Tbe Michigan Senate, by a vote of 43 to 2 1, indefinitely postponed the bill repealing tne personal liberty law. In the Confederate Congress, Mr. Kenner presented the ordinance of the Louisiana Convention, transferring funds to the amount of about to tbe Government of the Confederate States. Tbe Confed Congress adopted the permanent corstitntion of the Confederate States. Iv! Tbe Confederate Commissioners in Watbington officially addressed Mr.

Seward, Secretary of State, informing him of the pur-poee of their arrival, and stating, in the language of tbeir instructions, their wish to make to the Government of the United States overtures for the opening of negotiations, with a view to a peaceful settlement of all the pending questions between the two Confederacies. Tbe National Intelligencer advocated the evacuation of Forts Sumter and Pickens. The Federal troops evacuated Fort Brown, on tbe Bio Grande, and were aub.eq neatly placed on board the steamship Daniel Webster for transportation to Key West and Tor-togas. The Lady Davis, the first war vessel put afloat by South Carolina since the war of independence, 1776, left Charleston for harbor defence, with a full crew. 8b was armed with 24 pounders and regularly equipped.

t- 13. In the Confederate Congress, the veil of secrecy was removed from the new tariff. In the Federal Senate, Ur. Douglas offered resolutions calling on Lincoln to report the entire policy of the new Administration in relation to the occupation of the Federal fortresses in tbe seceded States and all other measures having reference thereto. 14.

Tbe Alabama Convention, by a vote of 87 to 5, ratified the permanent constitu tion of the Confederate States. In the lower honse of the Louisiana Legislature resolutions were passed authorizing the transfer of the regular military of the State to the Provisional Government of the Confederate States, together with the necessary arms and munitions of war, and also to allow volunteers to take service under the Provisional Government. A Washington dispatch announced that Seward had asked time to consider tbe propositions submitted by the Confederate Com niirniocers, and that they had granted it. 15. Some 300 of the Texas volunteers who left Galveston for the Rio Grande, to demand the surrender of Fort Brown and other Federal military posts, having accomplished their object without bloodshed, returned to Galveston in tbe steamship General Iiusk.

The volunteers who remained on the Rio Grande were incorporated in six companies and garrisoned the military posts evacuated by the Federal troopa. 16. Tbe Confederate Congress adjourned nr-til tbe 13th of May. The MiMonri Convention, by CI to 30, voted down a resolution that Missouri would never countenance aid to the seceded Statea to make war on tbe Federal Government, nor provide men or money for the latter to coerce tbe seceded States. Tbe Georgia Convention RnanimoaIy ratified tbe permanent constitution of the Confederate States.

Gov. Iloueton, and Mr. Cave, Secretary of State, failed to appear before the Texas Convention to take the oath of office as prescribed ty tne convention, alter being duly notibed. Gen. Houston refused to recognize the convention, maintaining that, after passing the ordinance of secession, it had no existence.

Tbe convention thereupon, by a vote of 127 to 4, deposed the Governor and Secretary of State, and authorized Lieut. Gov. Clark to act as Governor until another was chosen. IS. In tbe Federal Senate, Mr.

Breckinridge, of Kentucky, urged the immediate withdrawal of the Federal troops from the seceded States. lie said he regarded the expressed policy of Lincoln's administration, as also his acts, as meaning war that in what his policy appeared pacific it was ruled by military necessity. The Arkansas Convention, by a vote of 39 to 35, voted down tbe ordinance of secession. Gov. Houston, of Texas, gave up his office to Lieut.

Gov. Clark. 19 The Savannah Republican announced that the Georgia arms seized in New York, and for which reprisals were made by the seizure of New York vessels at Savannah, had been released and shipped to their owners In Georgia. Mr. Yancey, of Alabama, one of the Confederate Commissioners to Europe, arrived in New Orleans.

20. The Kentucky Legislature reassembled in Frankfort. The Arkansas Convention passed an ordi nance providing for a vote of tha people, on tbe 0th of August, on secession or co-operation, and that if the veto should be for secession the convention should pass an ordinance of secession if for co-operation, the convention should take measures for co operation with tbe border slave States. Tbe Alabama Convention paseed an ordi nance providing tnat tne legislature enouia cede a district of ten miles square for the seat of Government of the Confederate States. Washington dUpatcbes announced that orders bad been forwarded for the evacuation of Fort Sumter, and that Major Anderson's command would leave Charleston on the 23d, in the steamship Columbia, for Hew York.

21. The Louisiana Legislature adjourned $ine die. The Missouri Convention, by a vote of to 7, passed a resolution recommenaing ice withdrawal of Federal troops from the seceded States whenever there was danger ef hostilities. Tbe Louisiana Convention, by a vote of 101 to 7, ratified rbe permanent constitution of the Confederate BtateA 22. The Missouri Convention elected seven dele sates to a border State convention, and then adjourned to the third Monday in December.

But it is not prescribed by West Point rules, and will not, I suppose, be marie.

Our commanders will wait till the forces thit hive been concentrated against us are disposed of in accordauce with the plans of Gen. Buell, and shall Hotify us that they are ready. I am confident of the triumph of the Southern arms whenever a battle shall be fought here.

If the enemy are left without an excuse for defeat the result will be the more crnsnicg to them and the more beneficial to us. As the guns are being mounted on tha fortifications which surround this city they are being experimented with, so as to learn their exact rsce sua effective, ness and thns the boom of cannon is beard at intervals all day Iods, doubtless carrying to distant rural neighborhoods the impression that tbe bittle ls ragtnf and the work of death going bravely on. Buckner should satisfy any ou that those who know bis abilities and influence in the State fear hitn more than all others but the President needs no such assurances of his capacity and fitness for cstnmand.
