Tuesday, New Mexico, Sept. 8, 1945 Las Veras DAILY OPTIC India -Pakistan War Embarrassing Russia EDITOR'S NOTE: Soviet Russia stands lose as much more than the West if the India Pakistan conflict escalates. UP I Henry Shapiro, dean of Westerm correspondent in the Soviet explains why in this analysis.) By HENRY SHAPIRO United Press International MOSCOW (UPI)-The Kremlin, which for several years has been making strenuous efforts to insure tranquility on its borders, appears strongly embarrassed by the PakistanIndia war so near its frontier. Alarmed by the fast spread of. hostilities over Kashmir, the Soviet leaders have appealed to India and Pakistan for a peacefu! settlement and offered them their -good offices toward that end.

Alex Maestas, Carlos Maestas, Leroy Cruz, Liandro Trujillo and Roberto Espinosa. NM To Receive Airport Money SANTA FE (UPI)- Only seven other states will receive smaller amounts of federal funds next year for construction and improvement of airports than Now Mexico. New Mexico will receive only $143,933 out of an $84.46 million federal fund package carmarked for airport facilities by the federal aviation agency last weck. New Mexico's total will be for five small projects in the state. Only Maine.

Delaware. Vermont, Nevada, Idaho, North Dakota and Wyoming will receive smaller amounts. Both Puerto Rico and the Virgin Islands received more than New Mexico. The five New Mexico projects approved were: -Estancia, $7,322, for land airport development. Mountainair, $5,463, for land-airport development and clear zoncs, plus boundary markers, a wind cone and fencing.

-Santa Fe. $108,424, to reconstruct the north-south runway and install taxiway signs. -Santa Rosa, $12,390, for land-airport development and fencing. Socorro, $10,334, to cOnstruct taxiway and apron plus fencing. Florida, California and Pennsylvania received the largest amounts of federal funds individually.

Florida will receive $7.4 million, California $6.82 million, and Pennsylvania $6.01 willjout tion of a potential peacemaker between two bourgeois countries, a contrast to what might have been Josef Stalin's attitude of "a plague on both your, houses." Relations Improve After Stalin's death, Russia slowly developed strong friendly political and economic relations with India and even threw its full support to Delhi on the Kashmir dispute. A greater measure of Soviet partiality to India came during the Chinese-Indian frontier conflict when Russia infuriated Peking by supporting "bourgeois" India against Communist China. Pakistan, on the other hand, as a member of the Central Treaty Organization (CENTO) and ally of the United States, was treated virtually as an enemy country. The situation changed radically after Pakistan President Mohammed Ayub Khan's relations with the U.S. cooled considerably and he developed a measure of friendliness with Moscow.

Two years ago former Premier Nikita S. Khrushchev circularized the nations of the world with a statement urging the settlement of current border disputes by negotiation alone, The statement was well received almost everywhere, but not in Red China which has darkly, though vaguely, hinted at possible Chinese claims to vast territories in Soviet Asia. Russia has reached the stage. where it cannot benefit from war between two non-Communist countries located too uncomfortably close to its frontiers and China's. Much To Lose Like the United States and Britain, which for 17 years have been unsuccessfully secking a peaceful settlement in Kashmir, Moscow has much to STUDENTS SIGNING IN LAS CRUCES (UPI)- The registrar's office said about 5,500 students are expected to attend New Mexico State University during the fall term which begins Sept.

16. About one-third of the total already have completed registration through the mail. Registration ends Sept. 15. BOARDINGS INCREASE A Airlines President Lewis DyDENVER (UPI)- Frontier mond said a total of 7,450 passengers boarded the airline's flights at five New Mexico ties during the month gust.

The boardings represented a 22 per cent boardings in August 1964, he said. Food Stamp Plan Extended SANTA FE (UPI)-The State Welfare Department's food stamp plan will be expended into four more New Mexico counties before the close of the year, Director Leo Murphy said today. The program, now in six Northern New Mexico counties, will be expended into Quay and Harding counties by Nov. 2, and into Colfax and Union counties by Dec. 1.

The program presently is opcrating in San Miguel, Santa Fe, Rio Taos, Mora and Sandoval counties. Murphy said the stamp program would replace existing surplus commodities distribution in the four counties. He said the program replaced commodities distribution in the six counties when it was initiated. The food stamp program is eligible to all low income families regardless of whether or not they qualify for direct welfare payments. The requirements for participation in the program depend largely on the number of dependents in a family in relation to the income of the family.

Reservoir Storage Abundant This Year TRUTH OR CONSEQUENCES (UPI)- Water storage in Elephant Butte and Caballo reservoirs is more abundant than in several years, W. F. Resch, Rio Grande Conservancy District project engineer said Tuesday. Total storage in the two lakes is 293,500 acre-feet, of which 272,700 is in Elcphant Butte. The total is still well below the 865,000 acre-fect average September storage figure but tar above last year's 48,400 acre feet.

Resch expects the lake levels to be in good shape by pext Spring with adequate winter moisture. EVALUATE CAP HOBBS (UP!) -Officers from Ellington Air Force Base, will evaluate search and rescue operations of the New Mexico Civil Air Patrol in Hobbs, Sept. 17-19. CAP Maj. Robert Barbarce, commander of the Hobbs unit, will direct operations for the benefit of the Air Force inspectorsi and little or nothing to lose gain from an escalation of confict on the Asia sub-continent.

In addition to its anxieties over Viet Namn, the Chinese aggressive ideological challenge and domestic economic problems, the Kremlin may be faced with the unpleasant dilemma of taking sides between two friendly powers. Should the war between India and Pakistan continue and escalate the Kremlin may be forced into a decision whether to support one side or another. At the moment as one Western ambassador put it, "Russia is neutral but more neutral on the side of India." Other diplomatic observers are of the opinion that, in case of a showdown, Moscow will side with New Delhi. It that happens, Peking is likely to throw its full support 10 Pakistan, raising the possibility of placing the giant leaders of international communisti1 on opposite sides. The strong Indian Communist party, already split by the SinoSoviet rivalry, will be further fragmented.

Further complications would arise with the seemingly inevitable intervention of the major Western powers. As seen from here, Moscow has as much if not more interest than other great powers in 2 peaceful settlement and would be greatly relieved by a cessation of hostilities. Congress Authorizes Lifetime Protection WASHINGTON (UPI) -Lifetime Secret Service protection for former Presidents and up to four years of protection for their widows and younger children has been authorized by Congress. The House Tuesday compiled congressional action on the legislation after being told of threats to the lives of former President Dwight D. Eisenhower and the two children of Mrs.

John F. The bill was sent to the White House for President Johnson's signature. LB.J Doesn't Expect Steel Price Increase (UPI) The Johnson administration does not expect an increase in steel prices to follow the labor settlement in the industry, an informed source said today. The high level of steel imports--now at a record figure of more than 10 million tons a year-was cited as a major reason the steel companies would hesitate to raise prices. Any higher costs for American made steel presumably would allow even more lowerpriced foreign steel to be Sold in this country, an administration official said.

The view was expressed after steel industry sources in Pittsburgh said the new wage agreement with the United Steelworkers union would force management to seek price relief in the near future. Steel magazine, published in Cleveland, said the contract would make a stronger case for a price increase. "I can't imagine they'll raise prices," said one government economist. "I think they're talking through their hats." President Johnson said in announcing the labor settlement that it would prevent another round of inflation. His council of economic advisers were reported to have fixed the cost of the agreement at precisely 3.2 per cent a year-exactly on the guidepost figure recommended for non inflationary pacts.

Industry spokesmen, however, have long contended that profits have been too low over the long run to make up for in creased employment costs and to pay for the modernizatior riceded to keep up with forcigi competitors.
