1 Jw. 21, 198) The Evening Press, ginghanton, n.y. 5-A Texas company wants new TV station in Binghamton The application is a result of FCC regulations approved several months ago that allow hundreds of new low-powered TV stations. The regulations permit low-cost, low-powered transmitters called translators to be used as primary transmitters. The result may be hundreds of stations with programs aimed at a narrow audience.

Independent station WBTI TV of Cincinnati, owned by Buford Television, would become just such a television translator station if the FCC approves the application. WBTI would be transmitted via satellite to Binghamton and could be found on ultra-high frequency (UHF) band channel 14, said Jeff R. Buford, executive vice president of Buford Television. "Basically the effort is to expand WBTI's audience, which means advertising," Buford said. "We looked at the size of the market and the type of population in the area." Butord said the company wants to expand WBTI's appeal particularly to national advertisers, but would not be more specific about exactly why the company chose Binghamton.

Broome County from 9 a.m. to 7 p.m. daily. Depending on the demand, the station may provide subscription set-vice at night. Broome County viewers are now' served by three network affiliates, a public television station, and an 11-channel cable system.

Buford Television is a family-run corporation, owned by Buford and his two brothers. They own two ABC network affiliate stations in Tyler nd in Lufkin, Texas, and they have cable holdings, Buford said. Buford said he does not know how long it will be before WBTI could be transmitted to Binehamton. First the FCC must make a decision and then it could take between six months to one year for Buford Televi- sion to purchase and install the necessary equipment, he said. By LISA RUBENSTEIN A Texas company has filed an application with the Federal Communications Commission to rebroadcast in Broome County an independent Cincinnati television station specializing in children's programs, movies and news.

The company, Residential Entertainment Inc. which is part of Buford Television, Tyler, Texas wants to install a transmitter on the Press Building, 19 Chenango Binghamton. i Rebroadcasting the station in Binghamton will cost the company an initial investment of between $100,000 and $150,000, Buford estimated. He said most of the money would be used to buy and install transmitting equipment. In Cincinnati WBTI TV is a non-subscription station during the day and a subscription station at night.

At least initially Buford said the station probably would offer programming in New Kirkwood exit on 1-81 facing delay -ty irX 7 j-i- i The proposed $3.5 million interchange is near the so-called Fox Hollow route, one of three possible routes that would connect 1-88 to 1-81 and Route 17. 1 Normally; the federal government picks up about 90 percent of the cost of construction at interstate highways. But the federal government's rules about environmental impact statements and public hearings mean the design portion of the project could not start until 1982 when the federal government decides which 1-88 connector route is best, Murphy said. With that schedule the interchange would not be complete until 1985 and possibly 1988, he said. To avoid those delays, the state and county decided to finance the design and construction of the interchange, and worry about federal reimbursement later.

The county agreed to spend $250,000 of its money to design the interchange. With that schedule, the interchange could be completed by 1983. But yesterday Murphy said that the state's guarantees about financing may not be enough to allow the county to go ahead with the design. He said that federal approval is needed to link up an interchange with portion of the interstate highway system. And, he said, the federal highway administration is unlikely to give that approval until it decides which 1-88 connector is best.

By STEVE SPERO New York state's guarantees about financing a new interchange for Interstate 81 and Route 17 in the Town of Kirkwood may not be enough to allow construction, Broome County 1 Public Works Commissioner Phillip M. Murphy said yesterday. The interchange, to allow traffic from Binghamton to enter and exit the highway near the Interstate Corporate Park, was planned to encourage the Singer Co. Link Division to build a new office building at the park. Murphy told the county legislature's Public Works Committee that the federal government has to allow the county and the state to build the ramps.

If normal procedure is followed, construction, which is tied to a decision about the Interstate 88 connector, might not come before 1985 or 1988, he said. Link proposes to build a office building to house 600 workers, many of whom already work for the company. The company's business has swelled as it has landed $175 million in contracts to build B-52 flight simulators. The total U.S. Air Force contract could reach $350 million.

The company wants to build the offices as soon as possible, but the Town of Kirkwood' has refused to issue building permits in the area until traffic congestion is eased. The interchange is designed to reduce traffic on Colesville! Road, which is the only entrance to the industrial park. Also, some residents who just received their tax forms in January have become angry when they see a 1-1-81 due date, Beach said. Ivan C. Moscrip, head of Broome County's Real Property Tax Service, said yesterday that he has received several calls about the due" dates on tax bills. But, Moscrip said that by the time the problem was noticed the bills had been printed by Broome County's computer services department. For now, Moscrip and Beach said residents should remember that the bill can be paid from the first of the month due until the end of the month, without a late penalty. By FRED GASKINS The new property tax bills printed by Broome County for towns are turning out to be slightly confusing for taxpayers and something of a bother for town clerks. "We're having a little problem," said Vesta Beach, vice president of the Broome County Association of Receivers of Taxes and Tax Collectors.

The problem, said Beach who stressed she was not trying to find fault lies in the due date printed at the bottom of the bills. Beach said the forms list the due date as 1-1-81, 2-1-81 and 3-1-81. Beach said some local residents have taken the due date to mean taxes sent in after the first of the month are late, and that a late penalty fee must be paid. Actually, she said, the first of the month is simply when the taxes are first due. She said residents have until the end of the month to pay their taxes without paying the late fee.

Hugh L. Carey's proposed state school-aid package was labeled "totally unacceptable" by one Chenango County school superintendent today.

That reaction from Richard Carroll, superintendent of the Bainbridge-Guilford School District, marks the start of a traditional fight between Carey and state legislators over aid to the state's primary and secondary schools. The fight has in past years ended with Carey's proposals scuttled, and state school aid increased. "This is totally unacceptable. We couldn't survive with that amount," Carroll said about a proposed 1.08 percent increase in state aid for his school district. "The fight has just begun." Bainbridge-Guilford had the smallest increase of any school in Chenango County, while the Sherburne-Earlville school system would receive a 24.4 percent increase under Carey's budget.

A spokesman for the Sherburne-Earlville schools was not available for comment today. Desite Carroll's concerns, it is virtually nothing when compared to the impact Carey's proposal would have on schools in Andes and Margaretville in Delaware County. Andes School Superintendent Charles Smith will face a 40.8 percent cut in state school aid when he returns home late today from the inauguration ceremonies for President Reagan. Margaretville schools face the largest cut in state aid with a 46.29 or $347,413 decrease. Following are school aid figures for 1981-82 for Broome and nearby counties as proposed by Carey.
