MORRIS COUNTY Daily Record, Morris County, N.J., Wednesday, October 20, 2004 A15 Fire-safety spurred by tragedy in Roxbury Senate measure would require stronger flame retardants on mattresses BY MATT MANOCHIO DAILY RECORD The state Senate is soon expected to vote on legislation, named for a Roxbury toddler who died in a house fire requiring mattresses sold in New Jersey be more fire resistant. The Matthew Albrecht Act Senate Bill 1707 received unanimous support from the Law, Public Safety and Veterans' Affairs Committee, and is expected to go to a full Senate vote in November, according to the office of Sen. Anthony R. Bucco, R-Boonton, who cosponsored the bill with Sen. John Girgenti, D- Hawthorne.

"The legislation will make great strides towards protecting the citizens of New Jersey from the dangers that mattress fires pose," Bucco said in a statement. "We also hope to set the nationwide standard for mattress safety, and that the U.S. Consumer Product Safety Commission follows our example and adopts the 60-minute flame resistance test," he said. Bedroom fire Matthew died in 2000 when he was 14 months old after a bedroom fire erupted in his family's Kenvil home. His twin sister, Mary Katherine, was injured in the blaze but recovered fully.

The bill would direct the state Department of Community Affairs to adopt a mattress fire safety standard similar to that adopted by California in February 2003, according to Bucco's office. The standard seeks to prevent mattresses from bringing rooms to the point at which entire rooms erupt in flames. Mattresses currently sold can bring a room to flashover in as little as a few minutes. While the California bill reduced its standard to a 30- minute flame resistance test after to intense industry lobbying, S-1707 would require that mattresses be made so that flashover is delayed for 60 minutes. The issue is personal in the Bucco office because the senator's chief of staff, Barbara Kinback, is Matthew's grandmother.

"It's very important," Kinback said. "By the time you realize that something is amiss, it's too late, the mattress caught on fire." Kinback said it's still not 100 percent certain how the fire in her grandson's home started, appears the fire was accidentally sparked by a wire in the room that spread to a mattress. The bedroom fire erupted on Feb. 25, 2000, and destroyed the Kenvil home of James and Jacqueline Albrecht. Good Samaritans Two good Samaritans who happened upon the burning home were able to rescue Mary Katherine, but were unable to save Matthew.

Both suffered from smoke inhalation and Matthew died four days later. "To have something where any family has a chance to react, to get children or other adults out, or elderly people, it's very important," Kinback said, adding that her daughter's "house was an inferno in five minutes. "I wouldn't want any family to be subjected to that." Matt Manochio can be reached at (973) 989-0652 or Constance B. Booth 84, grew up in Madison WHITING Constance B. Booth died Tuesday, Oct.
