But he is not a gambler, in the strict sense of the word, for what he seeks above all is certainty. This is the characteristic that has emerged as the most conspicuous from the depiction of the breed in three days of public hearings before the State Commission of Investigation last week. The testimony has shown that the Upstate professional has built an elaborate network of contacts that are aimed at minimizing his risk.
