Phone 238-9581 Viet Nam (Continued from Page 1) the recent onset of the monsoon season the Communists decided on major offensive operations, in the belief that bad weather would seriously hamper U.S.

air actions. The Communists thus would hope to win extensive victories on the ground in South Viet Nam. The U.S. counter strategy for this period is to convince the Reds that they cannot win in this manner and that the. United States will throw into the fight whatever is required to prevent their taking over South Viet Nam.

The U.S. hope is that after several months the Communists will be compelled to reassess their position and prospects, perhaps taking a different view of peace negotiations. The State Department's 13 points on peace negotiations range from direct talks with the Soviet Union and Red China to Johnson's offer last April of "unconditional discussions" to a Canadian approach, to North Viet Nam last month. In the last few days the paper has been circulated to U.S. embassies abroad, evidently to arm diplomats with information to counter critics of American policy in Southeast Asia.

The document does not say with whom the United States would be prepared to negotiate if and when peace talks can be arranged. Washington officials say privately, however, that the U.S. peace target, like its war target, is North Viet Nam, anc they assume negotiations would be conducted primarily with that country and Red China. They say the United States and South Viet Nam do not in tend to negotiate directly with the "National Liberation Front' the Communist political arm in South Viet Nam. But the United States would not object if "National Liberation Front' leaders were part of the North Vietnamese negotiating, team.

Watch Badgers in Crew Race SYRACUSE, N.Y. (AP) When is a dark horse not a dark horse? When it's a Badger, of course.

And dark-horse watchers would do well to keep their eyes on Norm Sonju's Wisconsin crew in the Intercollegiate Rowing Association Championships Saturday on Onondaga Lake. Only twice in the last 35 years has a crew from a school other than Cornell, California, Wash-, ington or Navy rowed away with the coveted varsity Chan- nelge Cup. On both occasions it was the Badgers who turned the trick. Out of McNamara's news conference arose the possibility that elements of an entirely new division, the formation of which he announced, might be sent to Viet Nam at some point. He said that Army has been authorized to organize a new airmobile division as part of its current 16-division structure. Taking the name of the old 1st Cavalry Division, the outfit will have a strength of 5,787 and transportable by a swarm of 434 aircraft, four times more aircraft than a conventional division possesses. McNamara said the division, shaping up at Ft. Benning, could be ready for deployment in eight weeks if necessary.
