The duty of noting reports to4he Saperintendent of Pub lic Education is, by the. present law, aevoivea upon the Parish Treasurer, an offi.ee having no direct connection with the schools, and consequently having no access" to the facts which it is important to make public while the administrators of the schools have sot im pressed upon them by any legal responsibility the importance of frequent communications with the head of the whole State organization. The result is just what any practical mind could have anticipated, a lamentable condition of ignorance so distinctly set forth in the Superintendent's report, The proposition of the Superintendent of Public Education to revive the i'anati super, intendents. in order to rectify the evil expe rienced, so far as it can be reached by the creation of numerous officers having no direct official intercourse with each other, and no bond of professional union, may palliate, but cannot altogether remove it. A radical ditfl ulty will still remain.

The superintendents will be district politicians, and not professional teachers. Men will be chosen, who may be supposed capable of strengthening local tickets, without any regard to their ex perience as educators, or that scholarship which is absolutely necessary to render them anything but de.ad weights, as they proved before the office was abolished, to the entire ry stem of public schools. If there is an earnest desire to adopt measures which cannot fail to accomplish the most bappy results, not only in spreading into every district the benefit of efficient schools, but of producing a class of professional men filled with real and enthusiasm for the cause of learning, and thoroughly imbued with true Southern feeling, let the Legislature frame and adopt a bill which shall contain the following 1. Elevate the great body of teachers into profession. 2.

Give into their hands, in their collective capacity, the control of education. In other words, by legislative acts, let the teacher, like the lawyer or the physician, be capable of exercising his profession in the pubjic schools of Louisiana, only after having received his diploma of qualification from the authorised committees of teachers and give to these committees the authority to examine all applicants for situations within the State, rejecting the unworthy and unqualified, and approving apd admitting as members of the great body of the profession of teachers those who are fully competent to direct the educa tion of the sons and daughters of the State. This will dignify the calling of teachers. It will secure competence wherever a school ex ists. It will awaken teachers themselves' to effort to improve and extend the usefulness of the system.

Making every individual teacher amenable to the great body itself of which ha is a member bringing him into close contact with the entire profession, and producing personal, intercourse in annual or semi annual conventions, he will discharge the duty so completely neglected, and there will be no lack of information of the condition of every school, and of the wants and peculiarities of each district in the State. Let the Parish Superintendents be elected from professional teachers alone, and by the profession at large in its annual convention. Establish a normal school for the instruction of teachers in their vocation, and make it a de. partment of the University of Louisiana, or of tbe Slate Seminary, or of both, and the day will not, be distant when the schools and the profession will be filled by the sons and daughters of the State. Practical minds are convinced that other measures will only slightly palliate the present inefficiency of the system, but will not infuse into it that.

vitality and energy which will ultimately render it not only what the wants of the people of the State' demand, but pattern for those older members of the con. federacy who have been even the pioneers in the cause of popular education. High Water at all Pointi.The Natchitoches Chronicle, 16th reports the river very high at all points in that region, and now navigable by the largest boats in the Bed Biyef trade, through Cane and Little rivers. Wo have already recorded the proposition of Mr. Henry Bielly and others to construct a telegraph line from the borders of civilization to theSonth Pass of the Tiocky Mountains, and its refeaence by the Senate to an appropriate committee. From a copy of the memorial we learn that the plan is to establish lines of stockades along the route at intervals of ten or twenty miles, the United States soldiers to dp the work and protect the lines when com. pleted. St. Lopis, Jan. 22. The State party. have elected their State officers, and they have a majority in the Klver and Steamboat News.

Vicksbcrg, Jan. 22. The steamboat L. M. Kenhett passed thisfpoint at 9 o'clock last night, and the Adams at 10 o'clock this morn ing, on their way down to New Orleans.

Later from St Thomas. Arrival ef tb.e8h.ip Richmond. Capt. Gookin, of the ship Richmond, arrived Yesterday from St. Thomas, which port she left on the 5fh reports that the schooner Virginia Price' arrived on the 4th bound to St JDroix, with loss of foremast, and other wiBe damaged.

Same day arrived the schooner Eenj. Delano, Capt. Bakjer, from Malta, bound to Boston, with loss of sails and spars. Capt. Gookin took from her eight passengers, and brougM them to this city.

On the 3d the U. S. supply steamer Shubnck, Capt De Camp, from Philadelphia, bound to California, put in, short of coal, also having sustained damages. The British ship Sultan; Capt. Hunter, was ready, and would sail on the 12th inst for this port.

On the 10th inst, 10' miles east from Cape Antonio, south side of Cuba, saw a large bark ashore, with painted and white stripe around her monkey rail, apparently American her spars were all standing, and had not been asohrelong. On the 18th 140 miles from the bar, the ship Richmond was struck by lightning, straightening the band on the main top mast, splintering the yard, knocking the men off the main yard. The man at the wheel was knocked senseless. Capt. Gookin, while sitting in the cabin, was also stunned, but no oneJ was injured.

Novel Importation. The Quebec Mercury has intelligence of the shipment to that port from Ireland of 9,000 impregnated salmon ova. They are destined for an experimental propa gation pond therein. 1 he Superintendent of Fisheries had previously made a journey to variouB rivers in the Provinces with the same object in view, but too late to procure the ova of the Canada salmon. The Washington correspondent of the Philadelphia Press says the Administration has positive evidence that Gen.

Lane, of Kan. sas, is a Mormon spy. Fedcttrian Feat. Alfred Ebon, an English man, twenty nve, years 01 age, nas just ac complished, in Hartford, the gieat feat of walkinc one hundred and eight consecutive Lour without sleep or rest. Novel Way to Collect a Debt.

A few Sun days ago, during divine service at Byron, N. an honest looking man rose up and asked permission to say a few words He said he wished to inform them that he had worked for a member of this church (pointing his finger at and naming the individual) for three months at thirteen dollars per month, and that he had refused to pay him. It ia written that many were impressed with the belief that this was a better plan than going before a Justice to collect the debt, front which we conclude that the member shelled out on the. spot. Memory of the Late Senator Taylor.

The following were the resolutions offered in the Senate on Tuesday by Mr Gardere, of Jefferson, in honor of the memory of the late Hon. W. R. Taylor, of St. Charles, and unanimously adopted by that body XV'hereas, the bite Hon.

W. R. Taylor, of St. Charles, has been struck from amongst us, while on his way to Europe, and away from his home; And whereas. during his Jegislative career, the late Hon.

W. B. Taylor has proven himself, both in private and public capacity, an honor to the State and an ornament to society Be it re sotted. That this Senate do sincerely sympathise witn the family and friends of the late Hon. W.

B. Taylor, in the sad loss inflicted on them by Providence, and that the members of the Senate shall wear the usual badges of mourning. Be it further resolved, That the family of the deceased be respectfully informed of these resolutions by the Secretary of the Senate. Living in Clover. Mm.

Swisshelm, formerly editor of the Pittsburg Visitor, is now living at St. Cloud, Minnesota, from which place she writes There is a very good supply of cattle here, and the beef killed off the prairie is quite equal to any stall fed I have ever eaten. This is selling at 10 cents a pound all round fine venison at 14 for haunches and 10 for quarters; rabbits, twice as large as in Western Pennsylvania, for 10 cents apiece. Pigeons 1 grew tired of, and pheasants I care nothing about the meat la too white. Wild ducks and prairie bens are delicious, and we have bad 4 fair supply.

But the fish Mr. M. with two others speared fish two hours last spring, and his share of the proceeds was something over a barrel of cleansed fish, principally pike and pickerel. In half an hour I caught three bass, so much alike one could scarce distinguish thems and each wanting from two to three ounees of four pounds. The whole face tbe country is interspersed with hikes and rivers teeming with fish.

President Buchanan' First Levee. The levee at the President's mansion on the evening of the 12th, being the first of the season, attended by a very numerous assemblage, of citizens of both sexes, official and unofficial, Senators, Bepresentatives, officers of the Army and Navy and the civil service of the country. The occasion was honored by the presence ot several of the representatives ef foreign friendly powers and subordinate members of the diplomatic corps.
