The State Department of Licenses said Tuesday operators' license renewal revenue increased M30.000 the first three months after motorists began receiving birthday reminders that their drivers licenses were about to expire. The plane caused the immediate increase in revenue by picking up renewals earlier from "delinquent" drivers. But officials said it won't result in any over-all revenue boost because the fees will still come from the same number of motorists over a two-year period. The department said the revenues were up 20 per cent in July- August September over the same year-ago period. The normal year-to-year increase runs about four per cent.

Renewing their licenses in that period were 192,554 persons, or 26,416 more than was estimated, without sending the reminders, officials said. The renewals for those three months put $770,218 into the Highway Safety Fund and the State Parks Fund, both of which share in the license revenues. Under a pre-billing plan put into effect last July, automatic computers mail a new license form to all motorists whose licenses will expire on their birthday the next month. The motorists then must vali- fee at the nearest State Patrol date the license by taking an' 0 ffi ce examination and paying the $4. The epar tment said more than three-fourths of the expired licenses are being renewed through the pre-billing Ian.
