Y. 9-B Pity Poor Penny the Penguin Denver Voters Block School Busing DENVER (AP) Denver residents have voted against a plan to bus children from one neighborhood to another to achieve racial balance in the schools. They elected Tuesday two men who have condemned the proposed busing program to vacancies on the seven-member nonsalaried school board. Frank K.

Southworth, a real estate led the voting with 75,596 ballots. James C. Perrill, an attorney, polled 73,392 votes. Both oppose busing. A.

Edgar Benton and Monte Pascoe who campaigned as a team in urging mandatory busing as a means of bringing better educational opportu nities to children from minorities, ran third and fourth. Benton, one of two incumbents running, received 31,098 votes and Pascoe 28,948. The second incumbent and the only woman among the 10 candidates, Mrs. Alegra Saunders, was sixth with 4,666. The school busing plan, proposed to take effect in Septem ber, was outlined last month by School Supt.

Robert Gilberts. It would involve as many as 65 schools. The proposal was approved by the old school board but Perrill and Southworth said during the campaign this could be reversed.
