Broome County's December median was $82,500, while Chemung was at $84,000 and Tioga was at $84,800. "We know that there are a lot of people who would like to live here but can't afford to and drive from other towns," said Ithaca Town Councilwoman and Deputy Supervisor Carolyn Grigorov. Renting isn't necessarily easier or cheaper. According to a study released last year by the Community Foundation of Tompkins County and the Tompkins County Chamber of Commerce, between 36 and 39.5 percent of county households were "cost burdened" as of 2000, meaning they spent more than one-third of their incomes on housing. The median income here is $37,272 according to the study and census data.

"There is a particular need for affordable housing for everyone," said Stacey Crawford, executive director of Better Housing for Tompkins County, but there is a particularly sensitive need for low-to moderate-income seniors who live on fixed incomes. The reality of what Crawford says may be seen in the growth of agencies devoted to tackling the many problems of affordable housing. Houses alone illustrate the trend. In December, the median selling price for existing single-family homes in Tompkins County was $164,000, up from $123,250 in December 2003, according to the New York State Association of Realtors. The November median house price here was double the $82,000 median in Cortland from the road, and represents an "incremental" addition to the existing complex. In another sign of changing times, Mclntyre was the lone resident to ask questions about the new senior housing when the issue was briefly discussed at a planning meeting last month. His question? He wanted to know if the development would be home to children or not.

The reason? He's among those concerned not so much about development pressures. Instead, he's thinking about how West Hill families will fare under the Ithaca City School District's anticipated redistricting plans, citing concerns about not having a neighborhood school. Mrs. Armstrong was born November 11, 1923 in the Town of Ithaca, NY the daughter of the late Silas and Florence Van Gorder Croft. Katherine was a re CLAUD M. DANN DRYDEN Claud M. Dann, 84, of 25 Kimberly Drive, Dryden, went to be with his Lord and Savior on Sunday, February 20, 2005, at his home.

Born on September 5, 1920 in the Town of Dryden, he was a son of the late Clayton and Elva Pond Dann. Born March 16, 1940 in Munich, Germany, he was the son of Alfred Remillard of San Jose, California and the late Ida (nee Zimmermann) Remillard. ments would fill a much-needed niche for seniors of fixed and moderate incomes. Including utility allowances, one-bedroom units would average $574 a month, while two-bedroom units would average $756 a month. The existing 152-unit apartment complex was developed in phases over the past five years, and was designed to provide affordable housing to low- and moderate-income families.

It's been common for the apartments to have a waiting list, even with expansions. The earlier developments, primarily the first Linderman property, proved controversial, as neighbors raised concerns about issues such as added traffic, impact on area schools and even a potential increase in crime generated by the development. The new project may face a smoother ride for several reasons, time and experience among them. "Initially, I don't think anyone really understood what was going in there. Now, I think people are more comfortable with it, really," said Robert Mclntyre, who lives on nearby Richard Place.

He began his remarkable career with General Electric, Cleveland, Ohio, and in 1970 accepted a position with General Motors, Detroit, Michigan. In 1979, he purchased his first two McDonald's Restaurants in Elmira and Southport, New York. His ownership of ten additional McDonald's Restaurants followed, with locations in Elmira, Ithaca, Bingham-ton and Hallstead, Pennsylvania.
