The evils of Congressional interfererence in President making, is beginning to be felt as the great evil of the day, and either it must be abolished or the government itself must be destroyed. It is an evil that every member of Congress, or his friends, are expectants and almost exclusive recipients of Presidetual patronage- It is an evil that members of Congress, and ex-members of Congress not only distribute the officers and contracts but are the only persons thai have any influence in regard to the adjustment and payment of the claims on the government.
