"Berlin, 1st Jan. 1822." Mr. Noah says, "Correspondence of an extensive and interesting nature, not at present necessary or proper to notice, have resulted from the general disposition of the European Jews to emigrate, and early in the ensuing spring a select number will embark from Amsterdam and Hamburgh. "The abovp docament, and others of similar weight, are warrants for ihe power assumed and promulgated, which powers will be respected by those who are most materially interested. Among seven millions of a peculiar people I shall not want a portion who, confiding their destinies to the hand of the Almighty, will embark for a country where they can securely en joy happiness until the period of the great restoration arrives and if I shall fail in setting them examples of national fidelity, strict integrity, economy and industry, I shall advance no claims to their confidence and support." Porter. We learn from the Washington City Gazette that Com. Porter has been offered the chief command of the Mexican navy, with a salary per annum, and there is a probability that he may accept the offer. Our navy may suffer in many young officers, who, having great confidence in him, may icish to follow him, but it cannot be prevented. We hare not taken a course, of late, to secure the attachment of om.

navy officers. Noah. A correspondence has been opened between the governors of Georgia and Tennessee, on the subject of carrying a canal through the waters of the Tennessee and the Atlantic. At a numerous and respectable meeting held in Philadelphia on Saturday evening, resolutions were passed, declaring it expedient to form a company for the construction of a rail road from the Schuylkill to the Delaware. Notice has been given in Vermont, that application will be made to the General Assembly of that State, at the COMMUNICATION.

Messrs. Printers, I hav been in a sad quandary but my good genius will help me out of it. To come directly to the point, I have been for sometime making arrangements to nominate myself for the Assembly. To accomplish this, for three or loin months past, I have regularly dogged every countryman I have met with for his vote. Many of my best friend-supposing that I was rather quizzing the public in avowing my pretensions, laughed at the supposed joke, until I informed them that it was my determination to run.

At that time a shotfr- iti my friends of he Emporium, which struck me in a very sore spot, compelled me to haul off. I then called together my friends, and with a very respectable number of citizens, urged a neighbour of mine to become a candidate by self-nomina-nation and in order to open the way for this event, I published an article approving of self-nominations. My neighbour accordingly appeared as a candidate, and I determined to support him, and published in his favour. I now heard of a friend who was in want of a caucus nomination, not choosing to have his election depend on his own was desirous of getting up a Convention. The idea struck me that by proper management might also obtain a nomination by a Convention.

We therefore joined teams, and I obtained the signal ures of two of my friends in the country to the Notice calling the Convention one of whom now says he did not believe a Convention would be called, and that he shall support my neighbour I also added the name of a gentleman who was out of town, and of another who disavows having any knowledge of the business, and published the notice. I then enjoined it upon my iends to say, that I bad no bund in calling the Convention; but that if "they nominate me I can't help it." My managers, I have instructed to return such delegates as I shall be sure of. Before this Convention, I shall lay I shall lay, kind readers, a certain relating to our harbour concerns, that has en-di a ed me to the citizens of Buffalo, and which will demonstrate my superior qualifications to represent them in the Legislature. I shall bargain with every candidate in my power, and cheat them all. And, after all this, if I do not get elected, it will be altogether owiug to my MODESTY.

The Jews. Mr. Noah publishes the following letter, from Berlin, in Prussia, to exhibit an evidence of the fact, that, although the Jews in the United States were not prepared for emigration, on the re-establishmeut of the nation, yet those abroad who are more interested, have been alive to the pro the lurks suspended their operations Others state that Ibrahim is so situa ted that he cannot escape, and some say that he has been defeated so that it is impossible to form any opin ion of the state of Greek affairs. BUFFALO, OCTOBER 8, 1825. CANAL CELEBRATION. Our readers are acquainted with the fact that preparations are making in this. Village, to celebrate the com pletion of the Grand Canal, in a style and manner becoming such an interesting and joyful event probably on the 26th inst. It will be a proud day in the history ot Jew-iork.

Such as has not occurred since the Decla ration of our country's Independence. Well may New-York rejoice in an achievement that would add glory to the most powerful uatioii on earth. The Village Committee have not yet completed their arrangements. We learn, however, that Sheldon Smith, Esq. has been appointed to de liver the address.

The New-York and Albany Com mittees have made an arrangement with Elisha Ely, Esq. of Rochester. for planting cannon of a large calibre upon the ivhole length of the Erie Ca nal, at short distances, which will convey the intelligence of letting in the witter, from Buffalo to Albany. The Buffalo Canal boat.Ioaded with the productions of the West, with a committee from this Village, will meet at Albany the New-York and Albany Committees, These Committees, with the canal officers, Governor, and other public characters, will proceed to New-York, and he met by the Corporation of that city in a steam-boat, attended by a fleet of handsomely decorated vessels the corporation with their guests, will then tro on board the Canal boat, and the whole flotilla will proceed to Sandy Hook, where the waters of the lake and the ocean will be united by the Governor of the State, and such other ceremonies take place as may be agreed on. The whole will then return to New-York, to witness and partake of the civic celebration in that Cit arrangements for which have been made commensurate with the great occasion.

The sloop Mars, Cook, master and owner, from Dunkirk, bound to the city of New-York, arrived on the 7th inst. ami entered the canal basin, waiting for the opening of the locks at the The Brififch Government schooner, Lieut. Tweejde commander, arrived in Buno Creek, on the 7th inst. RUMP'CAlUCITS.

It will be seen by reference to the last Journal, that a notice purporting to hstve been given "at the request of a great number of citizens," has been inserted in that paper, requiring their attendance at the Court House in Buffalo on the 13th inst "for the par-pose of nominating candidates" for the ensuing election. Without calling in question the political integrity of those whose nanips are attached to the notice above alluded to, we must beg leave to dissent from the proposition and refuse any allegiance or submission to such assumed power. The evils resulting from the caucus system have been so strikingly illustrated in the late political struggles that we are unwilling this paper should be the vehicle to aid in the resuscitation of a practice so universally reprobated by the best men in our country. In the late political contest, in order to secure a party course was deemed exoedient but at the nve- sent time no sufficient cause can be assigned for its continuance. Contentions and caucuses art synonymous.

They all were the market places where political bargains and sales are made. Merit in the candidate for office should be the only criterion, and political worth needs not the adventitious aid of a caucus, pre-dicatedon a supposeddisinterestedness to the public good on the part of the men who compose it. The elective franchise to be a blessing, must be free and unshackled by the trammels of a caucus, and the people we believe have discernment enough to choose directly from their number such lit 1 men as win nesi suoserve ineir interests. One of the five gentlemen whose names are fixed to the above mentioned notice, we know to he absent from the Village, and another we are informed has disavowed any authority to use his name. We, therefore, as the Editors of an independent paper recommend to our fellow citizens to treat the above mentioned call for a convention as an unauthorized attempt to continue in practice a system of intrigue and corruption, which the public welfare requires should be a-bandoned.

Kf' Farce of all Farces Last evening lour men collected at Baker's tavern, ami appointed Delegates to meet in County Convention, Hefore the regular hour of meeting had arrived At the time in the notice, a "reat number of citizens had assemhled, who protes ted in form against the corruption and intrigue of tl.e first caucus, and agreed to all a meeting of the citizens of the village on Wednesday next, to express an opinion with respect to a County Caucus. All the comment that we shall mako on this beautiful specimen of caucus ing at this time, is that we wish the discreet friends of caucuses could be present at exhibitions like this. Fur three or four get together clandestinely, and undertake to represent the public sentiment, is an outran upon the public, as well as an outrage upon decency.
