Expanding with a marvelous rapidity of growth increasing in population in ratio which exceeds all example in th world's history, and proves the superabundance of all the comforts of I He rising hourly in the scale of nation for power, greatness and magnanimity, until, now in hardly the gristle of manhood, it measure Itself pruod and (ear. leesly with the mightiest and most ancient of Era pi res this Republic of our spread out before the world the most encouraging example of the strength and the blessings of political freedom, and we hope win, in all time, continue to be the bright example of an wnerent principle ny wnica sen governing communities reform, correct, and per petuate their own institutions. The foreign relations of the country are described in the message a entirely peacefuL The only en tjmglemeut which preseots any difficulty is that in relation to the Mosquito shore controversy with Great Britain. The President does not state the exaetnaiure of the aiaVrrmeea, bat the announce meet that farther negotiation are required and are actually pending and undetermined, in regard to the Nicaragua canal route, shows that there is a dis pute about the real Intent of the Bulwer and Clay ton treaty.

Under that treaty, aa it waa universally trued in the Unife.4 States, all difficulties in relation to Jthe canal routs in which Greet Britain could by possibility bars any concern were re moved. It seems, however, that the unofficial publications which have represented the controversy as reopened by the British pretensions were founded in truth, and we are engaged in new discussion, involving all the old questions. With this exception our country is without any serious subject ef debate with any foreign Govern ment whatever. The little affair with Portugal has blown over entirely, and aa amicable convention will soon settle the matters in dispute there. A large part of the message la devoted to a sug gestion of various measure for developing resources, inert using the security, and 'adding to the wealth and strength of the nation.

Some of them involve doctrine which have heretofore been made the issues ff political par. tie, ouch as the recommend aboas on the subject of the and th se in favor of internal im provements by the Federal Government. It is not to be expected that they will pass the ordeal of Congress without kn opposition and the revival of party issue. The President is faithful to the doctrine of the party to which be is attached bat following the meliorated temper of the times, he commends a modified and moderate system in tbeir applu ation. He asserts the tariff power in its amplest extent, but advise against any exclusive measure for protection.

He derives from the con stitution full power to make appropriatiooa for internal improrementa, but suggests limits of expediency in confining them to works of a general character. We shall see how far this moderation the proposed use of these powers will reconcile their opponents to the assertion of the right. The tooe of the message throughout is elevated, and it mere style correct and lucid. These are the terms with which the Northern frieods of the compromise appeal to the men of the North. The Southern friends of the compromise the Union men of the South were represented in the same meeting by Mr.

Cobb, of Georgia. His language In that position, standing among a Northern assemblage and looked to aa an exponent of the feelings and purpose of the Union men, who have been engaged in repressing the ultra and revolu tionary purposes to which some Impatient spirits in the South were hurrying the people, acquires a significance and interest even beyond that allotted to his eminent position and high character. Mr. Cobb does not profess to speak as one com missioned or authorized to represent Southern feelings, but as one, being of tne Soutn, having taken a leading part in the settlement of the compromise at Washington, and In recommending it during the late canvass In Georgia to the peop'e of the State as favorable and acceptable, whose opinions are entitled to great weight, and the expression in that place, and under these circumstances, win be scanned with the utmost scrutiny. He expressed bis decided conviction that Georgia accepted the compromise measure In the true and cordial spirit of a people anxious for union.
