"On the very day the president has made his charges," Mobil said, "a Mobil director met with the president's representatives in an effort to resolve this dispute, and it was the president's representatives who rejected Mobil's efforts to cooperate with this program." Mobil said the largest item in dispute concerned "product purchases which Mobil made at the Department of Energy's request last June." It said Mobil expected to recover the cost of those purchases in the following months, but the government claimed cost-recovery had to be in the same quarter. Mobil contended that the profit guidelines applied on an annual basis. Friday was just the beginning of a jawboning effort that will be used to extend his belt-tightening, budget-cutting campaign to slow inflation. But Carter reiterated he would not ask Congress for authority to impose mandatory controls on wages or prices. The Council on Wage and Price Stability, which oversees Carter's voluntary wage and price program, last month announced that Mobil and 10 other smaller refiners had violated the price standard in the third quarter of 1979.

Mobil, the nation's seventh-largest refiner, appealed the ruling, but that appeal was rejected by the council Friday after a series of negotiating sessions between company executives and administration officials. Mobil issued a statement charging that "the launched a public jawboning campaign Friday to bring pressure on private industry to abide by his voluntary wage and price guidelines. First on his list of targets was Mobil Oil which he accused of refusing to refund more than $45 million in overcharges to customers. The president, in a speech to a state lawmakers' conference, cited a half-dozen companies he said have sought to hold down prices or roll back planned increases that exceeded the voluntary limits set by the Council on Wage and Price Stability.

(AP) Kenneth Parnell pleaded innocent Friday to charges of kidnapping 7-year-old Steven Stayner here and kept him for seven years, using him for sex while treating him like a son. Public Defender Jack Ellery asked that Parnell's preliminary hearing, scheduled for April 9, be closed to the public. Municipal Court Judge Keith D.

Sharrow scheduled a hearing next Friday on that motion and on a gag order to bar attorneys and others involved in the case from public comment on the case outside court. The Associated Press and the Merced Sun-Star told Sharrow that they opposed the closure, and the judge said, "We will accommodate the media, of course." During the arraignment Parnell's codefendant, Ervin Murphy, was brought to the courtroom with his attorneys to iron out a date for a joint preliminary hearing. It was believed to be the first time Parnell and Murphy had been togeth- er since shortly after Stayner was abducted from a Merced street. The two defendants did not acknowledge each other during their few minutes together in the courtroom. They were both later led back to jail.

During an intermission, District Attorney Pat Hallford said "the statute of limitations will be a big, big factor in this case. It is the biggest part of the case I see looming ahead of us." The complaint charges Parnell and Murphy with kidnapping, child stealing, false imprisonment and four counts of conspiracy. One count contends that they conspired to commit "lewd and lascivious acts upon a child and oral copulation." Hallford said each of those charges have a three-year statute 6f limitations, "unless it is a continuing offense, that's my argument."
