Munson ruled yesterday that the issues were exempt from disclosure. "Acknowledgment of covert activities at Syracuse University reasonably can be expected to increase reluctance to cooperate with the CIA in the future," Munson said in a 12-page ruling. The ruling upheld the CIA's argument that national security interests were involved in the suit filed by the Daily Orange in 1979. Two years earlier, two Daily Orange editors filed Freedom of Information Act re quests to find out if the CIA had contacts on the campus during the turbulent Vietnam era, but they were rebuffed. During the legal process, the CIA did release a 50-page computer printout listing contracts between the CIA and the Syracuse University Research Corp.

Munson already has upheld the CIA's refusal to say how much money those contracts were worth. Gary Kelder, a law professor who represented the newspaper, said the ruling was a partial victory for the CIA but said Munson still must decide whether certain intra-agency memoranda may be released to the Daily Orange. During the 1960s and 1970s, various radical student groups flourished on campus. Bruce Caputo of Yonkers never served in the U.S. Army has not hurt his campaign for the U.S. Senate, Republican and Conservative party leaders said yesterday.

Caputo, a one-term congressman who hopes to oppose Democratic U.S. Sen. Daniel P. Moynihan in November, conceded to reporters earlier this week that he had not been inducted into the military and had never accepted a commission as a second lieutenant. He had, however, referred to himself in the past as a draftee and as a lieutenant, those reports said.
