Municipalities Left Out In Cold JACKSON, Feb. 2 (AP)Municipalities failed in another bid to get tax money from the Legislature, but the problem isn't dead. Speaker of the House Walter Sillers ruled that an amendment to the big sales tax bill was out of order yesterday. It would have: a cent boost over the present rate. The sales tax bill proposes a one cent boost to three cents on the dollar as the backbone of taxraising efforts to equalize negro and white schools.

2 (AP) The FBI today added to its list of "10 most wanted fugitives" the name of Flenoy Payne, 45-yearold convicted murderer. Payne, a medium tall negro: of a slender build, is currently sought by federal authorities for crossing lines to avoid prosecution for murder at Scott, his home town. The FBI said that in August 1953 he became embroiled there in an argument over a woman and shot and killed his adversary. He was reported to have fled to; Toledo, Ohio. The FBI described Payne as a frequenter of "juke joints," fond of gambling, habitually armed and "very dangerous." It said he has been in difficulties of sort or another nearly all his life.

In his early 20's, he was convicted of murdering a Greenville, grocer. The FBI said that in 1949, Payne was with a married woman in Toledo, and that when the woman husband and Payne met on a Toledo street, Payne whipped out a pistol and wounded both the husband and wife. He is still sought by Toledo authorities for that offense. The FBI said the fugitive has brown eyes, brown complexion, black, kinky hair and scars on his) right temple and chin. The top auto was a 1954 Ford Station Wagon. It was blown nearly 1,000 yards from the school. The bottom car belonged to a negro teacher. It came to rest in a field about 200 yards from its parking place. The negro school teacher was reported killed.

Probably the most pitiful part of vesterday's tornado at Commerce Landing was the sight of the many injured who jammed the small Tunica County Hospital. Every inch of available space was used to' care for the than 100 victims brought there.
