For Record 53,000 Two Plqns Proposed 's Private Car Sold Congress Gears Up for Budget Control At a Scottsdale Auction ByUlLL ROBERTS Associated Press Writer SCOTTSDALE (AP) Qneof Die prize spoils of World War II, Adolph HiUer's private car, has been sold for record $153,000. Inside a large tent at (he cattle-style auction Saturday, the former Tom Barrett, sat behind the steering wheel and blared a siren each time the bid climbed higher. "It was a fair price," a smfling Barrett said later. "But in five years it wiH be $250.000." Sources said Barrett had $77,000 invested in the car. The car, a long, sleek Mercedes-Benz, was purchased by Earl dark of the-Duteh Won- dcrland Museum in Lancaster, Penn.

"It was more than I expected to pay for it," Clark said. "But I never doubted that it would be mine." Clark said he would ship the tar back to Lancaster and construct a -special building to wihibk the black Mercedes, "1 guess 111 have to charge a UtHe to see it," he said, laughing. Barrett, who bought the car in 19(59, also sold another Hitler car for $93,000 to Bill Tanner, former campaign manager of "presidential hopeful George Wallace of Alabama. That auto, Barrett said, was specially built for Hitler in 1941 but was never considered his personal car. Auctioneers said the two cars cost more than $2 million in engineering and research and $60,000 in actual.material cost.

The bidding Saturday opened at $40,000 and took just a few minutes to break the old world record of $90,000. Auctioneer Dean Kruze said that was the price paid last Labor Day for Greta Garbo's 1933 Duescnberg in Auburn, Ind. When the bidding reached $120,000, the contest focused on. Clark and Dick Randall, an exhibitor from New Jersey. Clark, dressed in a brown, diamond-checked suit, slowly shook his head and huddled with associates each time the bid went up.

With several hundred persons cheering inside the crowded tent, Clark finally bid $153,000. few moments later, the NEWS BRIEFS AROUND THE WORLD Ban on Kiddie Program Commercials Hit WASHINGTON and major advertising agencies opposed today a proposal before the Federal Communications Commission to ban all commercials from children's television programs a move endorsed by citizens' groups. "I have $153,000, do I hear the auctioneer asked. There was no response. Barrett, driving the limousine from the tent with his children in the back and new owner at his side, said: "No second thoughts about selling it at all." Clark admitted he had never seen the car before Friday, when it went on public display in the tent. Besides exhibiting it, Clark said he plans to show it at fairs around the eastern United States. For Kruse, and his three auctioneer brothers who conducted the safe, Hitler's car was a dream come true.

Shortly after the auction began, he had received only $65 for an early 1950 model Chrysler. The Kruse brothers work on commission. During the auction, some owners refused to sell when bids stopped at a few hundred dollars. But Kruse realized before he came here that Hitler's car would be the top prize. Hitler transported himself, Mussolini, Baron Mannerheim and other notables in it on state occasions during the early years of World War II.

When the war began to sour, he gave it to Mannerheim, who shipped it from Finland to Sweden to keep the Russians from getting it. Later, the Swedish government seized it for taxes and traded the car to an American importing firm for an undisclosed-quantity of ball bearings. WASHINGTON (AP) Congress is preparing to begin its organized effort to get better control of the budget and in the process to regain some of the power which, its members contend, has slipped over the years to the White House. The 16 House members of a special committee created fay the last Congress to devise effective legislative budget machinery have set their first meeting; for Wednesday, Rep Al Ullman, said. Ullrruin is author of the provision creating the committee, enacted when Congress turned down President Nixon's request for sweeping authority to cut back funds the legislators had already authorised.

Ullman said he will propose establishment of permanent budget committees in both House and Senate, composed of senior members, of the two taxing and spending committees in body. These committees would be charged, he said, with examining the president's spending proposals and developing, within 60 days, a congressional budget that would set limits orratKapproprtetions. The regular congressional committees then would Rake over and produce the money biljs for the various government activities. At the end of the appropriating process, the budget committees would make a final review, recommending cutbacks and adjustments or, if the state of the economy required it, modifying the original budget ceiling. Ullman acknowledged, in an interview, that the last attempt to establish an effective congressional budget, in the 1940s, failed.
