We call tbe attention of our readers to tbe notice in our advertising columns of a proposed expedition to Liberia, to sail from this port ia December. Last year many emigrant were disappointed in obtaining passage; to avoid this disappointment this year we advice them to send in their names to tbe secretary, at 1 1 Exchange Place, as soon as possible. The society, we learn, intend to send a large vessel with ample accommodation for freight and passengers. Advices have been received from Liberia as late as the llih of Juoe all was provperou. The emigrants by the Zebra were well and in fine spirits.

Some who went out merely to look at the country have determined to remain. "A Hnrr. A correspondent signing himself Medicos," suggests that it Would be much to tbe relief of doctors just now if the Relief Committee1 of the Howard As.ociation, and others desirous of procuring for rick persons medical ad vice, would write their directions legibly, and specify exsctly where the patient is to be found. The Savannah Courier of the 13th says: It would really seem as if the Government were resolved to reduce the mail service between thU city and New Orleans to a tri weekly standard Very frequently, in fact, almost continually, wr receive two paper mails while tbe neves" even of the latest dates is oceaiionaliv anticipated through the Charleston papers. This ought not to be the case, and we sincerely trust that thv postmaster in this city may give tbe eubj ct bii earllest attention. At present our New Orleanr exchanges are completely valueless.

The Morning News of tbe same date says The Western mail yesterday morninc brought us the New Orleans papers of the Otb, and 7th inst We would make tbe same complaint of our mails from the East, but we find that complain, are use lees. The mail contractors appear to think that anything coming from New Orleanr just now must be unheeded, unnoticed, unap: proached. We don't think our Savannah exchanges are completely valueless. They sometimes bring the Savannah iSttu, and promptly bring us tbe proof that our friends in that spirited and enterprising city are friends in deed as well as in name. Long may tbey live That is just now the best wieh we can devise.

Mobile Items. The Board of Aldermen of Mobile, in reference to the health of that city, have passed a resolu tioa placing 1 1,000 at the order of the Mayor, to be expended in the necessary precautions fur preserving the health of tbe city. This, the Advertiser says, is an excellent move, and will donhtioss be concurred in by the Common Council. Tbe watering places across the bay, rays the Advertiser, were never so full of visitors as daring the present season, the number of familite from New Orleans far exceeding the uual average. Baltimore, Savannah and Mobile are the only cities south of Mason and Dixon's line that appear to have any active sympathy with our suffering and stricken population. They, too, acted promptly and liberally, and have an equal share ia our warm aad sincere regard and thanks. We see that Natchez and Baton Rouge have adopted quarantine Vegulatione, whereby to save their inhabitants from the contamination of our epidemic They do wisely andawe trust thst all the towns and plantations on the Mississippi or its branches will follow this prudeut example. We believe that we have published the only donations received here from the Estates, counties, pnru.be, cities, towns, villaaes aod plantations on the above river and its branches. They amount to one hundred and sixty dollars one hundred and fifty dollars from the French Con sul here, rusticating up the coast, and ten dollars from one of our subscriber at Plaquemine.

Later from Texas. By the steamship Mexico, which arrived yes terdav, we have full files of Texas papers. Tbe latest Galveston dates are to the 12th inst Tbe authorities of Galveston have adopted quarantine regulations tor all vessels arriving there from all ports or places beyond the limits of the State. Tbe anchorage is abreart of Mus quiie Isiand, and vessels are to remain there for uot more thau twenty days. lr.

A. Man wood is health and port physician and boat ding officer, and is to receive $Ij for each vessel boarded by him. A Board of Health has also been appointed We have a copy of the regulations adopted, which persons interested can see by calling at our office. The steamship Mexico, wh'ch arrived at Gal. veeton on the tin inst lrom this city, was de tained at the quarantine ground, and none of the passmcers were permitted to go on shore for twenty four hours after her arrival the mail was also detained, and no letters or papers were permitted to be sent to Houston.

The Guadalupe is underguior repairs in Buffalo Bayou for the same trade. Tbe Magnolia is also expected to resume her place in that river. The steamers Vim. Penb and Major Harris are now iu the Brazos, and ready to run as soon as there is any inducement to do no. Several new boats are also expected for these river.

Tbe lodianola Bulletin deuie the existence of yellow fever at that place. Lieut Stevens, wiih twenty or twenty five men, has left Iudianola, to commence operations on the Colorado raft From the relurui. it appears that the bill appropriating ,000 for clearing out the Texas rivers bas been rejected. Tbe Galveston News saje Col. Clute commenced putting down the telegraph posts in this city on Monday last, beginning at tbe post office, in the second story of which he will have bis office.

Tbe posts by this time are all put down a far as the crossing of the bat at Deer Island. The crossing is effected by enclosing the wire in gutta percha and placing it under water. The line, we understand, is completed from Houston to Virginia Point, and the whole line from ibid city to Houston will now soon be in operation. We observe that this line in tbe eastern part ol uie Mate is progressing as last as circumstances win permit, ine weatner has been very unfavorable for some time past and has occasioned some unavoidable deiav. The reports from the Brazos Canal are of tbe most encouraging character.

entertains no doubt that the canal will be completed by February next Our planters are now generally engaged in pickiug, aud all accouuts encourage the hope of a very tine crop, at least one tbird larger than that of last year. Four bale of new cotton in all have been sold at Galveston for twelve cents per pound. They classed a good middling. Tbe Indianola Bulletin saya We felt alarmed aome two weeks ago at vacue rumors of tbe appearance of the cotton worm, but rejoice to learn that tbey have entirely disappeared, and that throughout tbe twelve or tif teen cotton counties of tbe west the cotton crop is very promising. We therefore anticipate a much larger crop than ever before made.

Tbe wheat crops of Central and Northern Texas are said to be excellent Prairie bay has become an article of general use in Indianola, and is found to be very good and much cheaper thau Northern hay. The Houston Telegraph says: Mr. Koese, the engineer of the Houston and Austin or Galveston and Red River Railroad, has recently sorveved another line from tbe Cypress to Cockran'a Sboajs on the Brazos, a few miles below Hill' Ferry. Tbe distance by this route to tbe Brazos is only four mile less than the route to Warrn. Tbe company will probably cause another route to be survoyed to a point on the Brazos above Warren, and near Rock Islsnd Ferry.

Tbey have not yet determined what point they will select to cross tbe river, or whether tbey will cross it at alL There are about twenty hands still at work on the road, and they will probably increase the number to oue or two hundred in autumn. The section between Houston and the Cypress will probably be graded in tbe course of the winter. The crows ties for this section will probably be furnished in a few months. We learn from Orville Clark, who arrived here on Saturday evening from Nacogdoches, that Gen Rusk and Col. Johnson, with a corona nv of a boot thirty persona, intend to start in a day or two for El Paso, to examine the route for the Pacific Railroad.

Dr. Salisbury, the geolo gist appointed by the Pacific Railroad Company, and several other scientific gentlemen, will be in the company. Tbey expect to return to Austin ia two months. Gen. Clark is highly pleased with the portions of Texas that he has visited.

15 111 reported on good authority that tbe instructions from the Admin ministration to Mr. Gadsden, the Minister to Mexico, are to insist on the grant to the I'nited States of the free right of way for a railroad to tbe Pacific, aleng the '23d parallel of uorlh latitude. For this the United States will agree, accord ing to tbe report to relinquish all its claims on the Mexican Government in tbe Tehuanteper affair, will give Mexico indemnification for all depredation from American frontiers into its confines, and will share with that country in the advantages of this railroad. The Shreveport Southwestern of tbe loth inst says The river continues to decline. The receu' dry weather has greatly improved the cotton in this parish, and gives promise that tbe crop will be a good oue. A merchant of this place, just returned from a journey through Eastern Texas, informs us tbat with the exception of Harrison county the crops of cotton and corn will be larger in that section of country than at any time during tbe last three years. On tbe other side of the river, on tbe contrary, fever are uncommon, but when tuey uo occur they are violent and malignant A young man named Presaly Phillips, while intoxicated, is said to bave fallen from the steam boat Choctaw at Sbreveport, and been drowned, not many nights since. The Mansfield Advertiser states that the coco grata has made its appearance in the parish of IJeSoto.
