout the state but provides for a uniform court system as 'far as possible and for uniformity in the method of selecting judges" said Brown Seeks Uniformity There would 'be uniformity In their qualifications salaries and requirements
