The Secretary of the Treasury has written to the Collector of this port modifying the instructions he had previously given him, prohibiting the manifests of ships being copied in the Customhouse for purposes of publication. We yesterday received an exceedingly well written and witty communication, being No. 1 of a series; of numbers entitled "The Humbug." Although tho writer let off a 68 pound Paixan shot into the and handles the fraternity editori al ruther roughly, we would still give it a place in our columns were it not for two good and substantial reasons: first, it is entirely too long and secondly, the plan we have long cilice adopted of not publishing communica tions, prevents us. We know that our rule lowed us many excellent articles but then we are not pestered with hundreds of nonsensical communications, which in the other case would be pouring in upon us, and the mere reading of which, in order to gather the wheat fromthe clialf, would impose too much of tax upon our time. The author of the urticle in ques- Board. A letter was read from the Surveyor, relative to the proposed embankment from the river to the lake, to guard against the consequences of an overflow.

He estimates the expense at $58,200, and recommends that means be adopted to impreve the present levee, in preference to making such embankment. Mr. Lockett offered a resolution, providing that the Surveyor take up that part of the Car-rollton railroad which runs within Tivoli Circle, and that he inclose the same. This gave rise to a tedious discussion. A dispensation of the rules, with a view to its im mediate passage, was; moved.

Immediate action was opposed by Messrs. Caldwell and Mc-Farlane, principally on the ground that it might conflict with an act passed by the late Legislature. Mr. Peters and Mr. Gaiennie arguedat great length that so far as the resolution went, the Council in carrying it out would be but doing that in which the Legislature could not control them in which they had a power alone and independent of it.

The Firemen of our city have resolved to test, by suit in a competent court of law, the question of their exemption from jury duty.

They are now compelled to serve as jurors, contrary, in their opinion, to the letter nnd spirit of an act of the Legislature. Professor Grant's Lectures. Professor Grant will give the fifth 6Y his series of scientific Lectures this evening. The advertisement in another column tells the subjects on which he treats. These lectures, it is admitted by our most intelligent citizens, are among the most instructive and interesting that have ever Leen delivered in this citv.

Our readers who would like something in the way of literature wherewith to amuse themselves these hot afternoons, can gratify themselves by calling on -Morgan, of the Literary Depot. He sent us yesterday specimens of what he has lately received for sale among them we find as follows -the New World of the 16th Arnold's Lectures on History the Man of the People, by C. G. Rosenberg the London Lancet," aud Blackwood's Magazine for April. Out of all these, we presume that every reader can contrive to suit himself.

From Mexico. By fecent arrivals we have received Tampico papers to the 1st inst. They contain no other news than the departure from that place of a battalion of infantry for Yucatan, and a "high-pressure" address of the colo. nel, Enciso, to his soldiers previous to sailing. He told his men that the eyes of the world and of Santa Anna were on them, in addition to his own.

He said nothing about Com. Moore and the Yucatan generals, but we presume that they, too, will have an eye on his men. The false report of the taking of Merida by Gen. Barragan had been received at Tampico, via the city of Mexico and had caused the most uproarious rejoicings. The conquest of.

Legare. Attorney uenerai oi me United States, is appointed to be Acting Secretary of State for the present. Caleb Cushing, of Massachusetts, is appointed Minister and Commissioner to China, in the place of Edward Everett, who declines the appointment. Ep" Mr. Legare, United States Attorney General, has returned to Washington, from his late visit to South Carolina.

General Council. At the meeting of the General Council last evening, the Bee was elected, by a vote of 11 to 1, printers. The committee on retrenchment reported a resolution reducing the salaries of all the officers employed under the General Council, from the Mayor inclusive down, 20 per cent on the rates of last year, but payable in specie. Several new ordinances relative to the shipping, wharves, carts, drays, winter merchants, were introduced, ordered to be printed, and made the order of the day for the meeting on Tuesday next. Messrs Lewis, Taney and Rogers were appointed a committee to visit inspect the pawder magazine.

I Donation. The managers of the Clay ball Jia've made a donation of $135 to the Orphan Boys' Asylum, Lafayette. A like proportion of the proceeds of the ball is for the Catholic Orphan Boys' Asylum. Sale or Law The attention of the public is called to the extensive sale, at auction, of law books, at Mr. B.

Levy's bookstore. We learn that the assortment is extensive, and that the sale will be continued from day 'to day until all are disposed of. Those desirous of purchasing should drop in at 10 o'clock to-day, at which time the sale commences. EST Norman, Steel Co. have received, price only 25 cents, Daniel O'Connell's work entitled A Memoir on Ireland, Native and i 'Criminal Court.

James Adams was yesterday put upon his trial in this court for feloniously passing a forged check. The testimony showed the cae to be clearly one of swindling. H. Hobdy, a Western man, was, on the 11th of April, introduced to Adams by a third party, who represented him (Adams) as an exchange broker, and one who traded oh the most liberal terms. Hobdy gave him $50 in current Georgia money, and $75 in current Alabama money, for which he received a very well printed, valueless check on the Union Bank.

Traders. By a letter from Independence, dated the 2d published in the St. Louis Republican of the 11th, we see that the company of Santa Fe traders who left the Mexican settlements about the 1st April, had crossed the main Arkansas in safety. The party was a strong One, numbering over 100 men, and by many it was thought that War-field had not followers enough to attack them. One or two arrests have been made, in addition to those already mentioned, of persons charged with having been concerned in the killing of Chavis.

Ijf We received more Florida papers yes terday, but for the life of us we couldn't make out from them who has been elected delegate to the next Congress Mr. Levy or Maj. Ward. We advise our sporting friends to bet on the former. Mission to China.

It is announced in the Madisonian of the 8th that the President, immediately upon learning that Mr. Everett declined the Mission to China, appointed Mr. Cushing, of Massachusetts, to that important Btation. We have not a particle of feeling in the matter, but we cannot but think that Mr. Cushing is more likely to do signal service to his country in that position, than even Mr.

Everett. Ab we estimate the two distinguished gentlemen, the brilliant reputation of Mr. Everett as a scholar, and his personal characteristics as a gentleman, are more likely to be appreciated in England, than in the dominions of his Celestial Majesty. On the other hand, Mr. Cushing has extraordinary energy of character, is himself a scholar of the highest order, and is probably as intimately acquainted with the commercial interests of this countrv as anv CiF The brig Luncct, of Charleston, bound for New York, was lost on Absecom Beach, about forty miles South of Sandy Hook, on the 5th inst.

The General first uamed three individuals to the New York delegation at Harrisburg, from whom he desired that they should make their choice. They declined to do so, and de sired hiin to name the man, and he proposed John Tyler A Sltpng Insinuation, rather. One of the citizens of Claremont, N. advertises 44 that on account of the iipHiutnicnt of the new postmaster at that place, ho desires all perxons who wish to send money to hiin by mail, to direct their letters to Newport, care of Ralph Metcalf." Wonder how the postmaster at Claremont, N. feels now.

CS Mr. Greeley, of the New York Tribune, one of the best papers in the country, has been lecturing at Albany on the Fourier By6tcin. When a man like Mr. Greeley enpouses any cause, we are bound to believe that there is some reason in it, but we frankly confess that we have looked upon all the schemes of social improvement advocated by this sect as arrant humbugs. When we have a leisure afternoon, the idea of an editor's having any leisure! we intend looking into the subject.

More Wonders tit the Heaters! Our readers may recollect, that soma time since the Cincinnati papers were filled with the particulars of a wonderful sight seen in the heavens by the pilot of the steamer Wm. Penru He first saw the letter G. in the sky, and while lost in astonishment the letter O. made its appear-ance. An Iowa paper informs us that a train consisting of a waggon and two horses, conveying funds of the United States between Iowa city and Burlington, was lately precipitated through the ice. The money was saved, but the horses were drowned. ry The last we have heard of the old steamer Bangor she was plying on the Black Sea. She ran herself out of credit and out of fashion between Boston and Bangor, aud is now finishing her career in foreign parts.

QP Miss Cushman has been playing Romeo in Philadelphia, to the infinite delight of the critics and playgoers. V3f Miss Melton, who formerly was so much of a favorite at the St. Charles, is now playing with Dan Marble the first we have heard of her whereabouts for a long time. Steamboat Accident. Loss of Life.

We yesterday received an extra from the office of the Pittsburg Morning Chronicle, dated the 6th which gives the particulars of a recent steamboat accident on the Allegheny river. It seems that as the steamer Forrest was lying to for the purpose of landing a paaaenger from a with her bows down stream, the Pulaski, bound up at the time with 150 passengers on board, ran into the F. the bow of the latter striking the idrt of the Pulaski opposite her boilers. The boilers were immediately throw down by the concussion the steam pipes separating and the hot steam rushing among the passengers and scalding them in a most terrible manner. The Pulaxki, whose side was broken in by the lxw of the Forest, immediately sunk to her boiler deck.

From two to five passengers it was thought were certainly drowned, and five or six badly scalded. Some of the freight of the Pulaski would probably be saved, but the hull of the boat was totally lost. I We believe it was John Quincy Adums who said that 44 history is philosophy teaching by example." So says one of our exchange papers. If it be correct, old Johnny Q. must be a much ISf The sailors have succeeded in New York in getting their wages raised from $13 to $15 a month.

At Memphis, on the 11th the Mississippi was three or four inches higher than it has been since '28, but was at a stand. The Enquirer savs that no fears nm entertained ot a further overflow. Two Days Later from Canton. The ship Mary Helen, Capt. Henry, arrived at New York on the 7th in 106 days from Canton.

Our advices, via Europe, are to the 20th Janu ary, two days previous to the sailing of the Mary Helen. There was no news of importance, and every tiling was quiet, although a great many idle rumors were afloat in regard to anticipated risings amongst the Chinese. Sir Henrv Pot- tinger was hourly expected at Canton, and the Mary Helen met a steamboat on her way down the river, on which it was supposed he had arrived. Nothing new in trade and business. tj Dr.

Lardner was to commence a Beries of his lectures atVicksburg on the 15th inst. JEFFlour was seling at Cincinnati on the 9th at $3 18 $3 20 Whiskey, at 141 14jc. The Ohio was falling, but still in good condition for the larger class of boats. Satisfactory. A new submarine machine has recently been invented at Philadelphia, called the thunderbolt.

Its trials have proved very satisfactory," says one of the papers, it being able to blow the largest Iine-of-battle jship into ten thousand splinters and kill every soul on board!" We should think it must be satisfactory, very. New York Daily Sun is to be again enlarged. It contains at present an immense amount of matter. I Man Missing. The Planters' Gazette of Plaquemine announces that a man' of about forty-seven years of age, named Simon Daigre, left his home, in the parish of Plaquemine, on the 28th and has not since been heard of.

He had previously been -partially deranged. S. ship Alert," which was reported to have taken possession of a fort on the Western coast of Mexico, (about the time of Commodore Jones's acting in the same manner upon the rumor of war with Mexico,) was a merchant ship of that name from the port of Boston, commanded. by Capt. Phelps. The Post gives the following account of the proceedings of this vessel The Alert was at anchor in the harbor of San Diego last October, and had nearly all her stores and part of her ballast on shore, ready lor taking in carco, wiien intelligence was received of a declaration of war between thn United States and Mexico, and of the capture of Monterey by Commodore Jones, and that the soldiers from San Pedro (a place about three miles from San Diego) had received orders to proceed forthwith and capture the Alert.

On the 28th of October the intelligence was confirmed by a party of hunters (Americans) who came on board the Alert with all their projierty, seeking protection from the anticipated movements of the hostile troops. Capt. Phelps immediately took poention of tbe fort ashore, spiked the guns, and then got his stores on board and every thing ready for slipping his cable, if necessary. 'The Alert had four six pounders on board, which were brought to bear on the shore and, as tbe vessel lay within pistol shot of the land, her guns fully commanded the beach. With a crew of sixteen men and boys, half a dozen hunters, (excellent riflemen,) and plenty of arms and ammunition, Capt.

Phelps determined not to slip his cables or abandon his cargo on shore without burning a little gunpowder. But on the 1st of November the official intelligence of ne evacuation oi monierey was received, and as a matter of course Capt. Phelps ceased war-lik operations, and commenced putting bis ship in order for taking in cargo. The Alert arrived at this port on Thursday afternoon.
