James L. Buckley-of New York, elected last November on the Conservative Party ticket, to the GOP conference. Sen. John G. Tower, emerging from the closed meeting to escort Buckley into the conference, told reporters the vote was 36 to 3.

Buckley, who defeated Republican incumbent Charles and Democrat Richard Ottinger with the blessing of the Nixon administration, said earlier in the week he would ask to be listed as Con-servativ e-Republican and would seek admission to the Republican conference. Sen. Jacob K. Javits, who strongly backed Goodell in the election, had sought creation of a committee to decide if Buckley should be admitted to the GOP conference. But Republican leaders reportedly rejected that proposal at a closed meeting Wednesday night.

Buckley says his Conservative party may run another S. senate candidate from his state in 1974. Javits would be 70 then and might not seek a fourth term.
