Blowing off Steam to Prevent Erplosiont. This neglect to blow off the steam when vessels stop, it is said, is one of the chief dangers of steam navigation. While the engine is not at work, of course no steam is drawn from the boilers, where it is allowed to accumulate, as the heat of tbe boiler increases. But the first stroke of the pumps, throwing cold water into contact with the hot surfaces, generates additional steam and increased pressure. It is for this reason that explosions occur more frequently when vessels are ust moving off than when they are under full headway.

The Albany Argus says We learn from a passenger on board the Rein deer, who reached this city bv railroad on Satur day evening, that no steam was let off while the boat lay at Maiden and that he. aDDretiendinc danger from that circumstance, was in the act of walking aft on tne promenade deck for greater safety, when the explosion took place. Whatever strictures have been passed upon the conduct of Congress at the la'e session, it must be admitted that they were very liberal to this District and to every one in it who was in any wav connected with the Government and a proper consideration of such matters is, with us, the acknowledged test of intelligent patriotism. The city is anile refreshed with the annual overflow from the Treasury, to say nothing of tue continued streams which ordinarily descend from it To build ud this city and lit it for a pleasant and comfortable residence, not only for those connected with the Government and those having business with it but for persons of leisure and intelligence, whom the conveniences and attractions of the political metropolis will bring to it ought to be, us it is, the peculiar care of Congress. The Executive Government ought also to do its Dart towards the same obiect bv the exercise of their discretionary powers in such a manner as will secure to the city all the benefits incidental to tbe permanent establishments which are to be made here for public purposes. such establishments as the armv asylum, the lunatic asylum, the agricultural school, aud many other public establishments which will ultimately be created here by the Uovernmeut should be within or ct.uliguous to the city, in the beautiful range of heights that borders it upon the north, inviting occupancy and improvement, and the creation of magnificent structures, which, while tney win he monuments to tne arts, will also at test the beniheence and utility of the National Government and elevate the patriotism of the people. An opposite policy would be to bide these institutions in the woods, at places remote from the city, and distant from each other, with a view to enhance the cost of the establish ments, both in the expense of tbe buildings, and in the great national cost ol access to them, and of all supplies sent to them.

So they are so unlucky as to have the name without the game of corruption. As to the bribery, it is not charged distinctly against any member of Congress: and if bribes have been offered or promised, still it will be found, I ima gine, that they have not been paid.

There was a man once who tried to bribe a Congressman, (Lewis Williams.) and it raised a great excite ment.
