Failcbe op Jeckir At Mexico. We bats been shown a nnmber of private letters from the aity of Mezioo, most of them from banking firms, in referencA to tha fAilnre of Jscker tt and all represent the excitement to be very great almost a panic. It is feared Also that there will be a great deal of distress in So implicit was the confidence in this great banking house, that almost ererr little dealer or head of a family had deposits there, in larger or smaller amounts.

According to one account, eight millions of dollars would hardly coyer the en tire sum. It is said, among other things, that the first ran upon the bank was by the Liberals, and in accordance with a preconcerted plan. This may be so, bat it can hardly be the real canse of the failure. It is more probable that in this way the nnsoondneas of tha concern was first bronght to light. How long afterwards the ran continued, before the bank closed np, we are not informed.

Hut it would appear that Some two or three millions were first drawn out. One commercial house, however, more confiding than the rest, had nearly a million of deposits in the bank when the doors were closed. The other four or five millions were distributed among every class of people in toe city. It is generally believed, in the best informed commercial circles, that Jecker Co. had an immense nnmber of bills in or en route to Europe.

This is very probable. The difficulty of getting money out of the country during tha recent revolutionary troubles has the last year made the bills of a house, of the highest standing and credit, especially in London, peculiarly desirable for remittance abroad. The news will, therefore, be likely to create some excitement, not only is Lon don, but in Paris, Hamburg and Madrid. It was taken out yesterday by tha Persia. t7 The Kew Orleans Chamber of Com merce will meet to day, at 5 o'clock P.

Wa have re ceived An official communication, prepared by Attorney General Black, for the use of Con gress, relative to the California land claims against the Government, which have been presented to the Land Commissioners under the act of 1861. It appears that no tens than 803 claims, eoverhig 19,148 square miles of United States territory in California, have been laid before the Laud Commissi oner under the above act, nearly all of which were confirmed either bv 'them, or tha District Courts to which they were appaAisa. Almost every spot wnien tne Government might require to use, either for national defences or lighthouse purposes, was saddled with soma kind of a chum purporting to have been granted by the Mexican Govern ment previous to the termination of the war and the cession of California.

The amount of property involved is about but the Attorney General itates that, by sending commissioners to San Francisco and the city of Mexico, he has succeeded in eliciting such A history of fraud, falsification and perjury as will defeat two thirds of these claitna. Judge Black gives some very in te reeling detail of many of the leading claims among that of the celebrated Almaden quicksilver mine, claimed by a company of ALexi cans "and Englishmen, who have been re BfaThtg its wealth at the rate of $1,000,000 a year, and have already abstxacted $8,000,000 worth of qnicAailver. The ptavcticAl duties ef the Board of Health ata now limited to the maintenance of a quarantine against vessels coming from ports where yellow lever or other dsj)grois diseases prevail.

It aaa scarcely be doabtad that the Legislature deajgried a wider sphere ft action for this body, when the law creating it was passed. It undoubtedly was expected that the officers composing the BoArd of Health should Act as A sanitary commission for the city of New Orleans, exercising a careful supervision over tba streets, levees, buildings, lots and vacant property of thrfcity, respecting nuisances, and securing their speedy abatement and suggesting sanitary measures which, digested by the Council into taws, should ultimately form A system of sanitary measures that would improve the general healtfi of the town. A conflict between the Street Commissioner and the members of the Board in regard to jurisdiction over the streets has been the excuse for total inaction by the latter body. The entire machinery of the Board, maintained by heavy taxation upon onr commerce, has eon sequently become utterly useless, effecting only one result the keeping of the mortuary records of the city. No instance can be mentioned of such A failure to effect any good outside of New Orleans.

Elsewhere so many sinecure offices cannot be found. What single report on the sanitary condition of the city can be named What suggestion has come before the Council with the sanction of professional members of the Board What nuisance has been presented to the officers of the city for abatement It is possible, we believe, for the Street Commissioner and the Board to agree on a plan of cooperation which shall effect important results. It is to be presumed that the medical gentlemen in the Board of Health have made sanitary laws a subject of study, and that they are acquainted with the happy results, in most of the large cities of the world, of measures to improve the public health. Why should not their knowledge prove of advantage to New Orleans As soon as the new Street Commissioner is invested with office, we suggest that the Board endeavor to obtain bis active cooperation in reducing its recommendations tt practice. It is important that the Board should appoint health wardens for the city, divided into such districts as faitliful officers of this character can inspea't thoroughly once or twice a week, who shall report to the Board and ta the Street Commissioner all nuisances, with suggestions for the improvement of oar sanitary condition, while on the part of the Street Commissioner the duty should devolve of carrying such suggestions into practical operation.

We have no doubt if the Board of Health will attempt to be useful, no obstacle will be thrown in their way by the Street Commissioner. Will the Board now make the effort to secure the cooperation of this officer to improve the means of health of New Orleans Fran Arkaaaaa. Convicted. THE REVOLUTION IS SICILY: TxltxmphAjit March of Garibaldi. a a Want the Great rawer TAlaA af It. Onr European files by the stearmhip Van. derbilt, at New York, from Havre And Southampton, WedBaaday, tba 33d ulu, came to hand thia morning.

The Vanderbilt brought oat 336 mMingeis and the usual French and Eaghsh. mails. The voyage out And home wsa throughout very stormy and unseasonable. Between latitude 47 20, longitude 47, and latitude 46 40, longitude 4J, she passed several large icebergs. The absorbing news by this arrival is concerning the great expedition to Sicily, and the progress of the revolution, not only in that island, but throughout Southern Italy.

The latest accounts, received by telegraph, are fully supported by the mails. From the place of his landing to Palermo, now in his possession, Garibaldi's march was a triumphant one, and everything was confusion and panic among the Royalists. On the other hand, the people were rising en matte, and the Sicilian National Committee had issued a stirring proclamation, calling all lovers of liberty to arms. They conclude as follows us applaud the noble efforts the youthful combatants: the country will cherish their names, and hold them up a models of heroic virtues and sublime self sacritice. We will remain sumnch at our post, even tbonirh it should lead ul to prison or the scaffold.

We will stand firm, repeating the words ef an illuetrions treueral, Brethren, if we advance, follow us if we fall, pass over us and march on!" Italy forever! Victor Krsanuel tir; ever Wratfa et tke Kiaar ef Maplea. In the meantime the Kint; of Naplev had addressed, through his Minister of Foreign Affairs, a circular to the Courts of Kurope The King of the Two Sicilies does not seek to dissemble not only his surprise, but his indignation at the audacious and criminal enterprise of Garibaldi. Cum fa applies the mo severe terms to the partisan leader and his companions, and after having compared them to filibusters and pirates, he sets forth the punishment they would ment. Hut the topic tbat engrosses the Neapolitan Minister is the negligence exhibited by the Sardinian Government in watching the doinirs and bearing of Garibaldi, and the indifference evinced towards tha interests of the throne of the King of the Two Sicilies and the tranquillity of his subjects, in allowing frarihaldi the time and means to embark from a Sardinian port to set in a blaze the. States of a neighboring and friendly sovereign.

The Commandeur concludes, not by threats, but by phrases that may be taken as a protest against the Piedmontese policy a protest which the King of Naples desires Europe should take note of. Peeltlen af fSardlala. The King of Sardinia himself, would aeem to feel the force of these strictares, and through the Turin official Gazette, bas put forward the following The Government disapproved of General Garibaldi's expedition, ana sought to preveut it by all the means allowed by prudence and the laws. The expedition has taken place in spite of the vigilance of the local authorities; it has been aided by the sympathy of the people for the Sicilian cause. Scarcely was the departure of the volunteers known than the royal fleet received orders to follow the two steamers, and prevent a disembarkation.

But the royal fleet was not successful any more than the Neapolitan fleet, which yet had been tmiaing for several days in Sicilian waters. Anion el" Aaatrla. A letter from Trieste, of the makes the following authoritative statement: The dangerous turn which affairs in Sicily are taking, has induced the Auetrian Government, as is already known, to send a squadron to the coast of that island, in order, in case of need, to give the protection of Austrian vessels of war to the subjects who reside in the Kingdom of Naples. For that purpose all the dir posable steamers have been collected under the orders of Com. de Wullerstorlt'.

lie left this port for Pola yesterday, to join the vessels there, and will proceed with them immediately to the coast of Sicily. The squadron will be composed of two filtrates and two corvettes. The Detby Races. The Bettiaa and the Harare. The Vanderbilt also brings to us full particulars of the great Derby Races, the result of which has already been announced.

A letter tlins states the betting: The Americans in London, and, in fact, many of the best English judges of the turf, placed the fullest confidence Umpire, and believed, judging from his performances last fall, be was safe to win the JLrerby. I visited buy at Newmarket, and there saw Brown, bis trainer, who told me he possessed greater strength than any horse on the heath. So every Monday at Tattersall in the betting room, Vmpire stood firm and advanced gradually till be became the favorite, until Wizard won the 20U0 irniuea stakes at Newmarket even then he held his own, and on the morning of the race he was 9 to 2, while Wizard was 5 to Thormanby 11 Horror 'JO to 1. Thus the betting stood. The Field supported Umpire as the winner: so did the Era while the last telegraph to the Racing Tunes titled mpire will win the Derby." The day previous to the race 1 visited Epsom, and! there saw Thormanby, Wizard, 1 mpire and Horror take their gal lope, and most certainly never did A horse look better than Umpire, and my confidence in him was greater than ever.

Thormanby is the winner, Wiuird is the second, and Horror, who was thought nothing of, is the third while Umpire was. I think, the eleventh. The judgment of every one was at fault all the predictions and calculation made were erroneous, and all 1 stayed in KnL'laud for resulted in disappointment Mr. Tea Broeck, during the race, wore a face as calm as summer, and wheu ths an nounvemenl was made his coolner was the ean.e. He lost no money, but ptmed nearly ot course there will be mauy inquiries made as ie the auses of the deft at of Umpire, and that eo badly.

The los to Ameri cans is very severe. So much confidence was placed in his abilities by Knirlishmen that they were sure of winning. We shall perhaps soon know the cause. Later Iraaa Texas. Dulia Vouniy Whfit.

The (ittvestou Civilian bas received samples Texas wheat from Dallas. The following tact ia proof of the capacity of that country for this staple This sample is from the second sowing, the first having been destroyed by froet. It is not often that better wheat can be shown, even where no casualty has occurred; the heads are all well filled with rouud and plump grains, which will weigh near seveuty pounds to the bushel. We are glad to learn that the iniury by the frot will not result in as heavy a loss as was once anticipated, but that the wheat crop of the State will probably be sufficient for the consumption of nearly all tin interior counties.
