6B Press Sun-Bulletin Thursday, May 8, 1986 SV expected to OK budget, Donnelly renovation money By DON SBARRA SV Schools Reporter The Susquehanna Valley Central School board is expected to adopt a tentative budget for fiscal year 1986-87 tonight, an action that will affirm board's commitment to opening the Francis K. Donnelly Elementary School despite opposition from about 100 residents. The $11.4 million spending plan up for review tonight includes $64,300 for renovating the Donnelly building, about two miles east of the district's high school on Conklin Road, Conklin. The building houses WSKG public radio and television. School officials have proposed reopening the front wing of the building to provide room for the district's growing enrollment, particularly in the elementary-level building will house seven kindergarten classes, officials said.

Residents have on several occasions attended board meetings and voiced opposition to that plan, citing concern for the cost of renovatand the time it will take to bus the ing, the structure, student safety, students to the school. At an informational meeting this week called to outline the budget proposal, several residents made it clear they will vote against the budget as long as it contains money for opening Donnelly. "This is our number one problem lack of communication," said Di- ane Masters of Ingraham Hill Road, one of the leaders of the parents' group that claims district officials have tried to "hide" the cost of opening the building. "Things change monthly, yet you expect us to go and vote on this budget when we don't know anything more about this building than we knew two months ago." Masters said prior to the meeting that about 100 district residents plan to take part in a bake sale this Saturday to raise money for an advertising "blitz" just prior to the district's budget vote June 4. "We're not going to tell people to vote down the budget," Masters said.

"We just want them to be informed of what's going on. And I'll tell you, the support is there. I have people calling me all the time." District Superintendent Victor J. Gerhard Jr. said the exact cost of reopening Donnelly will not be known until contract bids for the work are awarded.

He added that the bidding process cannot begin until the budget with its appropriations for the building is passed by district voters. "I certainly hope nobody, will vote against the budget simply because of their feelings about Donnelly," Gerhard said. The parents' group has supported an alternate plan for renting or purchasing four portable classroom buildings that could be adjacent to the district's elementary school buildings: Cedarhurst in Kirkwood and Brookside in Hawleyton. The group says the portable buildings would cost about $115,000, about 72 percent of which would be paid by the state. District officials have said the state will not provide building aid for portable classrooms.

About th of the 55,000 square feet at the Donnelly building is occupied by WSKG. Michael Ziegler, WSKG president, said in an earlier interview that school officials told him in April that the final three-year in WSKG's lease on the building will not be granted. He said WSKG is now in the first of two option periods established in the lease agreement, and has "exclusive use of the building" until October 1987. Gerhard said he and several other district officials, plan to meet with officials to negotiate a deal to reopen the front wing of the school this fall. WSKG Financial Director Frederick Edwards, who attended this week's information meeting, said WSKG has wanted to buy the building from the school district for some time.

"We had every intention of acquiring the building," Edwards said. "But we will try to work with the school district. Born in Ogdensburg, N.Y. on July 27, 1893 to Isabel Adelaide Walmsley and Myron James Kiah, she was the widow of the late Thomas C. Newman, Sr. She is survived by her brother and sister-in-law, Charles and Helen Kiah; step-sons, James Bentley Newman and Thomas C. Newman, 12 grandchildren; many great-grandchildren; one on.

She was a member of the All Saints Episcopal Church, Johnson City. Elton J. Gillow, 91, died Tuesday, May 6, 1986 at Englewood Hospital, Englewood, Fla. He is survived by one daughter, Vivian Musso, Grove City, one grandson, Nicholas Musso, Ft. Katcher, 69, of 816 Cyndy died Wednesday morning, May 7, 1986 at Robert Packer Hospital, Sayre, Penn. O'Malley, 78, of 35 Hayes went to be with the Lord, Monday afternoon, May 5, 1986 at her home. Her death was very unexpected to her family and friends. Ruth was born in Binghamton and was employed by the Broome County Red Cross for many years until the time of her death. A memorial Mass of Christian Burial will be offered at 9:30 a.m. Saturday at St. Patrick's Church. There will be no calling hours.
