Section 1. Tbe Congress of the Confederate States of America do enact that tbe President of tbe Confederate Statea be, and he is hereby authorized, at any lime within twelve months after the passage of this act, to borrow, on the credit of tbe Confederate Statea, a sum not exceeding fifteen millions of dollars, or so much thereof ss in his opinion tha exigencies of the public service may require, to be applied as the payment of appropriations made by law for the support of the Government and lor tbe defence of the Confederate 8tates. Sec a. The Secretary of the Treasury is hereby authorized, by the consent ol the President of the Confederate States, to cause to be preprred certificates of stock or bonds, in sucb sums as are hereinafter mentioned, for the amount to be borrowed as aforesaid, to be signed by the Register of tbe Treasury, and sealer) wi' the seal of the T.easury aud tbe said certificates of stock or bonds shall be made payable at tbe expiration of ten years from the first day of September next and tbe interest thereon aball be paid semi annually, at the rate of 8 per cent, per annum, at the Treasury and such other place as tbe secretary of the Treasury may designate. And to the bonds which shall be issued, as aforesaid, shall be attached coupons for the aeni annual interest wbicb may accrue.

Which coupons may be signed by officers to be appoi jte3 for the purpose by tbe Secretary of tbe Treasury. Aud the faith of tha Confederate Statea is hereby pledged fir the due payment of tbe principal and interest ot the said stock and bonds. Sec s.
