Nzw Txxas STXAirxa. We are indebted to Capt. Stoddard, of the new steamship Independence, which arrived here on Sunday from Chagres, vim Jamaica, for some excellent Jamaica orangea.

The Independence is a very large and stoutly built steamer, built at New York expressly for the trade between here and Texas, and in proportion to her size, more than usual room for carrying freight The cabins are partially open to the air that is, though completely be tween two decks, the sides are not bulwarked or closed up entirely, and a passage runs all around them on the outside. The accommodations are all plain, but they are substantial, and the boat will, doubtless, be a profitable investment to her owners. Capt Stoddard is an old hand at steaming in these latitudes, and is a very popular as well as able commander. We wish him a prosperous career in his new enterprise. MX Fiot's Bxjfxrrr.

The Orleans theatre was crowded last evening for this occasion. Ia the second act representing the whole court assembled, Mile Hilariot, her brother, Espinosa, Mile Baron, and a little girt about five years of age, appeared in a series of dances of various characters, which were most heartily applauded. Mile Hilariot looked charmingly; Mile Baron has improved in grace and appearance, whilst Espinosa astonished even the veteran choristers by his wonderful nimbi neas and agility. The little girl, Mile Winther, danced a caehucha with such precision and ease as to bring down the house, bouquets, shouts of I applause and laughter, a unanimous encore, and a general clapping of hands by all the actors and singers on the stage. Mr.

Charles Hilariot made his dibat as a dancer here with the utmost success. He ia graceful and easy, aud is a valuable accessory to our already excellent and numerous ballet corps. Hon. John Y. Mason has been proposed lor Judge ot the Court of Appeals of Virginia.

To bo sure, the flict was nreciselY the reverse of what was Herein asserted. We had been strenuously nrging MminilMH. indenendent'of party, before the parties had moved and we ceased doing so when we found the object frustrated by the complete onranizatioa of parties, with party nominations and banners unfurled." It is, however, good necond thought df the Delta to admit that its allusions were out of place and unnecessary. It would have been better to admit, too, that they were an oat this would have beea too much to be expected at one tune. The point is, however, insisted upon that we are in a "dilemma," as a paper of "independent" principles, in not supporting the movement going on now for an independent" nomination.

We are under no obligations to either party we either represent nor favor either; but we do aot recognize the duty, therefore, to become bound to a third. Independence means freedom of thought and action the right to think and act without regard to party but not the duty to directed by any set of men, because they maJ make the denouncing of partyism the rallying cry of a new combination. It does not assume that hostility to existing organizations, in season and out of season, or the erection of a new organization for a particular purpose, however desirable in itself, is necesarily and at all times wise or expedient. That would be to substitute one class of prejudices for another to make a rule for action as unreasoning and slavish as the very fealty to party which is denounced. The exercise of the right of free judgment on means proposed, and on their probable operation, is as necessary to manly independence as the right to be unshackled in the choice 6T the end to be sought We exercised the full right or urging upon our citizens the policy of discarding all party considerations, and selecting the best citizens to the municipal offices under the new charter, without caring what they may think upon federal politics or presidential candidates.

We believe that, had the attempt been made with due energy at that time by all who believed in the wisdom of the advice, two thirds of those who are irrevocably enlisted in the ranks of party, would have joined the movement, and made it impossible for the political parties to make an effective reorganization. But the precious opportunity was lost Nearly all the voters have enlisted uuder their accustomed banners and their favorite leaders, and marshaled themselves for one of the old and exciting struggles for supremacy. Iu the exercise of an independent right of opinion, we have pronounced this independent movement inexpedient nay, hurtful, to the very object we desired. Party, instead of being moderated, is only incensed, and the election of any but party candidates is made utterly impracticable. To talk of an independent nomination now, as movement to exclude partyism" from municipal elections, is sheer nonsense.

Party spirit is up, strong and resentful. It is growing more bitter, daily. No one expects the independents moderate or to exclude it The plain design is to make war upon it to fight it as an enemy to put it down by a new party formed the very rturinir of the couuict We are to have three sets of candidates, instead of two; with the effect that we see around us, of hotter conflicts, angrier collisions, and more rancor and bitterness" than we remember for many a fa one of Ku conteu of whi aad Democrats. Partyism rages this day more vio lently than it did before the movement was made quiet it by making war upon all parties, and to extinguish the rivalries of two so disttraeting the public inerests by setting up a third on basis of bitter contempt for both. We admit, unreservedly, the weight of influence and character which belong to the gentlemen prominent in this movement, and we respect purity of their intentions.

There is respec tability and intelligence among them, which would make men consider well before pronouncing a decisive opinion that they are pursuing a mistaken policy! and doing barm to the cause in which they are sincerely interested. is their right however, to pursue their con victions, and ours to act independently qpon our owu. Our opinions may not be worth as much theirs, but being our own, we prefer them. think that after a while a goodly number of those who diner from us will prefer them too. The Charity Hospital.

The report of the administrators of the Charity Hospital in the city for the vear 1850 and 1851 been made to the Legislature of the State, we have been favored with a printed copy a pamphlet form. During these two years the city has not been subject to the yellow fever the cholera pre vailed to some exteut in 1850, but has since almost vanished. The year 1850 is generally considered to have been tbe healthiest ever known in New Orleans, yet the number of admissions into the Charity Hospital were never greater, except in the year previous. The number of patients in that year was 18,476 last it was slightly diminished, being only 18,420. Of these the number from the State of Louisiana was only 3C4 in 1850, and 241 in 1851.

number from foreign countries was, in 1850, 16,398, and in 1851, 16JX3. The report remarks the extraordinary increase of patients within few years. In 1845 the admissions were only In seven years they have reached 18,420. increase is enlarged upon the influx of. pauperism from other quarters, and the impositions practiced upon the humanity of our city under a of poverty and sickness.

The easy access this city from neighboring States, and from interior, has made it the resort of pauper invalids, as well as of sturdy beggars, unwilling to work; and the burden of supporting them is thrown upon the Charity Hospital, and the be nevolence of the medical profession of the city, at the call of the Board, attended in two 37,000 patients. The details show how a tax the hospital is on the domestic resources of the State, and the necessity of a more scrutiny into the claims of applicants to the charity of the institution. It is enough to tax benevolence with the care of the really indigent sick, without paying heavy for the en COtiraATenrVnt nf ltln ImiwwtnM connection with thi tb. r'nfa It. The Senate killed the House bill on usury. Later from Mexico. We received yesterday tiles of papers from the city of Mexico to the 28th ult, but as they are only three days later, they contain but little important news.

The, country seems to be quiet enough, though the opposition papers attack the Administration with great vigor. The SigU is especially severe in its assaults. A short time ago the well known Gen. Adrian Woll, who commanded the Mexican forces during the invasion of Texas in 1842, left the Bepublic on leave of absence. On BDDlvin for a passport to re turn, ut Ylasana, he was refused by the Mexican who urged the orders of his Government in justification.

It appears that the Go vernment had actually pronounced a decree of banishment against Woll. This circumstance has been laid hold of by the opposition as a good ground for denunciation aud invective, and a motion to impeach the Minister who signed the decree of banishment has been introduced into the Chamber of Deputies. This seems to be the principal subject of excitement at present We learu from the Siglo that U. bduardo Forstate has discounted the $680,000 still remaining due by the United States. GaEVTOWN, March 6, 1853. I will leave here in a few hours, in company with about one dozen gentlemen of this place, delegates to the capital of Nicaragua, for the purpose of obtaining a charter from that Government empowering the people here to establish a liberal and more permanent local government thau the one now in existence, which was established a few months, by some five or six individuals, as a matter of necessity to be altered at a time that a sufficient number of persons should locate and require a more liberal aud belter form of government The present government is entirely in the hauds of Mr. James Green, her Britannic Majesty's Consul, and acting agent for the Mosquito King, who possesses an unlimited power, and from whose decision there is no appeal. This style of government as you may nat urally suppose, is detestaoie to all American citizens, who constitute tbe entire business portion of the inhabitants tbe Spaniards being engaged in very small retail business. With two or three exceptions, other foreigners feel and act with tbe Americans.

The British subjects bold all the offices of profit and that against the will of the entire population. The position taken by the citizens is fully represented iu the accompany ing copy of their acts, unanimously concurred in at a mass meeting. Should Nicaragua grant a charier to the citizens, (which I very much doubt) and send an officer to hoist her national flag here, it will be saluted by the U. S. sloop of war Decatur, which, together with the planting of the flag by Nicaragua, will be considered by the King of all the Mosquitoes," tbe British Consul, as tantamount to a declaration of war on the part of Nicaragua, and he will make an attempt to prevent the pTace from falling into her possession, which will probably be prevented by the American vessel ofwar.

This wid place the whole affair between the two Governments of Great Britain and the United States, and compel a speedy adjustment of the question. There are but few sailing vessels in port. The brig Globe will sail iu a day or two for your port the bark Quineboe; will leave to morrow for Mobile, to return with a wharf, limine ao.1 lumber.
