Resolved, That in the opinion of this Convention, the conduct of the Holland Company, in their efforts to avoid the operation of said tax law, is a direct insult to the independence of the State of New-York and its Legislature, and a direct fraud upon the rights of its citizens. Resolved, That in the opinion of this Convention, a law ought to be passed, declaring any contract hereafter to be made with the Company, which contains a covenant for the settler to pay said tax, usurious and void in all its parts and that any attempt on the part of the Company or its agents to enforce the payment of such tax, should be declared a misdemeanor, whether said payment be required in reference to a present or future contract. Fox, of Cattaraugus, to carry into effect the foregoing resolutions that tbey have power to fill vacancies in their own body and appoint a secretary and treasurer, and that a majority of said committee residing in Erie with the Secretary and 1 rcasurer, shall have power to act in all matters, and that said Committee shall meet on the first Monday in every month, at such place in the city of Buffalo, as the Chairman of said Committee shall appoint, and at such other times as the Chairman thereof, giving to each member four days notice of the time of such meeting: that there be a corresponding committee of five persons in each county, and a town committee of three persons in each town, subordinate to the executive committee. Resolved, That the nelcssary funds be raised in each town from time to time, under the direction of the Executive Committee, and subject to the order of the Executive Committee, to defray the neces sary expenses to be incurred by the resolutions a-dopted at this convention. Resolved, That there be a commiitee of three persons appointed to prepare and publish an ad dress, corresponding with the spirit of these resolutions, and that the simc be circulated under the direction of the Executive Committee.

Resolved, That the Executive Committee be in structed to devise the ways and means to defray the expense of publishing the proceedings of the last Agrarian Convention. Upon searching the designated point of the heavens, with the naked eye, I readily found what I infer is the supposed Comet, which, by a calculation of the place of the planet Mars, I have ascertained it to be that body From the para bolick elements of Halley'n comet as given byClairault, I then calculated the place of that comet, on the first day of the present month. The result is as follows on the first of its Geocentrick latitude was ten degrees, fifty eUht minutes, Math longitude, ninety-nine degrees, forty-eight minutes. Its apparent location, at that time, as seen from the earth, was iuet beneath the star 38, near the south line of the Constellation Gemini. From this point it will seem to pass northwesterly, through the right hand of the Constellation Orion, thence a little north of the star Aldebaran, to its as-sending node, south of the Pleiades, tnlongitude fifty three degrees, forty-eight minutes. Dear Sir: The very unexpected appointment of a Delegate te the Agrarian Convention which is to meet this day, was, as I am informed, conferred on me at a meeting of the citizens of Buffalo, last evening. Having just returned from a journey, my time is much occupied at this moment with my private affairs; but this circumstance should not prevent my attention to this great publics: concern.if I tho't I could render any essential aid in the deliberations of the convention. Some six or eight years you may recollect, I contributed my exertions, such as they were, in bringing the subject of the subsisting relations between the Holland Company and the inhabitants of Western New York, before the publick, and the legislature and, although our proceedings did not then result in an entire accomplishment of all the bjects we had in view, they still effected an essential amelioration in the condition of the settlers. I entirely concur with the great body of settlers who are now engaged in prosecuting further measures of redress, that other and important legislative enactments, or essential modifications of the contracts between the Company and the required upon the strongest principles of justice but as I am uninformed as to the particular course of proceedings which the settlers have recently been pursuing, or the convention now propose to adopt and as my defective hearing would.prevent me from acquiring, as a mere listener to the deliberations of the Convention, that thorough knowledge of their views which is indispensable to intelligent action and as our town is already numerously and ably represented in that convention, 1 have thought that my attendance might well be dispensed with. Do not, however, understand that I wish to shun the subject.

On the contrary, it is my intention to make myself acquainted with the particular views and wishes of the inhabitants on this all interesting abject, aad three years past, I have only been prevented from attending to by the occurrence domestic misfortunes and should the convention deem it expedient to adopt hereafter any further measures, I will cheerfully unite with them in effecting suefc proper objects as they may have in Tiew. That the side walk on the west side of Main be graded and gravelled, as follows commencing at the termination ofthe flagging, in front of Judge Walden's dwelling house, from thence to Virginia st. 16 feet wide; from thtnee to Alleu St. 8 feet wide so much of side walk as is proposed to bo 8 feet wide, tin; westerly line thereof to be 5 feet from the lots adjoining the same; all of which to be done at the expense the owners of tile lands adjoining the same, within thirty days from this date. Adopted.

That the street Commissioner be authorized to contract for the grading of Mohawk from Main to Niagara at an expense not exceeding the estimate ofthe Street Com missioner, to be paid for out of money that may hereafter be raised for that purpose. Adopted. That the Street Commissioner be directed to inquire into the expediency of grading and working Church street, from Main st. to the Terrace of Franklin from Court st. to the Terrace; and Delaware from the Publick square to the Terrace.

Adopted-- That a committee be appointed to rpport such amendments to our City charter as they may deem expedient and necessary. Adopted, and the whole Council named as said committee.
