This finding was made by the Maritime Industry Survey Committee after a broad 10-month survey. The study shows that current average earnings for unlicensed seagoing personnel are higher than earnings of comparable workers in any other industry 51 per cent higher than the overall pay of production workers in manufacturing and about 20 per cent higher than wages paid to steel, automobile, and construction-trade workers.
