More than 150,000 employes of school districts and local governments also are members.

Levitt said his legislation would authorize the other governmental units to make the payments on behalf of their employes. The comptroller recommended that school districts take over a larger share of contributions to the teachers retirement system, thereby increasing the teachers' take-home pay. This was done last year for state and many local-government employes. The comptroller also renewed his proposal for a system under which pensions to retired government workers would vary according to the cost of living.
