THE STATE OF ALABAMA, Cherokee CoraTV. lo Honorable John JR. lolly, Judge Presiding your Jury for said term of court, beg to submit the following fiscal report of onr labors We bave inquired into all indictable offenses brought to our knowledge or known to ns to the best of our ability and as a result of such investigation report in open court thirty five bills of indictment.

The several connty offices and records and public buildings have been examined and from our investigation we report as follows Tbe county jail should "be recovered at once and the western wall repaired; and be provided, with ap pliances for healing the two rooms on the east side, of the building and tbe windows provided with sash for cloning them during tbe cold weather we are advised by the Commissioners' that preparation is being made to this end. We recommend that the Board of Coinmis-siocers' that will eoon be elected give thin matter careful attention. Of tbe Court House we have to ray that we find a window in tbe cupalo out and in need of attention at once, and one keystone over a window in front loose. With reference to the cure sod management of this-building we recommend that no more abs be deposited in halls or rooms of tbe building in wooden boxes or other receptables. More caution should be observed ag.tinst loss by fire.

Tbe boxes of ashes in the jury room on the second floor heretofore used as urinal should be removed and this practice should be discontinued. The sheriff should take such measure as will prevent tbe use of these rooms for this purpose. Tbe books of the several county officers are in the main neatly and correctly kept We find by investigation that the bad condition of the publio roads is attiibutable in part to tbe excessive and unusually heavy rains. We would recommend to the Commissioners' Court the careful consideration of the proposition of working tbe public toads under the new law provided by the last Legislature. We are of tbe opinion that properly managed this system of working tbe public bighwags will prove satisfactory.

the negroes gave a festival of some kind in Beat 1, near Kirk's Grove, and tbe Senate nominee chick, had it given ont that he would address tbe people of tbe community at 2 o'clock p. m. Accordingly several white men repaired thither to hear the speaking, and among tbe ones who felt tbat this country was a free man's country were Messrs. Cardon ond Lusk. When Tomlin saw Cardon, be at once put the 6j)eaking off until half past 6 clock in order to freeze Cardon out and very pointedly told bim be should not address tbe people, as it was bis (chick's) appointment.

After a consultation among Democrats and friends, Cardon' left. Just an soon as tbe coast was clear, Mr. Tnralin announced to the congregation at tho oolored parade to re pair to a school house about two hundred yards off, and he would explain Democracy right. He worried considerably because no more than about eight negroes followed him to hear one of tbe grand efforts of his life. There were fifty or sixty men present.

His first blow was at tbe Jones faction, and called them the Centralization party, using some very profane language which seemed to give great emphasis to liis thunder as he called his speech. He said tbe reason he did not want Cardon to hear him was that be did not want bim to learn any of his thonder. T. T. T.

says if tbey will sen bim to the Senate, be will not vote for any man who does not advocate the reform move. He also appealed to the few men who were present to send him to Montgomery and he would repeal the landlord's lien; also shooting across and along the public road also the warning to not tresspass on certain land. And one law he would repeal most assuredly, was tbat of public drunkeness. He forgot to tell tbe men hat those who did not want to get drunk in public, could go down there and enact laws that would, suit their case. He could blow and brag about tbe thirteenth plank in the Democratic platform, but was about to overlook tbe resolution which was offered in which none but white voters are aN lowed in their primaries.

He said there were not a half dozen men under the sonnd of bis voice that bad ever been a juror. Because said be, you are vicious and ignorant The writer appeals to the well meaning ro whether you are for Jones or Koib, to not support a man who advocates the very things that wonld send oftr dear mothers and sisters behind locfeed doors, to shut out the frightful scenes of public drunkeness, cursing and swearing, and shooting at every object along tbe public road. After a thorough research of tbe testimony in the case of t'te State vs. Sherman Arp," the jury returned a verdict of guilty as cnarged in the indictment and recommended tbat be be banged by the neck until bd is dead, dead dead! It will be remembered that Arp is charged with the brutal killing of old man Pogue in the upper end. one year ago; Sentence will be past upon Arp Saturday, unless be se cures a new trial. We will not close this, our fiual report, without giving expression to our judgment on the importance of a prompt administration of justice both civil and criminal.

We feel tbat tbe public good requires the establishment of another Judicial Circuit in this section of the State and we ear- nestly recommend that provision be made for tbe trial of civil cases without juries, except where tbe patties demand such a trial and that more than two terms of court per annum may be held when necessary to tbe disposal tf cases in which juries are not demanded. We feel, then tbat this provision for the trial rf cases by tbe judge can be made without in any way increasing tbe expenses of tne administration of justice, and yet increase tbe capacity of tbe Judiciary, so as to secure the prompt trial of cases both civil and criminal, and thereby relieve parties to such suits of the oppressiveness of accumulating costs in long continued litigation. We wish to recommend tbe alten tion of the Commissioners' Court to the requirement of the law that tbey make settlements with all officers of the county having tbe case management, collection or disbursements of funds belonging to tbe county. The Commissioners should immediately take steps to have a settlement with parties hiring convicts and having the care of money arising therefrom. We wish to tender our thanks to your Honor and other officers of tbe court for kindly and courteous assistance during our sitting.
