An act is before the Legislature authorizing the district attorneys to recuse' themselves whenever they shall be related within the fourth degree to the rartr accused, or shall hare been employed or consulted as attorneys previous to their election to the office of district attorney. The act provides for the appointment by the judge of a mem ber of the bar to act in the place of the recusant, to be compensated from the quarterly salary of the district attorney, Fufxs and Foirirruui An act has been in trodueed into the House declaring that all fines and forfeitures hereafter collect ed for violation ofthe criminal laws of the State, and which have heretofore been required by law to be paid into the treasury of the State, shall belong to and be paid into the treasury of the parish in which the same may be collected. rijT Mr. Pothonier ia the composer of the Ashland Polka Mazurka" we noticed in this morning's paper. Professor Agasaiz, if he had seen, as we did this morning, a man beating a horse in cruel manner, would have found aa apt illustration for the subject of bis lecture on the "Metamorphoses of Animals." The horse was certainly the better animal of the two. We wished for the power of metamorphosing the man into some crawlinr, hideous thing. Phtlhamowic Society's Concebt. The complimentary benefit which the New Orleans Philharmonic Society gave to their organist, Mr.

Theodore LaHache, last evening, at the Odd Fellow' Hail, waa attended by a very large and brilliant audience. The introductory overture by the orchestra waa performed in creditable jnmir The Coronation chorus, cavatina and aria, with chorus accompaniments, rang by Mist 8 exceed tngly fine, and received the wannest plaudits of the audience. The grand aoptmno aria. Que mlmporte la Tie," from "Jerusalem," was admirably sung by a lady, name we do not know, bat who possesses very high 'musical merit. Her voice waa clear and remarkably sweet, sad aha seemed to sing with little, if any, exertion.

The bass duo from Ceherentola," and the celebrated Sextetto," from Lucia di Lammermoor," were also per farmed ia "far which would have been creditable to an opera troupe. The latter piece was loudly encored We were enabled to remain only during the performance of the first part, but judging from that, we are assured that the entire programme waa ably performed. A Judicial Dbama.

Four pereons have cently been tried in the Department of the Gironde in France as actors and accomplices in a robbery and murder. Jean Gourgues was em ployed as a servant by a Mr. and Mrs. Mano. He and one Despin and Saint Mare broke into Mr.

Mano a boose one night that the owner was absent carried off a considerable sum in gold. Saint Mare and his wife kept a small, out of the way cmbtret. The money was divided there among the guilty persons, who appear to have acted throughout with businesslike cool ness and method. A servant girl who waited on them and who knew of the robbery and their agency in it, speedily disappeared. Finally, tbe officers of the law got hold of the matter, and it then turned out that these four people, fearing this girl, had murdered her in the cabaret or inn, eat her flesh up in small pieces and given it to ths hogs about the place, and then burned the bones.

The little son of Saint Marc and his wife revealed the terrible affair, and a man whom Despin had attempted to make one of the party at the robbery testified to that deed. Tbe medical men were brought in, and after a long and minute examination, declared the remains of calcined bones, found in the inn, to be those of an adalt person and not those if a man or married woman. Further developments took place, which ended in the conviction of the four accused. Before the sentence was read to them, Gourgues was impassible, Despin had his face in his handkerchief and sobbed, and the Saint Mares were calmer, bnt wept also. Ail four were condemned to twenty years' imprisonment at hard labor, one year of which they were to pass in chains.

The convicted persons burst into sobs and lamentations and were led oat of the hall by the gendarmes. Poor creatures I Fwtal Afray at Helena, Ark. The Memphis Whig learns that a difficulty occurred at Helena, on the 13th Inst, between Mr. McMahon and a man named Hillman, in which the latter killed. A previous difficulty had occurred sometime before, but on that day Hillman renewed the quarrel, in the course of which he made re marks about McMahon's wife.

McMahon then pulled out a pistol and shot him, and he died in a few hours. It is said that Hillman was the ag gressor. The affair was undergoing a legal in' ves ligation. E3 The telegraph some days ago informed us ef the death of Midshipman Charles D. Sparks, ef Louisiana, on board the U.

f. By ths National Line. New Yobs, April 22. The steamship Crescent City has arrived. She brings nothing later from California.

On the 12th Inst she passed the steamship Falcon, from New Orleans, bound for Aspinwall, and on the 14th inat. the steamer Pampero, from the same port, bound for San Juan de Nicaragua. Robbery the Xsthmns. A party of ladies and enUemen from South America have been robbed on the Isthmus or Panama of a large amount of gold. The robbers were arrested.

I. arse Fire. The dry goods store oCJ.fc J. Steiner, at Phila delphia, has been destroyed by fire. The loss is estimated at $170,000.

Blare Trade Expedition. Yobk, Jpril 22. The N. Y. Times learns on reliable authority that three Portuguese cap 1 until the 18th of May, but the Senate refused to tains of merchant vessels arrived here from Cuba on the steamship Cherokee, and are now making arrangements to despatch vessels to the coast of Africa to carry slaves thence to Cuba.

Minister to Central America. It is rumored that Senator Borland will be Bent as Minister to Central America. Mobile Items. The post 'office embezzlement case has been disposed of the grand jury having on Thursday ignored tbe indictment, whereupon Judge Campbell directed an order to be made discharging Mr. Beers and his securities further attendance upon the court.

The Tribune says that tbe twenty five sailors belonging to the ship Washington, Capt Paige, charged with creating a revolt on board of said ship in Mobile Bay, were brought up for trial on Thursday. The evidence was conclu sive, and twenty one were convicted of the offence of creating a revolt and four for endeavoring to do the same. The court will pass sen tence to day. According to the statute the punishment of the former is confinement in the Pen itentiary for not more than ten years, and of the latter for a term not exceeding five years. An inquest was held at Gunnison's mill on Thursday, on the body of a drowned man named Jacob Stike, boatsman, supposed to be from Pennsylvania.

He was drowned last Saturday. The Temperance League met on Ibursday evening, and nominated the following officers For President, Daniel Chandler; for Vice Presidents, Fanulv. Tbos. tdctirsn. W.

Speeches were made by the President, Col. Saunders, Messrs. McCoy and Labusau, which elicited much applause from the audience. The Advertiser of yesterday has the following relative to Gottschalk's concert on Wednesday ight: Tbe limited audience present to greet him on his debut we fear disappointed his expectations, but we have little hesitation in saying this was owing to the high price charged for admission. Had tne rates fixed oeen tne regular theatre ones, we have no hesitation in saying that the house would have been crowded on both nights of his intended appearance.

As a pianist, we believe him to be uurivaled, and therefore regret his sudden leaving the more, but trust he may be induced 'many days pasa to visit our city again. If he does, we are convinced he will meet with a hearty welcome, and one, too, that will be lucrative, that is, if things are managed properly. In noticing the trotting races, which are to commence on Tuesday next, the Register says Irrespective of our own numerous trotting stock, our Orleans friends are prepared to send over a heavv reinforcement, so that each race shall not only be competed, but that, tost br nacs from either side of the lakes. But far more interesting than tbe purse races will be one or two private matches and stakes, made to take place during the Spring Meeting. and under the control of the Mobile Trotting Club.

These contests engage the nags and purses of popular private citizens, whose numerous friends, on both sides, make sport brisk by their strong but differing partialities. We see, also, by the Register, that a large and well selected" party of Mobilians are coming over by the Florida, which leaves to morrow, to return after paasing a pleasant day in Orleans." Shaw, and daughter of the late Samuel Park man, Esq. Dennison, of South Carolina, has been installed chief clerk ofthe Census Oaice. The present number ef students in Yale College is 613, of whom 118 are f.om the city of new York. tA" The citizens of Cleveland, Ohio, have by a majority of more than six hundred, authorized the construction of water works at a cost of $4,000,000 or over. Cb Daniel Fraser, supposed to be the last of I the heroic company who fought for liberty in the oauie or Concord, died lately, in Pomfret, VL He was also in the baUle of Bunker Hill. He was born in Welfleet, and removed to Vermont in the year 1803.

Ci After a contest of over one year, it has been finally decided who is the duly authorized treasurer ofthe State of New York. The Court of Appeals has sustained the previous decision of the Supreme Court which ousts James M. Cook, Whig, and instals Benjamin Welch, Dem ocrat Rumor says that Barnum is negotiating lor tne nicaenng estate on Washington street, Boston, opposite the Adams House, with a view to erect there a new Museum building. t5 The Board of. Common Council of the City of Washington has passed a joint resolution proposing to take the sense of the voters, at the election in June next, on the propriety of prohibiting the granting of licenses for the sale of intoxicating liquors.

The Board of Aldermen are yet to act upon the resolution. The Republic says Should the people express themselves adverse to the license system, the committee to reore sent the interests of the corporation before Con sress are to be reauired to ask the National Le gislature to amend the city charter to enable the councils to pass a prohibitory law, Great Shooting. The Farmersville (Union parish) Enquirer says that Mr. B. The company ha been orraclzed, and books of subecxintion for stock in the roa4 are to epened. i New verat usrrwyeis The Legislature of this State assembled ia extra session yesterday, in obedience to the pro clamation of Gor. Seymour.

The Governor, in his message to the Legislature, states as bis rea sons tor reconvening inem, tne failure on un part of the Legislature to make provision for the payment of interest on the canal debt, and also the failure or that body to pass the annual tax bill for the city of New York, and the canal ap propriation bilL He is strongly in favor or these give its concurrence. In this state of affairs it is difficult to say whether the House will succeed in carrying out its desire to adjourn over or not, though it is more tban probable that it will, as a large number of the members have made their arrangements to go home. Unless the Senate, therefore, reconsiders its vote, and agrees with the House in an adjournment, that body will have to sit alone. How long the new session will continue is quite uncertain, though if the members work as they should there will be no need of their remaining over a week but the conflicting opinions which prevail upon the canal bills (the New York tax bill having passed the House last evening) will probably keep both branches together for a much longer period some suppose for a month or six weeks. The plan of the Governor for the completion of the canals is to borrow annually, for the term of six years, a 1.500,000 this plan has been heretofore proposed by the Assembly, and certainly seems to be the best that has yet offered.

The completion of these great works is of the highest importance both to our own and sister States, and it is to be hoped something will soon be done to bring Uie same about. A robbery of some $30,000 in gold dust is supposed to have taken place on board the steamship Union, on her last trip from Aspinwall to this port. The robbery was not discovered until the gold had been landed, and the thief or thieves have therefore made their escape. One of the boxes was consigned to Messrs. Davis, Brooks Sc.

tbe agents of the steamer, and tbe other to Mesets. Johnson Lowden, both of whom on opening what they supposed contained precious treasure, found instead huge chunks of lead The robber or robbers were very cute in their operations, having placed in the boxes very nearly the exact weight of lead as the gold which they extracted. This, of course, made the weight tally precisely aa marked on the box, and thus allayed suspicion until the box should be opened. These maneuvering seem to war rant the impression that there had been gross carelessness in guarding the treasure, for the tricks of the robbers could not have been done except liberal opportunity was afforded them. The report started a few days since that ex Judge Bronson had declined the post of Collector for this port, was, I am happy to say, premature.

Judge B. bas not, it is true, officially announced his acceptance, but the chances are that he will in a day or two. Isaac Y. Fowler, the new Postmaster, has accepted his appointment and will take Mr. Brady's place in the course of a couple of weeks.

There appears to be considerable discrepancy in the telegraphic reports per America, with re gard to cotton. That steamer finally reached Boston this morniug, and extracts from letters, received in that city, give a more definite position of the market. The letters state that from Tuesday until Thursday (inclusive) the market was very active, and prices since the sailing of the Alps further improved about kd. per pound. After Thursday, however, there was less movement, and prices inclined in favor of buyers.

The closing rates were for fair uplands C4 fof fair Mobile and 6 Mi for fair Orleans. Middling uplands were 55s 2)5 and Orleans 51i5. The quotations published in the morning papers, as sent from Halifax, are higher, but they are erroneous, as at the above figures cotton was freely offered on Friday, the 1st inst In American securities abroad during the week there appears to have been but little change. Coupons of '8 remained at 110S111, and New Orleans Six Per Cent's (nominal) 94. The Second Avenue Railroad, which I have before written you was being pushed through with such vigor, is now as dead as a door nail owing to the injunction lately passed upon it.

In some parts of Chatham street, particularly near Pearl, the ruin that ia presented is saddening to behold, the street being torn up and the huge rails and timbers lying carelessly around in every direction. This is a very great hindrance to pedestrians and should not be allowed besides it hurts the beauty of the street and renders one liable to break his neck or legs at almost any moment The undertaking, it cannot be denied, has proved a bad one, there having been nearly $100,000 expended on the road thus far, and the company will, you may rest assured, strain every nerve to prevent the rails from being taken up. It is not likely though that a higher court would decide adverse to the decision of Judge Edwards, who granted the imunction. and unless such work and place about a mile and a half of the streets in the same condition as they found them. Have we a Christian among us This question ia forced upon me by an account 1 heard a few evenings since of one ofour most respectable Epls cal ministers, who actually refused a certificate to one of his oldest members, a lady, who was desirous to join the Methodist Church, where her nusband and other friends worshiped.

It is customary among all religious sects, when a member wishes to leave and join some other church, to give said member a certificate of good standing, which said member can present to the pastor of the church to which she is going, and at once be admitted into full membership. But this bigoted divine told his hearer that she was out of her head to think of joining tbe Methodists, and therefore refused the Cotton is about 44 better since Wednesday. S. Since writing the above, I learn that the Assembly to day changed tbe time of recess until the 20th of May, and sent the resolution again to the Senate. In that body it was once more considered and rejected and as a finality, the Senate resolved to adjourn over until the 20th insu, at which time they will reassemble ana bold a session er twenty days only. It is believed the House will concur in this action of the Senate, notwithstanding its present obsti nacy. The farmers of Illinois are complaining that their corn is unfit for seed.

It is said that in some parts of the State not one kernel in twenty will germinate if planted. Beards at Piaplt. The mode iu which young men wear their beards is the one solemn ques tion of the Neapolitan Government A Tittle more or less hair on the chin of a pale dandy makes the State tremble. However absurd this may appear to Americans, it is no joke to the neapoiiians, who are dragged daily into the bar 1 wnv. auu in ix uoarua trimmed according to the political creed of the authorities, who just now believe that nature grows rebellious on the lip.

The police wanted a decree to appear prohibiting men to wear hair on their chins but His Majesty is said to have declined his signature to the document, so that the inspectors are obliged to act without official authority. iVe Materialtfor Textile Fabric. The Manchester (England) Guardian states that Mr. Thomas Clegg, a manufacturer of that town, has received two new materials for textile manufacture from the southwest coast of Africa. The first of these ia a fibrous substance, sent by a missionary at Abbeokuta.

as red cotton. It is not produced in the neighborhood or that place, but is brought thither from the Hoaasa country, to the northward, in considerable quantities. The material, which is not cotton, but an entirely new species of silk, is unquestionably dyed. If sent in its natural state, it would undoubtedly prove a very useful material for the waste silk spinners. The other material to which we bare referred is a new and somewhat peculiar description of wool, staled to be Drought from ifuitia, a town on the coast to the westward ef Abbeokuta, but probably brought from some of the mountainous regions in the interior of the continent.

The wool seems te be ef tolerable fine of a pale buff color, apparently natural, and is worth about Is. 3d. per pound. If it can be obtained ia quantity, it will prove a very acceptable boon to m3 wtmiosi manmaciurera. The message of the Governor, when read to both houses, produced much excitementparticularly in the House, the members oPwhich branch contended that the call for their reassembling was illegal. A vote was finally adopted by the Assembly to adjourn over ing 1,676,399 gallons of molasses. E7" The packet ship Helvetia, which arrived on the 15th at New York, from Havre, had about one hundred and fifty packages of goods for the World's Fair.

The Common Council of Boston has re jected the ordinance authorizing the alteration of Faneuil Hall. Jfjp The Hon. Jamea Savage, L. L. has been elected President ofthe Massachusetts His torical Society for the year ensuing.

Another Victim. The Springfield (Mass.) Republican announces that a lady of Northampton, a lady, too, of beauty, loveliness and intelligence, the mother of six children, the youngest of which is an infant, baa become a raving maniac through the influence upon her mind of the spiritual manifestations. She was conveyed to the Brattleboro Insane Hospital, in such a state of I excitement that it took two attendants to hold her. Bribery.

There can be no doubt that in this country, as well as in England, bnbery at elec tions is becoming alarmingly prevalent. It is, perhaps, most frequently committed in an indirect and evasive form, by which detection is generally avoided, and the parties escape punishment, if not exposure. The effects are not, on this account, the less pernicious and demoralizing. The London Examiner, in a late article on the various forms of bribery, expresses the following opinion as to the worst of the forms in which the crime can be committed Of all modes of bribery, the dirtiest and the most injurious is tbe barter of public employ ments for votes. When a man bribes witn his own money, he in some degree pays the penalty of his own wrong but how the offence is complicated in vice, when he actually makes the public pay for the injury done to its morals and interests.

And consider the effect, too, on the public service a knavery being tbe recommendation to admission to it a score or more of petty knaves get places, that one of the same kidney, but of greater magnitude, may take his seat in the legislature. From Russia, Hamburg aud England, donations are coming in, and from our happy country they are, and they will be such as to make the Madeira people almost worship the name of an American.

Flour will gladden the hearts of the destitute ones. Long Cotton. As everything connected with the culture of our great staple ia of more or lees interest to our readers, we clip the following from a late number of the St Augustine (Fa.) Ancient City, for their perusal We learn that the past season has been one of unexampled prosperity to tbe planters of our State. The great staple of East Florida is sea island or long staple cotton. The producing regions of this species of cotton are confined to tbe sea islands along the coast ef Carolina.

Geor gia and the Peninsula of Florida. Tbe islands on the coast produce tbe finest description of cotton known, and this cotton this season has brought as high as 38 cents per pound. The lands producing; these fine cottons have been in cultivation over one hundred years, and their fertility is now maintained by the free application of marsh mud and marsh grass, taken from the tidewater creeks, and the application of about twelve bushels of salt to tbe acre, putting about one quart of salt to the task row. The finest cottons are principally used in France to mix with silk fabrics. The next quality of lone staple is the cotton raised in the Peninsula of Florida, known in the market aa Florida cotton.

The whole Peninsula of Florida produces this cotton, which has sold in the market the present season at from 39 to 48 cents per pound, according to quality. The pine lands improved by cowpenuing make fine crops, but tbe best description of soil is considered the gray hammock, which has rather a sandy appearance. The product per acre on pine lands is from 500 to 1,000 pounds seed cotton to the acre, and the hammocks from 1,000 to 2,000 pounds per acre this cotton will make about 250 pounds of clean cotton to tbe 1,000 pounds of seed cotton, which at 40 cents per pound, would make the pine lands yield from $50 to $100 per acre, and tbe hammocks from $100 to 300 per acre. The crop of tne present season wouia luuy sustain tnis statement, as the complaint has been universally made that much more cotton had been planted than they could possibly pick out. These fine cottons were formnrlv einnnrl nut by a hand gin, in order to avoid injury to tbe staple, which would be destroyed by the use of the saw gin used in preparing the short staple cotton subsequently roller gins were employed, worked by horse power, and recently the McCarthy gin is preferred to all others, as best preserving the length ef the staple and giving the cot to a smooth carded appearance.

The disadvantages of raising long cotton are its lesser product, its requiring peculiar soils, its greater difficulty in gathering, and its more expensive ginning. OITT I ITT EC I If OK. Inqcxst.
