Speaking, before a hearing of the House Highway Committee, Bugge added it "does not seem likely that Congress will add any more highways the Federal Interstate Highways System at this time. But Bugge said the answer to' the financing problem might be another survey a toll project. A recently completed survey showed that financing the tunnel as a toll project would not be feasible.

A fourth way to finance the project--with private capital--was pomted out Tacoma Port Commissioner Maurice Raymond. He said a bill now before the Senate would make this possible by permitting port districts to participate jointly in bridge and tunnel projects. Bugge added the project might be accomplished similar to how the Tacoma Narrows bridge was built when Pierce County put up 1V4 million dollars to get the job started.
