The Lions Club, which raises money for charities, operated a flea market in downtown Chester for many years until the mid-1990s. The club then ran the market in downtown Dover for a few years but eventually gave it up. A few borough residents, who said they also had attended a borough council meeting, were at Tuesday's township council meeting to voice concerns. "Residents in my area are very concerned about this," borough resident Char-lene Arrington said. "Are the council and the township willing to take up this cause?" Band director Todd Nichols said Roxbury bested 95 other schools from 12 states. Nichols, who's directed Roxbury for six years, said the highest previous award won by the band came in 2007, when it won a state and eastern region title. He attributed this year's big win to the "combination of their work ethic and the difficulty of the show." He said the students are judged on musical and visual performances on both individual and ensemble standpoints.

"This would be the potential marketing weapon of the whole business arsenal," he said. Economic woes have resulted in a high vacancy rate for the borough's downtown business district.

According to Davis, the business community provides about one-third of the tax revenue to the borough.
