ALBANY (AP) After refusing new debates for four months, former vice presidential candidate Geraldine Ferraro will go before New York television cameras later this week with her three opponents for the Democratic U.S. Senate nomination. It's about time, New York City Comptroller Liz Holtzman said Thursday in Albany. Holtzman, who lost a 1980 Senate race to Alfonse M. D'Amato, has been running negative TV ads attacking front-runner Ferraro for her alleged ties to organized crime figures, her family's real estate business dealings and for her refusal to make public some in-I come tax information.

Holtzman said Thursday that in the absence of debates, her ads were legitimate and valid way of showing the voters the differences." Ferraro has lambasted Holtz-' man's ads as "gutter politics" and ethnic slurs. In addition to Ferraro and Holtz-man, the Democratic nomination is sought by state Attorney General Robert Abrams and civil rights activist Al Sharpton. The winner of Sept. 15 primary will challenge two-term incumbent D'Amato. The four Democrats will meet this Thursday in New York City in a debate sponsored by the League of Women Voters.

They will face each other again next Sunday at 11:30 a.m. in New York City. The debates will be the first for the four since May 14. Throughout the summer, the other three have been accepting debate invitations, but Ferraro has refused. "She's just said no," complained Abrams spokesman Timothy Gilles.

"It's a front-runner strategy, but I think it's a strategy that she'll live to regret come primary day." Last month, Abrams went to Buffalo with a lectern labeled "Ferraro" to dramatize her refusal to de-bate. He set up his lecterns outside Ferraro's headquarters and com- plained about her refusal to accept invitations for a series of debates across upstate New York, Ferraro spokesman Frank Wilkinson defended the campaign's refusal of debates. He noted that the May 14 debate was the seventh of the campaign and said the two new debates come "after Labor Day when voter attention is at its peak." "If you're behind in the polls as Bob Abrams and Elizabeth Holtzman are, you have a much greater incentive to debate every day." -Jf But Wilkinson also said he wanted to point out the absence of televised debates in Holtzman's and Abrams' previous campaigns, "which puts their complaining in the appropriate light." Holtzman spokeswoman Andrea Bernstein said that in the 1989 city comptroller's race, her boss participated in five of the seven debates she was invited to. Bernstein said one of the debates Holtzman skipped was the only one that was televised. Gilles said Abrams participated in two debates in his 1990 re-election race for attorney general against former state Sen.

Bernard Smith. Neither was televised. Abrams never rejected televised debates in the 1990 race, it was simply a case of no one offering to stage one, Gilles said.
