2 (JP) The FBr today added to its list of "10 most wanted fugitives' the name of Flenoy Payne, 45-year-old convicted murderer. Payne, a medium tall negro of a slender build, is currently sought by federal authorities for crossing lines to avoid prosecution for murder at Scott, his home town. The FBI said that in August 1953 he became embroiled there in an argument over a woman and shot and killed his adversary. He was reported to have fled to Toledo, Ohio. The FBI described Payne as a frequenter of "juke joints," fond of gambling, habitually armed and "very dangerous." It said he has been in difficulties of cne sort or another nearly all his In his early 20's, he was convicted of murdering a Greenville, grocer.

The FBI said that in 1949, Payne was living with a married woman in Toledo, and that when the woman husband and Payne met on a Toledo street, Payne whipped out a pistol and wounded both the husband and wife. He is still sought by Toledo authorities for that offense. The FBI said the fugitive has brown eyes, brown complexion, black, kinky hair and scars on his right temple and chin.
